I tried the mission again this morning; Freaks in various spots in 2 different neighborhoods of St. M counted. I was wrong about it being a specific spot, but I don't have any useful help for the buggy behavior you encountered.

There's a specific neighborhood in St. Martial if I recall; try again. It might be the hobo village where the Slumlord badge is, but I don't remember.

It affects anyone in a 60 foot radius when triggered; they see the effect for 10 minutes or until they cancel it, and it continues through zone transitions. No one not within 60 feet when the power is activated sees anything.

Back when I was unable to get the launcher to run in Windows, I tried it in Linux just to see if it would go better. There was no difference. After the HC Launcher was improved so I could run it in Windows, I ignored Linux until just now. Ubuntu 20.04.1 LTS Wine 5.0.12 Lutris 0.5.7.1 The Homecoming Launcher installed and ran with no issues. I have 64 bit City of Heroes running right now without any crashes. Not relevant to this thread: I'm getting worse FPS than I do in Windows - I think I failed to install the proprietary driver for my nVidia GeForce GT 730.

Check and/or clean your fans and heat sinks.
