Immobilizes used to prevent knockback (knockdown was very rare in a power at launch). This would prevent Grav from knocking targets down, which is considered a control (This is before containment) So, they didn't add KB resist/def to gravs immobilize so you could knock everything. It's way behind the time. -

Inherent Hasten... Also Group fly flag in the options (therefore comand by /comment) instead of on null. It breaks to many powers on your team mates to make unable to be affected by group fly only adjustable when not on a TF. -
Pretty sure that is what made go to WOW 8 months after launch (and a couple after Issue 1). Got tired of understanding what values the powers were (power details came way later). Came back a couple of years later unsure of the issue but before the GFX upgrade and GR. 1st hero at launch was definitely a FF/eng def. 6 slot those bubbles.

I'm surprised Ice melee not S tier on stalkers as it gets a real pbaoe, and assassin's blade replaces its worst STDPA attack. On hide from AB you should crit FT. FA is a foot stomp clone, and chains BU really well in a group setting. I have personally triple stacked it before pretty easy especially considering it has a frost in the ST and AOE chain.

Sleet is freezing rain and can be a 1 slot recharge, 2 slot recharge, or a mule for whatever set if you want to give it slots. The -resist procs are only ok in it. Ice storm is a good rain power. Artic fog is steaming mist and Shadow Fall with different resist differentiating them. The stealth is nerfed and no longer stacks with SS (I HATE IT) Toggle debuffs are almost always autohit. You trade acc for end enhancement. 4 slots or 2 Microfilaments. Snow storm is often skipped, especially on controllers with an immobilize that grounds flyers. I think doubly due to the fact ice control has a cone slow that probably hits the slow cap and trip[ly if take infrigidate (procced or not). I have never played Ice control on live to today. I have taken /ice on blasters. -

Soul Absorbtion works on dead and living bodies so its fool proof to cast. You can get some truly ridiculous regen and recovery with it. It's enough that I don't need cardiac to never run out of end with Hot Feet. As fire I'm in the Mob anyway 48% positional (with Fade) and maxed s/l/d resist, I Have fade on auto with hasten so I don't really cast it for teammates. Dark affinity is a seriously powerful secondary. Saying that /ice is meta for 4 star.

I think it always had the crit bonus. Brutes and tanks got +dam on port. They also got +def to all on storm kick for some reason. It's a whopping +15% def on the 2nd highest dpa power for tanks.

EA belongs in the blended armor set. At full build you are SC to typed and pretty high resist across the board. It reminds me of stone without the proc and better endurance. And it has a click to fill the end bar even though it doesn't really need it. The thing with the blended and def sets they really want the 2 +def IO's and weave. Shield, SR and INV do not help you with the endurance for tough and weave making them a little tough to level. A lot of the people here really like RAD. ON scrapper it feels like the squishiest set made unless you feed it IOs.

There is an unintuitive thing to remember about -damage buffs. -resist also decreases a mob's resistance to -damage buffs. Also AV/GM have no traingles resistance for -damage So sets like poison, Rad, and TA are doing a lot more - damage that what the powers say they do. Sonic and dp chem rounds make -damage bigger if -resistance is present. Poison can hit the cap -90% on its own. I think TA/DP can but I never checked.

Earth/MA for active and something ?/rad with atom smasher on auto for auto farming. Brutes still can but the speed ones are s/l now. Tanks can be s/l immune and have higher target caps so /mu to chain aoes with Dragon tail procced. -
Thought the latest page; nerf to fire, and the aggro changes pushed the crown over to earth and rad tanks and s/l farms (I think the claws one).

Think you mean hurdle or swift. We are still stuck with boxing or kick. Now you get swift and hurdle. I remember those walls in atlas being unscalable before p2w ninja run and hurdle/swift.

Grav/Storm/Leviathan w/ Sorcery - need build help

Grav aoe immobilize is unique as it is the only immobilize that does not prevent knockback. Gravs need -kb in WH, tornado, and waterspout (usually OF in waterspout). LS is optional Also, grav can wormhole mobs in a corner, root, and keep them there with hurricane making a pretty sick tornado/fr/ls buffet while solo. Its better to tp sing in there than leave him out with some pbaoe. I like range def for flyers. That should protect you from most mezzes (the thing that kills controllers). Consider 2 enzymes in hurricane to save slots. My grav/storm has a bad build. I haven't invested in him yet but I'm thinking of; Disclaimer I am not an expert builder, and to quote @Snarky "Find an expert builder" =p -

Yeah I was a subscriber since launch with a slight hiatus (wow launch until mid burning crusade) so yeah I did get them all without p2w mentality as I was always a subscriber. It ticked me off more that I wasn't subscribed long enough to get the anime wings on the subscriber duration rewards (I did get 1 staff and maybe att?). The end made me sad. -

All power sets were introduced in Issues to all players. What we call p2w was mostly prestige stuff for subscripes (see p2w vender) and things like mystic fortune and ninja run and the Boosters/ATOs Packs. I don't remember if you could just buy ATOs directly. You could buy a numinas that would work at level 1 for $5 though. This reminds me of an other thing Arcanville did. Immortality lines. Repost: I7 scrapper secondary comparisons - City of Heroes Forums (archive.org) Might partly explain where these arguments started... -
If you're going for burnout sure. If you want fold space sure. On that note your Stone tank can be a hover tank now. I do like teleport when it tied with hover. I like it with Mystic flight. I like it with speed of sound. If you are a cold dom why bother with SS now? Yes, your still married to the speed pool for hasten. But why pick up SS when you could get Hover or Speed of sound and the T4 those pools have. Same for storm and dark. The only travel good for MM pets is group fly though. Don't make me fight that inherent "ignore group fly" in the options argument again. It gets no traction. Those dudes just don't keep up with you without it and it breaks a bunch of power sets allowing you to troll people. I once couldn't get a fire brute to walk to the other side of pocket D so he could ignore it. I just farmed the other half of the map.

Testing has fire, procced out ice, beam, ice. I'm not sure where water with procced out water jet shenanigans is at. I'm not sure where electric with the pet is at since it was buffed. I think it's most dps on sentinels. On that note, blaster typically don't do proc fu too often.

Everything in nature is an aura that affects you or is an enemy debuff. It's pretty good.

SS always stacked with the support set auras, since launch. Thats what I meant earlier about having to relearn a decade worth of ingrained game knowledge.
