I did look at this in detail. There are already Pets with 1,2 Base Accuracy (Fire Imps, Gun Drone, etc.) but also those with just 1.0 (Jack Frost, etc.). Right now with such variety, some Pets are favoured and easier to build for (Fire Control really just needs to slot the Fire Imps Summon Power with ED-capped Accuracy to get about a final 92% chance-ToHit against +4 targets). Making them all 1.2 Base Accuracy just levels the playing field. As for the effect at lower Notoriety with a lot of Procs, well, the solution for that is coming: The APROCALYPSE. While we can do multiple builds (2 before L50, 3 at L50), I would strongly advise against it. I tried to do so while levelling and it was such a pain I rerolled the Toon to clean up the mess. The only multiple build I have is my main, AR/Devices Blaster, with a build each with Arsenal Mastery, Force Mastery, and Mu Mastery. The 3 builds only differ in 3 Powers involving the Epic Pool. But it's an administrative burden, especially as I have a copy on both CB and HC. I change something about the main part of the build, I have to do 6 Respecs. While this administrative burden may be lesser if the builds were for radically different reasons, I would really try to avoid it. My Spines/Fiery Aura Brutes for AFK Farming have a universal build I can use for regular play just to keep to a single build

I disagree. Mostly for Combat Jumping and Super Jump. Just because a change is done to the Flight Pool doesn't mean the other Travel Pools have to get the same treatment. Currently, there's a reason for the difference in all 3 cases. But I think Hover and Fly are the most similar. Hover has air control and defense, Fly has speed. But unlike Combat Jumping and Combat Teleport, Hover has been used for a (slow) Travel Power. But as @tidge and others have pointed out, it is kind of silly how the Flight Pool has gotten to the point where multiple toggles are running just to fly. With side features, but basically just to fly. -

All the Pet attacks need to have a 1.2 Base Accuracy. That way the Pets can still be useful on +4 Content (which is +4 to the Pets) if they're slotted with ED-capped Accuracy). Otherwise, their chance-ToHit is well below 95% and Tactics is needed.

The only thought I had for changing the Flight Pool is to combine Hover and Fly (and do the same for the equivalent Peacemaker Powers). If possible, make it have a lower End/s cost if the Toon isn't moving. I've always liked Air Superiority. I've got one Toon with the Flight Pool, an Inv/SS Tanker, who takes Air Superiority and Fly. I'd like that attack to be improved (along with the other Pool attacks). But for the remaining 3 Powers from the Pool.... How about @Communistpenguin's idea of Pet Fly, but as a separate Power? Beyond that...? -

Only a small number of Pets don't benefit from the Buff Auras in Leadership. Trip Mine and Remote Bomb are 2 that don't. Here's the Trip Mine Pet Power. The Jump Pack when running will push Fly Powers to the FlySpeed cap (the Prestige and Temp Fly Powers are already very close to that cap). Only need to hold whatever key is bound to "forward" to move at that speed. No need to hold whatever key is bound to "jump". I now slot either Fly or Mystic Flight with an Extra Slot and put in an Attuned pair of Fly + Fly/SomethingElse from either Breath of the Zephyr or Hypersonic. That will get my Toon to the FlySpeed cap unless Exemplared a lot. -
Until at such time as the devs install better and more flexible options to control the impact of Group Fly, I think it behooves you to work on your ground game with your Bots. You've got to do it when the ceiling is low, so you can do it all the time. Like on a TF. This is a social interaction. Everyone is expected to adjust towards making things a good experience for all. 'Cause we want everyone to enjoy themselves.

From long ago discussions I'm only vaguely remembering, the reason for Null the Gull is it is a simple way to add in some features without worrying about the UI, as there's a dialogue to enact the changes (usually an info investigation, mode change, or hidden Power enable/disable). I've thought about this and I personally think the disabling of Group Fly would be better on the Toon using Group Fly, where the default is to only affect the Toon and its Pets. Needing to take an action to turn on it affecting other Players and their Pets.

Empyrean Merits (and 50 of them in a Transcendent Merit) can already be emailed to the Global Email address, allow transfer of that particular Incarnate Salvage between Toons on the same Account. -
@Psyonico is right. And @KaizenSoze, you may not notice the misses in an AoE attack. And then there's Pets. Except for a very few (like Electrical Blast's Voltaic Sentinel), they mostly don't benefit from the Caster's Global buffs, like Level Shifts, Global ToHit, and Global Accuracy. That +4 Notoriety really is +4 to the Pets even when the Caster has a T3 or T4 Alpha Boost. That lead me to this general rule so I wouldn't have to recalculate for each Pet: The Pet Summon Power should have ED-capped Accuracy. If the Pet has important attacks that have less than 1.2 Base Accuracy, they also need Tactics (even just Mastermind base-Slot only Tactics) or good -Def on the target(s). That was on Targets without Def. Considering most Cimerorans have +15%....

We have this Incarnate System that we use to get more Powers to play with. And there's all sorts of stories told to us to explain all this. And we're still not quite equal to the Signature Supers. Hmmm..... .... Me thinks there's a lot of porkies being told here. Talk about your unreliable narrators. It'll be hard. But perhaps try to figure out what's behind all this by what it does, not whatever tall tales we've been told. -

At launch there were the original 4 Scrapper Secondaries: Dark Armor Invulnerability Regeneration Super Reflexes Which were the 4 Arcanaville did a detailed comparison on in Issue 7: https://web.archive.org/web/20120905195532/http://boards.cityofheroes.com/showthread.php?t=115310 I never realised that. The Click Status Protection Powers for Ninjitsu, Shield Defense, and Super Reflexes all have "Can Cast Through Hold Sleep Stun Terror", so indeed they can be used reactively. Also, Super Reflexes' Practice Brawler doesn't provide protection against Terror and Confuse, which the Ninjitsu and Shield Defense do.

I tend to focus on only a few Toons, but I'm never really done with them. My main and main Badger, AR/Devices Blaster, concept was 2005, ran it from L1 to L50 in 2006 to 2009, kept playing, played it on that awful day when I thought that was the last time I'd play City ever. On HC recreated and went L1 to L50 from 2019 to 2021. Still playing it, 2 copies, CB and HC on Everlasting. Lost track of how many Respecs I've taken the AR/Devices through, latest just this last August. Hard as it's the sole Toon I have multiple builds, 3 of them, all the same except for the Epic Pool and 3 Powers (so a low-Level change needs 6 Respecs), but it must be dozens. It's also the only Toon I'm sure the build is close to the best. I think. Still playing the AR/Devices. CB one just completed Safeguard and Mayhems, as well some low-level Flashbacks both Blue-side and Red-side. On Everlasting the HC version previously completed Safeguard and Mayhems, now doing the Gold-side Flashbacks. I'm just over 100 Toons on CB and HC combined. Mostly focused on a few. But as I'm not "finished" on the most played Toon I've ever had, I don't think I'll ever finish a single Toon. Hey, I've yet to get a Completist Toon through to L50. -

I really depend on using MRB to make a good build. I've used various Hero Builders over the years and the complexity of even an SO-only build had me make good of them early. I find it easier to remember the few serious unfixable bugs (e.g. most Pets/Pseudopets do not get benefit from the Caster's Global Buffs) and what is right helps me a lot. I've known others who don't use a Hero Builder. I could do that meself if I had to. But I prefer not to go without. -
Wow, @tidge, that's an interesting plan. At least Drain Psyche doesn't have a Pseudopet and will benefit from the Toon's Global ToHit and Global Accuracy. Good point on not needing perma on Drain Psyche, as Endurance and Hit Points will provide a buffer when it drops. And using Unleash Potential as a not-needing-targets backup +Rec +Regen. Either Power would be a good place for my goto for +Rec enhancement, an Attuned 2-set of Synapse's Shock, EndMod and EndMod/+RunSpeed. Don't know if it would be easier to go after SL+ Defense. I'm also starting to get alarmed at some Toons' need for so many Click Powers to keep going.
