To be fair, if it was the Coming Storm, then it should affect the entire city and have plenty for everyone to do even if it was eventually defeated by Incarnates.
If I lived in Paragon City, I would want to be a civilian so that if someone tried to mug me, I could just wait for a hero to save me and then step off the building I am on and walk away.
To effectively rank the secondaries, you have to consider what primary you are pairing it with.
For example, the heal in dark melee is better used on a primary without a spamable heal.
The problem with procs isn't procs themselves, its recharge. Recharge in a power penalizes you, while global recharge gives you the advantage of getting a 20 second high damaging power down to 5 seconds without affecting proc chance or damage.
What if they made it a flat chance to proc no matter what type of power it is in and adjusted the damage based on effective recharge and not base so that the over-all damage is roughly the same? Aura type powers would have to be adjusted separately.
I think the pool and epic powers need to be adjusted. Far too often an attack power you take from it (looking at you dark/soul) is the highest dps attack in your chain. This should not be so unless your AT does not have an attack set like controllers. I could see an argument for being relatively equal to a secondary attack set power.
Even then, their should not be clear winners the way dark/soul outshines all the others.
