This is my problem too. I loathe farming and doing market stuff. It feels like work, not fun. And I play games to have fun. Which is why I have a bunch of 50s still sitting with common IOs cause I can't do full IO builds.

Someone else recently had a similar issue with all the buff icons suddenly not showing and it turned out it was turned off in the settings. Starting to wonder if there's a bug floating around somewhere. These settings aren't something one can change with an accidental keystroke.

Not sure what you mean here. None of the SB powers are PbAoE. They're all location or critter targeted. You don't have to be inside any of the effects for them to work.

I dunno, I think Count Spectacula is pretty hot.

The fear powers are really good when used properly and in conjunction with each other (and with other fear powers you might have). The taunt and placate are far less useful on large teams but can be very helpful while solo or on small teams without a Brute or Tank. And yeah, it sucks having to take one of them to get to the fears, but it's no different than having to take Kick or Boxing to get to Tough and Weave. Unrelenting is a great "oh shit" power for when you're getting a bit overwhelmed, I just wish the duration was longer. 30 seconds on a 10 min timer is pretty lame.

There's also the Rocket Board, Flying Carpet, and Void Skiff from the P2W vendor. The latter two would be appropriate for non-tech themed characters.

Perhaps, I dunno. I know there is a slash command that can do it (/optionset buffsettings 64), but obviously that's not something one accidentally types in.

There is a setting in the options, Windows -> Status Window Buff Display -> Stop Sending All Buffs. Setting this to Enabled will remove all the buff icons under the bar. Disabled brings them back. Unlike some other settings you have to hit Apply Now to get it to update.

But the bug doesn't affect all characters logged out for more than 350 days. It hasn't been established what exactly is causing some characters to not receive Experienced.

Same. 15 something years and I still have no friggin' clue how procs work or how best to slot them.

I haven't had this issue, even on characters that have been logged off for 400+ days. They all got the popup, the badge, and the Experienced charges. 🤷‍♂️

Has he tried connecting using Ethernet instead of wifi?

I think I read somewhere that Tequila no longer works. You have to use the Homecoming launcher.

See if you can find that fairly recent Regen thread as it had a lot of great ideas on improving Regen without turning it into Willpower or Bio. +Absorb, +max HP, and a scaling +HP buff were a few of the good suggestions.
