Various other complaints aside, the current implementation of the knockback allows you to control it. Any suggestion that simply removes the knock back and makes it knock down only or that makes the power targeted instead of placed really just indicates a player who doesn’t understand how to use the power.
Yes, extend the level range of David Wincott down just 3 or 4 levels, from level 5 down to 1 or 2. Meg Mason is there if you need more missions before the next contact.

I was playing on a Blaster with the new Seismic/Earth powers.
After I defeated her Night Widow Nocturne called for Medical Teleport, but it did not visually happen.
In this case, I had not yet defeated the Submersible escape vehicle, so the mission was not yet complete when this visual occurred.
I think we should be able to do David Wincott at level 1 or maybe 2. The Hollows is great content and I think being able to start it right upon exiting the tutorial or maybe even upon character creation would help make it a more accessible place for lowbie levelling.
Something to add:
When you fall out of the sky the sound effect when landing is the same as the sound effect for landing a jump of a few feet. There could be a bigger boom from a higher fall!
Something to remove:
When you exit a mission on your Mastermind and are deafened by the sound of all your pets upgrading at once!
it does the same damage as most nukes, with the advantage of no LoS, can be used for mob positioning, and the sets mechanic means it will recharge in less time than most similar nukes. I think you’re looking at one statistic, recharge, in isolation, and missing the overall picture.
First, the set comes with a recharge reduction mechanic. The power does have a unique special effect: it knocks back from a location of your choosing. No other power in the game does that.
I don't have a problem with the new design concept we see in Electric getting special benefit being paired with Electric or Seismic being paired with Earth.
But it would be very cool if there other little perks like that from NON matched sets in some cases.
Like, for example, if having Assault Rifle and Atomic Manipulation gave Radiation to your AR attacks somehow..."synergies" are very cool.
