If your bar is blue, that's Patrol XP, not debt. It allows you to gain experience faster via accumulating it while logged out. It also acts as a buffer against debt if you have some to spare. Hope this clears things up!

If you're looking for additional means of dealing damage, Stone Mastery as an Ancillary Power Pool choice offers a good amount of solid attacks (Seismic Smash being the stand out), along with capping your Controller's HP (Earth's Embrace).

To my knowledge, at least with that graphics card, that's less to do with its actual performance, and the fact that Windows' OpenGL drivers aren't all that good. For instance, I believe Linux systems tend to work a little better in these cases, due to having better drivers.
To my knowledge, this is an issue with Mids' export function - usually this can be fixed by pasting the export into a text editor, then copying the subsequent text from that editor into your post. Alternatively, you can try a different formatting code type, which may also work. Hope this helps!
Out of curiosity, does the same thing occur in different games if you use the same keys that you're currently using to do this? If so, then it sounds a bit like a keyboard ghosting issue, at first glance.
Correct - some platforms don't support them, to my knowledge. This is due to these emojis actually being a combination of two, apparently. See this and this.
Generalised advice that applies to most people:
Make sure that you're installing the game somewhere that isn't your Downloads/Documents folder - we usually suggest something like C:/Games/CoH
Make sure that other programs aren't interfering with the process, such as an anti-virus
