right thoguht it was 18.75% for annihilation, 12.5, still about 22% not bad to have to add to the cdhain, plus damage and proc, just lose a little actual dpa for overall.

Yeah you're only using it to keep the debuff on really, that plus anni proc is about 28% -resistance when using it, plus it looks cool which is a big part too lol. you wouldn't always use it of course. It's also for a set bonus holder for taoe since it takes those and not ranged. Also, being bigger damage, it's the last one you want to use when the bu proc is still active, so get your other STs out, then finish with that. Plus, it does just make the most stylish finisher lol. And also worth it to proc out as well for when you DO use it since you need no rech on it. It's also worth using if you're good with it's cone, i frequently get 2-3 in it.

I have a dp/time build that's going swimmingly, though I do wish EoT and all blaster melee aoes had a 15ft radius, and wish it had a 16 target cap too. These reasons make me really think about a dp/mental for the 16 target cap 15ft radius psy shockwave. dp/sonic also seems like a really good combo that really makes me think about rerolling my dp/time, but his costume and theme is just so sweet lol. Though i can get those 3 points of stun protection at 38 with /time, that sleep protection in /sonic seems really nice. There needs to honestly be more ways to get sleep PROTECTION for squishies IMO. On my dp/time, i'm honestly going to drop swap ammo. the damage type difference is only on like 1/3 of its damage making the difference 1/6 damage or less. The only extra damage it really has is incendiary ammo's dot, which doesn't always go off, or tic for the full 3 tics, so it's only like 15% more damage with no beneficial knockback/down. Putting 5 OF into bullet rain (minus end/rech) and a ff proc in it and the cone, means you can get really consistent aoe kd with it, plus the guaranteed kd in HoB, and winter proc in the pbaoe. Also in fire bullets, you don't get that -resist in piercing rounds, which with slotting and a annihilation proc in it, can help the single target damage a good bit, and even more so on teams for things like AVs than the fire bullets would grant.

Taunt itself is a whole actual status effect. Threat level is more based on the ai of the enemies. If it's just higher threat, then when it ends they'll target the next highest threat of whoever attacked them. Which would likely not be the ice controller.- 202 replies

Oh it's not that I don't think they specifically wouldn't be aware, but I'm simply talking about knowing for 100% fact and be done with it rather than just assume, cause you know that old addage. I'm not saying EM is bad, just that it's a little clunky trying to max out your aoe on the first alpha volley. You could consider it just rantings if you must, but these are my thoughts and I'm curious on the devs thoughts/answers on that. I would, as I even stated above assume it's what we just discussed, but you know, curious minds.

Call me a stickler, but if they never responded to this specifically, how do you know that they are aware, or at the very least considered it etc? If they did and won't budge and say no that's one thing, if we TRULY didn't get a response from them saying so though, I'd prefer to hear it directly from them, rather than just assume so. I can imagine though them not wanting it for the whole ET > TF > EP though, but i'm more so looking at it's use for the extra aoe on PC. There isn't a way i'm aware of though to flag the build up to only work for PC though, so I imagine there is no way to do that to avoid it for ET. The only other thing would be to change the mechanic (which I would almost favor to take away it's tie in to ONLY TF granting it) where it works more like Street Justice's and after 3 attacks you get the energy focus, but I imagine at this point they wouldn't look further into EM.

The more I play with it, there more I feel like there was a miss or oversight with build up. EM is pretty nice now, but trying to use the increased aoe on power crash during build up and proc, it feels like build up should also grant an energy focus buff for your initial aoe volley. Having to use TF taking up a significant amount of the build up buff's time is rather arduous. This should include an energy focus buff with build up, similar to how TW works.

They should be able to be taken if an ACCOUNT has been inactive for lets say 3 months? But not if the person using the account has been active. I have a couple saved that I plan to play after I finish my current alt, so they're obviously level one and don't think they should have to be at risk. That said as long as the ACCOUNT is active there is no problem using /getglobalname to find the person and send their global a tell asking to free up the name. But please, let's not start up again where you have to constantly log into alts to save them. -

No they shouldn't, and in a way already are cause of dom values. In general does are absurd that their holds are at a base less value than controllers, and only more in domination. Making perma dom a complete necessity, otherwise outside of domination mode does are by far the squishiest AT. If anything i would say that doms should have a base mag 4 holds, with the shorter duration, and then domination mode would increase the duration past that of controllers, and dom should grant a recovery bonus with full lasting to hit, not a one time shot of endurance that you can never properly time to use for endurance because you need to use it asap to perma.- 202 replies

Is there a cap to the amount of character items you can hold? I'm pretty sure there is for email, which someone in help said 100 emails. Is this the same for character items? Do they share the same cap?

Oh yeah I'm fine with that too AS LONG AS the stats for it first and foremost as it should be happen before any other balancing factor. Ie 45 second duration (full value, we have the ORIGINAL main version of the power, it SHOULD be better).- 202 replies

I love the cone on shiver, but part of why is because it covers such a large area, but I do share part of the annoyance using it in melee, but I also love using outside of melee and not having to enter melee in certain situations. As a compromise I would suggest something unique for it similar to fulcrum shift. It is a wide area 50ft radius both pbaoe AND taoe. The debuffs from each would not stack. So this way you can use it both in and out of melee. In addition to obviously to an increased 45 second duration. Then the chance to hold or whatever else can be determined after those base stats. But I would be more than happy with JUST those changes. It's an area soft control though. Definitely nothing specifically stronger to just a single target.- 202 replies

I'm fairly certain that the coding doesn't exist for a cone greater than a 180 degree cone aka backwards. If that existed then they could just make all pbaoe powers a 360 degree "cone" and thus affected by range modifiers. Don't get me wrong I would LOVE that, I just think it's one of those spaghetti code nightmares. Agreed, I like it best as a cone, cause it lets you use it out of battle if needed to a way better effect. The duration just needs bumped up massively so you don't have to spam it. It was, and you don't want to know the day I had after. Then i27 hit... lol. Also, something that we've all been missing that I thought of, that can be unique to ice control, IS the "shiver/freezing" mechanism. Not just casing in ice, flash freeze and the holds already do that. I'm talking, even if specifically only to shiver, that they just stand there and shiver in place, kind of like the vomit of poison/traps etc. It would be a unique mechanism that adds to the control, and can even be guaranteed on the first hit of shiver. So it's a non-enhanceable "hold", but makes them all shiver and will proc every so often to do that for it, and any other -rech/slow powers in the ice control set. Looking at those other posts seems to be in line on the previous versions really. I think that whole new shiver mechanic fixes a lot of issues without overpowering it, and it can be a factor for any power in ice control basically. I'm fine with flash freeze being really the only "self" opening power. Any other time there is any melee to start it shiver/aa/ice slick/frostbite with the "oh crap" power glacier feels fine to me. Freeze just needs to be better at that initial strike, aka no up front damage. As far as increasing damage, having just shiver, possibly all powers depending on amount/unresistable etc, make sense to have a -resist portion to them as well, or a -hp debuff would make sense also allowing more damage to be done essentially.- 202 replies
