Mid's Reborn: Hero Designer
Bopper replied to Metalios's topic in Mids' Reborn Hero Designer's Forum
Probably best in a new thread, but if you do get working AI then I think people will be interested in checking it out. It would be cool to feed it a list of priorities and have the AI optimize a build with those priorities in mind. Good luck -
Focused Feedback: Experimentation (Release Candidates)
Bopper replied to Jimmy's topic in [Open Beta] Focused Feedback
If there's hope for the future, they may someday remove the travel restrictions on Rooted. Wont help with Granite, but at least it would give you status protection without having to be stuck to the earth. -
Focused Feedback: Experimentation (Release Candidates)
Bopper replied to Jimmy's topic in [Open Beta] Focused Feedback
I haven't tested it, but you should not be able to use Speed of Sound while in Granite/Rooted. Afterall, Speed of Sound is equivalent to Super Speed. You dont gain the Jaunt until Speed of Sound is active. So as you said, it would detoggle. -
I looked up RttC. It's an 8 ft aura, and each target hit within that aura has a 26.3% chance to proc every 10 seconds. That is worse than an auto (50% chance every 10 seconds), but if you have atleast 2 enemies within your aura, you should see more procs on average. Unless there was a secret nerf to Panacea no longer procing more than once in AoEs (like what they did to Call of the Sandman and the new Power Transfer proc), you should be seeing it plenty. Even if they did nerf it, you would see it plenty. So it's odd behavior you're witnessing.
-
That sounds like a bug. Take screenshots and submit details of weird things you're seeing. I'm not familiar with Rise to the Challenge, but if it's a toggle that is self affecting only, then that is the equivalent of an auto. Panacea should proc on average every 20 seconds in those types of powers and should show up as healing received (and maybe healing delivered).

issue 26 Patch Notes for April 1st, 2020
Bopper replied to The Curator's topic in Patch Notes Discussion
Sorry if I'm gullible, but I've been too busy to log in tonight (maybe soon). Do we really have a little person following us? If so, that's awesome and I love HC's sense of humor. If not, then hey, jokes on me. -
March 31 patch and its effects on the marketplace
Bopper replied to Yomo Kimyata's topic in The Market
I think the sky is on fire and the world will end. I kind of course. The market economy in Homecoming is so much better than it ever was on Live, and my guess is the impact here will be minimal, and may even improve. I am more concerned with lower drop rates impacting the market economy than I do exploits of the 2xp system. -
Mids' Reborn Unofficial (MRBU)
Bopper replied to Felis Noctu's topic in Mids' Reborn Hero Designer's Forum
The developer of Mids Reborn is no longer actively working the project, so there is no update after 2.6.0.7 (or whatever it is). That is why the unofficial changes here (MRBU) are being done. Other programmers are tweaking things in the program and pushing their own up to date stuff so that Mids Reborn doesnt become too outdated. Plus they are incorporating fixes along the way, like the Fly Speed calculations.- 293 replies

The only thing that should matter is the bonuses following the rule of 5. If I slot 6 LotG +Recharge, I lose the 6th +recharge bonus, but I should still get the defense enhancement to work. In this case, I would think the proc would work (it's not a bonus). But I could be wrong, it's been awhile since I've thought of Rule of 5 beyond set bonuses and LotG.
-
My guess is 6 months.
-
Yeah, just say "on Excelsior, the general chat is getting abusive" or whatever the best descriptor is. If it's egregious they'll usually do something. As to which channel is discord, my guess is #In-Game Help is most appropriate. But CoH General could work too.
-
If you do see that, notify a GM on discord and they'll usually clean it up.
-
Unrelated, but I love the troubleshooting Caulderone and AboveTheChemist. Those are both great ideas for checking out what's wrong.
-
The idea isn't bad, but I'd like to wait and see how the new General tab will work before making any changes to the Help or LFG tabs. My hope is much of the stuff infesting the intent of those tabs will find it's way to General.

Power Boost (and Clarion) with defense click powers
Bopper replied to Papaschtroumpf's topic in General Discussion
Power Boost no longer works with Fade's defense buff. That is because Fade was never supposed to be affected by outside buffs (due to Fade providing enhanceable resistance). Power Boost does boost healing and absorb. -
Discussion: Disabling XP No Longer Increases Influence
Bopper replied to Jimmy's topic in General Discussion
So for my own education on this. The feature to disable XP for double influence never existed on Live, so this would be a post live addition being removed. Perhaps even an HC only addition being removed by HC. So it's possible folks running to other servers wont find what they're looking for? Also, the exploitable part sounds like Patrol XP gave double XP, but since XP was turned off, it became double Influence. So essentially turning off XP would triple your influence? -
The common buffs will likely stack, but keep in mind Amp Up does not boost defense, so if you think you will stack that, you'll be disappointed. I'll have to look up the power descriptions to see what would stack, and I'll have to look up how the powers are flagged to see if the stacking is additive or multiplicative. Give me a few minutes and I should have some more answers. Edit/Update. If you use Power Boost then cast Amp Up, it will not boost the effects of Amp Up (ignores buffs). But, if you cast Amp Up on a player, and that player casts Power Boost, then the Power Boost window will be buffed multiplicatively for the short 15 second window. The effects that get this multiplicative boost are everything but defense. The amount of boost depends on the AT of the character casting Power Boost. If it was a defender, then the buff would become 1.75x1.9834-1 = +247.1%. Since powers typically can only be enhanced up to +300%, this will likely cap those effects at 4x their base value.

Discussion: Disabling XP No Longer Increases Influence
Bopper replied to Jimmy's topic in General Discussion
I feel bad for the devs. They work their asses off for free to develop new content (powerset, 5 IOs, new pool, etc), and the day they get to offer it to the community and enjoy a moment of accomplishment, everyone complains a nerf to influence farming is ruining the free game they play. The same game brought back from the ashes a year ago, that we never thought would happen. Let's be honest, farming still makes a boatload of influence. I am not a hyper efficient farmer nor did I every disable my XP for influence, and yet farming still made me tons of money. Learning now of the exploits that could be achieved (patrol xp + 2x influence +level 49), it wouldn't surprise me if someone was outpacing me with afk farming. Good for them. I bet it was fun while it lasted, but I am suspicious of claims that they are the reason the market doesn't collapse. The market will be fine. Between merits, converters, seeding, super packs, and regular farming, nobody will have a hard time making what they need.- 1954 replies

New IO Set Request: Cunning of Remus (Immobilize Set)
Bopper replied to Zepp's topic in Suggestions & Feedback
I was strictly referring to the set bonus values. The multipliers used are all on the high side. For example, Power Transfer has about x10 in multipliers, whereas CoR has about x13.5. That's like getting 1-2 extra set bonuses.- 8 replies

New IO Set Request: Cunning of Remus (Immobilize Set)

The challenge is, it's not a self buff. So how does it decide who it procs off of first?- 8 replies

New IO Set Request: Cunning of Remus (Immobilize Set)
Bopper replied to Zepp's topic in Suggestions & Feedback
I like it. Three sets! Some thoughts on Cunning of Remus. 1) It nearly rhymes with Cunnilingus. I almost guarantee, that's what the cool kids will call it. 2) The set bonus values are too high, and you use some very popular bonus types. Given the enhancements you used (including a quad), I think it would be deemed too powerful. It will probably have to be paired down a bit. 3) The AoE proc is troublesome in AoE powers, as each target would have a chance to proc, and the procs would stack. We saw this in Beta testing with Defibrillate when it accidentally was doing an AoE effect on each target in the AoE, causing sleep magnitudes as high as 57, with one cast. My guess, that proc would be unique and it would only be allowed to proc once per cast (like how the Call of the Sandman will work when Page 5 is released next week).- 8 replies

49%. Dont forget the set bonus. Base ToHit is 75%, so multiplying that by 1.4875 = 111.56% probability to hit (capped at 95%). Against +1 enemies, it is base 65%. You'll still have 96.6875% (capped at 95%). If you want to keep 95% probability to hit against higher ranked enemies, you will need to rely on the rest of your build to get there (tactics, kismet, other Accuracy set bonuses, etc).

Mids' Reborn Unofficial (MRBU)

So awesome. It's funny how the simplest things cause the biggest problems. They are so easy to overlook. I'm glad this finally got resolved. Great work.- 293 replies
