Also excluding things like Kinetics where you can siphon speed, but allowing +Passive Speed powers and Sprint/Etc, what build could attain the fastest "normal" travel ability using set bonuses / etc?

At level 50, around 55 mph with one extra slot in Hurdle and a few set bonuses.  With multiple set bonuses and another slot, 60-62 mph.

 

If I recall correctly, Ninja Run and Beast Run are faster, but I don't have access to the stats.

 

Swift/Sprint are significantly slower, even together, and with maximal slotting and set bonuses.  Bunny hopping or using Ninja/Beast Run, those are your options.

Lightning Reflexes and Quickness have a speed boost.

 

So does shinobi in the Scrapper Ninja defense and the Ninja blaster set. 

 

Not sure if the biff levels for all those is the same.

I expect you could be capped for run and jump speed with the right set up, even with only sprint, swift, hurdle and LR/quickness plus ios. 

 

Might take a silly number of dedicated slots though.

 

For instance with 5×2 performance shifters that's 37.5% 

 

You could pull that off if electric melee. Plus you'd have lightning rod which is even faster with the right bind.

My Widow does around 71-72 mph with ninja run, quickness equivalent power, a lvl 50 run in swift and 1-2 gift of the ancients, and sprint with a quick foot run/end.

Sentinel Bio Armor is the fastest possible character under these constraints.

While in Offensive Mode, Athletic Regulation enhances every other +RUN or +FLY power you have.

With Swift, this brings you to 49 MPH. Adding Sprint, you get to 80 MPH. This is close to the speed cap (92.5 MPH), and entirely unsuppressed during combat.

Activating Ninja Run even without Sprint will cap your speed with ease.
