Concept toon, help me decide?

So, IRL I wanted to be a cop.  Since I couldn't be one , I figured the next best thing would to play a cop on our beloved game!

 Obviously I'm gonna go with WM do I can choose the Police Baton as my weapon. I'm trying to decide a few things, and was hoping to get some input.

 

1) Would this toon be better off as a Tank, a Brute, or a Scrapper?

2) Willpower, Shield, and (to an extent) Invuln would work . I can't decide on which would "fit" better, and make the toon more enjoyable.

 

 With Shield, I can choose the Swat Riot shield, so that'd be cool. Obviously ,regardless of AT, I could cap my defenses. With Shield though, resists typically suck tho,right? 

 With WP, I can ( or almost) cap most typed defenses, and have have absurb regen (on a tank...dont know how it performs on a Brute or Scrap).

 And with Invuln I can cap typed defenses to most, have good resists (not capped except for S/L?) , and have a heal (again, on a tank. Dont know how it performs on a brute or scrap).

 

 So, help me decide Gurus. What AT and Powerset would perform "best" and why?

I'd personally do a Shield/Mace Tanker. While the resists are admittedly not as high as on a resist set, they're not bad on a Shield Tanker, plus soft capped defense and high DDR and high hit points, plus the damage boost and Shield Charge so that it's less painful doing Tanker damage. Here are my resists with one Tanker ATO on my Shield/MA. The psionic hole could easily be plugged better. It was my dump stat. Still not too bad most of the time since soft capped defense. If not Tanker, I'd probably go Scrapper and try to max out the War Mace damage without making myself too much of a glass cannon.

Shield can get decent resistance, it's a mixed defensive set, granting both Defense and Resist.  As Werner said, it also has good damage.  You can probably do better in the resist area (other than to Psi) than a Willpower can actually.

 

If you do decide to go WP/Mace, here's the build that I use.  This guy was my first 50 tank on live and still a strong contender.

What this team needs is more Defenders

Invulnerability is toughest, Shield is right behind with more damage.  Willpower is the friendliest to your blue bar (which makes it easier to level) and has no animation times to force redraw.  Shield is better on scrappers than brutes, because it adds damage and has less resistance for a brute to leverage.

 

Concept wise, I would go tanker, so you can control the field like you were directing traffic.

.02 influence as I made an WM/Elec brute who tanks better than DPS (kind of a pyrrhic victory build, does what it supposed to do but didn't reach expectations): you are over slotted in recovery with the stuff in stamina and health, you got an endurance drain and reduction cost.  You could also lose a little bit of resist like 10% and raise the smashing/lethal defense to soft cap; you can avoid 3/4 of the attacks comming at you as a lot of split damage is C/L, F/S, or E/S ect.    Than pop Energize to recover and regen it back, your only weakness is -regen at that point. Energy blast is laughable, you either avoid it or laugh as it does 10 points of damage.

Ahem: Stone is the toughest. It is far far tougher than invulnerability. It is the gold standard for toughness. And with the recent changes to travel powers now has no significant movement penalties (if you have combat teleport). The latest patch could have been renamed  'lots of love for stone tankers'. .  All that said invulnerability is tough enough for anything other than 'all psi +4/8 with some nasty carnie style debuffs' in it (my stoner has capped defence and is one orange away from capped resist against them).

 

I've tried being the cop a couple of times. Once as a dominator, once as a scrapper. The scrapper was better.  I took shield defence (the SWAT shield). MA is great (very cops show) but I think that you are right: war mace with the baton would be better. I wouldn't be a tanker though. Tankers for me take being resiliant to supernatural levels, and no mortal cop is that tough. That's just a personal view of course

 

 I'd play a scrapper with shield (swat shield) and war mace (baton).... and now I'm tempted to remake my PC character... I didn't know about the baton costume option

I'll second Shield/War Mace, just because you can take the SWAT shield and a police baton for the Mace.  I played with a fully "kitted" out Shield/WM, with a complete police getup and he was a total beast in toughness and damage and looked the part, as well!

I'd say it would depend on the final concept you have. WP seems the most obvious for a "really tough human", Invuln (to me) would be some kind of enhancement, and Shield would put you in riot control/SWAT category (as PLV already mentioned). Of the three you mentioned, all three will be solid performers and there are some great builds both offered in this thread as well as on the rest of the Tanker forums. That said, I would like to add that Shield Charge is pretty freakin' awesome and hard to resist playing a Tanker. Just my 2 infs worth, but all of them would be a fun run to 50 and beyond.

Nothing warms your opponent like Fiery Melee.

My experience on tankers is that all three of these armor sets are good, but that Invulnerability and Shield do better than Willpower at soloing the most difficult missions. The lack of defense debuff resistance in Willpower is a limitation.

 

If you want Mace + Shield, I'd go with tanker or scrapper, since brutes don't benefit as much as the other two ATs from the +dam in Shield.

Oh, I just noticed that for some reason, the +6.7% Resistance from SMotT isn't showing up for some reason...so add 6.7 to all my resists.

Yup since untyped Psionic damage is pretty rare soft capped ranged/AOE defense should cover most of the 'normal' psi attacks

SR's DDR is fully baked in and caps. SHield's DDR gets into the 80% range but only if you doublestack Active Defense.

Shield gets more damres across the board.

Both can softcap to all positions although it's easier with SR.

I'd argue that the +dam with shield is superior to the +recharge with SR.

Hopefully no one minds if I dump it here. I suppose the Shield slotting might be translatable to War Mace, though nothing ever translates exactly, I've found.

Rebirth vs. Ageless: On the surface, Shield's big survivability weakness is lack of healing and regeneration, so Rebirth is the obvious choice here, and was what I was first testing on beta in my survivability tests for my build. But what I found was that in content nasty enough to kill me, the typical reason I'd be taking more damage than my native regeneration could keep up with was that I'd been debuffed into the ground, and in such a case, usually Rebirth was only delaying the inevitable. By contrast, Ageless stopped the debuffs, and the 30 second duration of the highest debuff resistance usually got me through the trouble. It was counterintuitive and surprised me, but I went where my testing showed me I should go. The extra endurance and recharge come in handy much more often than the debuff resistance in more normal content, but I was mostly after the debuff resistance when I added it to the build. 

 

Energy Mastery vs. Soul Mastery: Gloom is great for DPS, but doesn't fit character concept, and better regeneration and endurance management are good things. And they reduce the argument for Ageless over Rebirth.

 

DPS: Clobber. Clobber as often as possible. The best chain is probably Clobber -> Shatter -> Jawbreaker. The problem there is recharge. If you want to run that chain, Clobber must recharge in 4.488 seconds, Shatter in 3.432 seconds, and Jawbreaker in 3.96 seconds. You can drop something for Hasten, but you'd still have to alter some other slotting to get there. Another option would be to reduce the recharge requirements by taking and slotting up Pulverize as well, but that burns another precious power pick and slots too. Hasten is probably more generally useful. Otherwise I guess you're tossing a Crowd Control in there, a slow, low DPS attack. In any case, it doesn't looks like you're set up to take advantage of War Mace's high potential DPS. Or AoE to some extent, since the faster your AoEs recharge, the more AoE damage you do, even if there's no AoE chain to be had.

 

Defense: I like being soft capped to incarnate content, not just regular content. That's of course a lot harder to do with War Mace than Martial Arts (+10% defense from Storm Kick), so would involve big compromises that probably aren't worth it. But I'd really want my melee defense at least in the 50s. Not sure where I'd grab that from. One fairly easy way to raise defense on your build is to take Hover, but that's surely against concept. I have a trash Shield/Mace build that has 67% melee defense without Hover. But I didn't realize at the time that Active Defense stacks, and there are big compromises on resistance, so I'm definitely not recommending this build. It still might have some ideas in it for raising your melee defense.

I do short forum export, formatting code type "official forums (vbulletin)", export data chunk as well as data link.
