No, but you don't have to go full villain if you want to play it. Vigilantes can join or even start strike forces.

No, it has always been the case that task forces cannot be alignment-locked without trouble; if a hero finds itself in the rogue isles, they can start a TF too. It's why the Ouroboros TFs were converted into Story Arcs when the zone was made co-op, because Story Arcs can be alignment-locked. Also the reason why villains don't have access to Striga already, which is a low-hanging-fruit zone for co-op access, being the original proto Rogue Isle; the Moonfire TF is very heroic and without being able to alignment-lock it, it's bad to have it in a zone that villains have access to.

Lore question (asking here because Hero 1 appears to be somehow involved in this).

 

Did Hero 1 ever come back to his senses or is he still fogged up from the Rikti brainwashing?

No and yes, but alternatively, yes and no (kind of).

It depends on if Dr Frankenstein has the switch turned on or not, as to if the monster kicks.

I always remember developer Joe Morrissey (Hero 1) mentioning that after Issue 10 a non-Riktified Hero 1 would return, and that the 'Lost Cure' would factor into that in some way. Hopefully the appearance of a "normal" looking Hero 1 is an indication of that idea?
