Note that Irradiated Ground currently has a broken proc rate. So while 6-proccing that power yields the best AoE melee set in the game, it may not stay that way forever as the devs have acknowledged it is a broken power right now.

I want to add that this response was to address your criteria, but obviously the best thing to do is just make everything. 🙂 I can count all the powersets I don’t have at level 50 with just my two hands.

And +4x8 council only exist to give drunk people and small children a reason to press buttons without getting into any danger

Oh yes that reminds me, characters I love the most will of course need *multiple* billion+ builds. My main has 3 purply boosted ones at all times with shiny little “1”, “2”, “3” macro buttons.

Agree to disagree. I call it not leaving my build incomplete. There’s also zero point to most HO’s or D-Syncs if you don’t 53 them, because at 50 they’re no more powerful than a +5 equivalent IO. Outside of rare occasions where the HO is valuable because of numerous effects (Enzyme on Venomous Gas, Cyto on Invincibility, etc), the HO / D-Sync is a complete waste if not combined to a level above 50.

If you play far more at 50 then exemplared, on the other hand, though, attuning is wasted strength. Some of us prefer to be maxed out. The only content I exemp for always seems pitifully easy (yin, manti, morty, etc) so I don’t see the point in attuning unless you (1) can’t boost something like a proc or (2) boosting will harm your proc rates to an undesirable extent.

When I spot a character of mine that has not made all the usual Null changes yet, I feel a wave of shame at my laziness and sheer incompetence. Perhaps you should all do the same. -
I think it’s probably too late for a revamp the OP wants. That being said, I would like to pick at something. The current problem with difficulty in this game is that, yes, you can choose your difficulty, but, as long as you avoid the absolute hardest content and enemy types, *+4x8* is actually considered part of the easy end of the spectrum, *even when solo*. If you understand what that 4 means and what that 8 means, that should be a ludicrous statement. And yet it’s not if you know how god damn easy CoX is. That’s slightly messed up.

Yes boosters can easily run like 200-300 mil on their own. HO / D-Sync builds can easily cost more than 2 billion.

How many 0.7 second or less animations do you even think there are in the entire game? No.

Don’t slot em at all until you can slot em completely, and don’t do a damn thing on them before vet level 3. That’s my approach. 🙂

Scrapper or Stalker seem like the sweet spot for your criteria. If you’re going to IO up, more mitigation than that will often be wasted in solo play unless you want to survive afk for easy vet levels. Scrapper will be a tiny bit more intuitive and simple to play than Stalker.

Yeah entities running from harm sounds like logical behavior that mitigates every encounter feeling like a faceroll fire farm. Perhaps annoying but definitely reasonable. -
It’s a controller APP vs a widow secondary power. APP/PPP is always inherently less powerful than primary/secondary by design. Outside of proc rates that is. So what you describe here is *supposed* to be the case across the board.

I’m going to respectfully be a contrarian on this one after a lovely friday evening of fairly fruitful rocketeering. Is it optimal? No. Is it in the top 10 worst? Hell no. As long as you aren’t so dumb that you use it on a mob your team is already killing, and as long as you pad it with damage procs, it’s a fine little secondary nuke.

May I ask what other MMO’s you have experience with? Because not only have items’ prices fallen by incredible factors like 100 to 1, but it is now also far far quicker/easier to kit out a character with the highest end gear in CoX than in any other well-known MMO I am aware of. It is pitifully easy to do. You seem to have no idea what you’re talking about on this subject. Before we go any further without comprehending your logic, please clarify (1) how cheap do you think a fully maxed out build should be and (2) how quickly should you be able to attain it in in-game time. -
I love Munitions Mastery as is. Every power but the Sleep Grenade can be highly effective in the right hands. Maybe that can too but I don’t use sleeps. Surveillance is definitely the most meta-relevant reason to pick the pool. -res and Achilles’ Heel slottability are both things many blasters lack. I use this when I really want to max out S/T DPS. Works wonders with Beam Rifle. It’s more than “OK” - it can put a serious dent in your AV/pylon/etc kill time. Cryo Freeze Ray is a hold with a longish recharge. Holds with longish recharge are exceptional S/T damage when slotted appropriately for procs with maximized proc rates - we all know this, nuff said. I use it to shore up my Assault Rifle’s weakass S/T damage. Body Armor is fine as auto. It fills out a special niche that way. LRM Rocket requires two things to be effective: (1) extra damage. For that activation time, you want a nuke. Easy. Slot it with procs and it will be basically nuke-level damage. (2) time to hit a mob before everything is dead. The key is NOT to be dumb enough to use this on the mob your team is fighting. Use it on the next one or something. A 2nd nuke is not a bad thing to have if you know how to use it. The amount of buffs the OP suggests for it is ludicrous. One of those things, sure, but certainly not two or more.
