  2. This one is kind of a problem. If you can't slot it for an enhancement bonus then it can't benefit from Alpha Enhancements. Hamidon enhancements use the same code. IOs use different code. If a power takes sets and is effected by Recharge time bonuses, then it will have its recharge time reduced by the /recharge bonuses in sets even if you can't slot /recharge. So you'd be free to say "Can't be slotted for recharge but can be slotted with to-hit sets" and that would allow recharge time reduction, but it would still be entirely immune to the Alpha slot recharge reduction bonuses. (though not to Ageless) That being said, why a 2 minute recharge (Unenhanceable)? A toggle doesn't start recharging until after it's been turned off, so if it has a 1 minute maximum duration, you'd need 100% recharge reduction to have it up 50% of the time. 200% recharge reduction would give it a 40 second recharge and it'd be up 60% of the time. 300% recharge reduction: Up 60 seconds, down 30 seconds, 66% uptime.

  4. That doesn't look like Ouroboros, Pocket D, or Dark Astoria. Only in Incarnate zones do the Lore and Destiny bonuses apply, they're incarnate shifts, not level shifts. The Alpha slot does apply a level shift, but yours is tier 2 in that picture, and tier 2 does not apply a level shift.
  5. Typically Ninja Run, Beast Run, or Athletic Run. Though some people will buy jet packs and fly around, just resigning themselves to top off at the S.T.A.R.T. vendors before Dr. Quarterfeld. You can use the rocket surfboard, flying carpet, or void disc too, now that they suppress toggles instead of turning them off.

  7. Mazel tov. There's a lot of different ways you can go for slotting. You'll want to get the Superior Tanker sets, as to where to slot them, there's a fair amount of debate. The resistance proc can stack with itself up to three times pretty easily, if you put it in a toggle power, as long as you're in a group of enemies, you'll probably have three stacks without having to ever think about it but against AVs, you'll probably have fewer stacks, and it's paired with /recharge which is not terribly useful in toggles. If you stick it in a power you tend to use every time it's recharged, it'll be up pretty frequently, but you have to remember to use that power every time it's recharged. Probably lunge.

  9. Willpower, Bio Armour, and Invulnerability paired Energy Melee would work pretty well. They've got the health to ignore Energy Transfer's self damage most of the time. Super Reflexes, Willpower, and Invulnerability would all be pretty happy with Martial Arts. They'll see benefits from both the defense boost in Storm Kick and it stacks nicely with their existing powers, though Super Reflexes might only see the benefit in Incarnate Content. Bio Armour doesn't seem to get any Defense Debuff resistance. (Willpower gets about 22%, Invulnerability gets 50%, and Super Reflexes gets 95%) Street Justice will work with anything, it won't have any specific synergy with any set, but it doesn't have anything that'll disagree with the sets either. Kinetic Melee is fun, but it is the slowest feeling of the sets. If you've got a concept that works with the animations, go for it. I think this probably pairs best with Super Reflexes because you're trying to keep Siphon Power up as much as possible, so Quicken is nice for that.

The Lost are from the future that's why they're warning people that "you'll soon be like us" They're getting their weapons scavenging Rikti warships in the future after Vanguard has been defeated and no one is standing guard over crash sites. That's why the badge for defeating 50,000 of them is titled "Walk Without Rhythm" Dr. Vahzilok isn't hard to understand: There are currently no laws protecting the rights of the dead. Technically, the dead are property, so if you can prove the identification of a corpse, you can sue whoever is defiling it, but if a corpse cannot be identified (because it's disfigured or wearing a mask, like all of the Vahzilok) then it has no protects. So Dr. Vahzilok exploits this for free labor. Since he's based in Paragon, he gets to label all of his products with "Made in the USA". When you finally face him, he's on a golden throne, surrounded by jewels. *I may have overstated my desire to be helpful.
