Well, with full builds, sometimes you'll notice something that you hadn't noticed with leveling builds. I had a Time/ Beam Rifle defender. Fun to play, but I got to level 50 and full incarnate unlocks before I decided I hated the way I was constantly drawing and putting away my beam rifle. Mechanically it didn't make a difference, but aesthetically I did not care for it. I re-rolled as Time/Ice.

Yeah, I've always assumed that the "full character respecs aren't allowed" was more of a "we can't figure out how to make it work" than a "it wouldn't be balanced"
-
That's fair. A power pool would make more sense. (though a Battle Axe character who lost her axe would have a reason to no longer use an axe) Yeah, more power pools offer more story opportunities than a fresh start.

You can hit all the missions, yes, but you can't change power sets. It's like you neglected to read part of my post. If my character decides to grab a new weapon or some new armour, all of the contacts forget who I am. It's a tiny thing that I've worked around on different characters, but I could see the value of ability to "learn new powers from the ground up." It has viability to improve the story of a character. If it wasn't too much effort to do, it would mean having to do less "I am choosing to ignore this part of the game to have what my character is doing make more sense"

If it were possible to entire respec a character (it might not be possible) I would not be entirely opposed to being able to reset that character to level 1, allowing a person to change power sets, but keep all the badges and souvenirs and progress with contacts. It would allow you to roleplay "Oh, well, I was Super Strength/Invulnerability until I got to Croatoa and I got a Magical Iron Sword, so I started training with that" without having all the contacts you'd already worked with on that character forget you've done those missions. I think it'd be a more satisfying way to go through all the content in the game than level-locking. You could go from 1-20 four times to hit all the Praetoria content, come over blue side, hit 50, go redside, run through the content and just keep switching sides and resetting as necessary.

Which staff Mastery Form were you using? I noticed that when I leveled up a brute to test it, that the staff power icons weren't automatically added to my tray. But with a Staff/Willpower brute on test, I was able to build combo power in all three forms.

Yeah, damage procs and debuff procs are out, but if it's a self-buff proc like Siphon Insight's +to-hit, you should be fine.

Pi day is more accurately represented on a European date format. 22/7 is closer to pi than 3.14. There was some nonsense about March 14, 2015 at 09:26:53, but that required deciding "oh, the twenty and the zero don't matter, it's totally appropriate to read 03/14/2015 at 09:26:53 as 3.141592653" Feh. But Pi is about diameters instead of radii, so it's flawed.
-
It was Pi Day (American) (which cannot be written as American Pi day without people referencing a movie). Pi Day is properly celebrated on July 22. That being said, if you want to celebrate Tau day, you have to use the American Date system. Or you can declare that Every Day is Tau day, and eat two pies whenever you want.

Cold Domination vs Radiation Emission
Major_Decoy replied to Scarlet Shocker's topic in General Discussion
Simply from looking at the recharge times of Lingering Radiation and Benumb, I'm going to have to say Radiation is better. -
QoL in PI: Add a Carnival of Shadows camp
Major_Decoy replied to Amur's topic in Suggestions & Feedback
The problem isn't Carnival of Shadows. The problem is that any spawn point that Carnival can spawn at is also a spawn point for Malta and Nemesis, so if you go around hunting just one of the three, eventually all spawn points will be full of everything but those. I feel like a Carnival of Shadows Fairgrounds would be out of place in Paragon. The Carnival isn't like the Giant Monsters and Rikti Monkies in islands surrounding Peregrine Island, they rely on foot traffic and people coming to shows. That's why they work in St. Martial. What is a Carnival without attendees? -
I think the original design intent was "well, stalkers aren't going to be in prolonged fights, so they don't really need it" Willpower doesn't have Quick Recovery either, and Stalker Ninjitsu doesn't have Seishinteki Kyoyo. (I realize that Scrappers didn't have Ninjitsu on live, but it fits the point)

Googly eyes with fake nose and mustache should be a aura option, so you can combine it with all sorts of costumes and have inexplicable and weird clipping at times.

No set bonuses check box on TF and Ouro arcs
Major_Decoy replied to 0th Power's topic in Suggestions & Feedback
Enhancement Bonus has a given meaning already, and it functions differently from how Luck of the Gambler: +7.5% global recharge bonus works. Enhancement bonuses are the bonuses provided to the power by enhancements. Enhancement Bonuses are affected by level scaling (Set bonuses are not) Enhancement bonuses are still provided when you exemplar down below the level at which the enhancement is slottable (with allowances for scaling). And Enhancement bonuses only effect the power they are slotted in. Whereas the Luck of the Gambler: +7.5% Global Recharge bonus functions in all ways as a set bonus, including the "rule of five" stacking. The only difference is that it's a set of one and a subset of a set of six. -
No set bonuses check box on TF and Ouro arcs
Major_Decoy replied to 0th Power's topic in Suggestions & Feedback
"Set bonus" -Level dependent. You only get a set bonus if you are capable of having the enhancements that provide it slotted. (The exceptions to this are Purple and PVP IOs) If you set bonuses are from level 50 enhancements, you lose the set bonuses at level 47. If you're using attuned enhancements, you lose the set bonuses three levels below the minimum level for the enhancement. If enhancements of different levels, you'll keep set bonuses for the enhancements that you're capable of slotting. If you have a level 50 Luck of the Gambler +7.5 Global Recharge bonus slotted, you'll lose the bonus at level 47. If it's attuned, 22. -Active without the power being available. If you have Hecatomb slotted in Leviathan Mastery: Knock-out Blow, you'll still get those set bonuses when you're exemplared down to level 1. Examples: Luck of the Gambler: +7.5% recharge, Steadfast Protection: +3% defense all, Impervious Skin: Status Resistance (The regeneration portion, however, is a proc) "Proc" 1) Power dependent. If the power isn't active, you don't get the bonus. Examples: Numina's Convalescence: +Regeneration/+Recovery, Miracle: +Recovery, Panacea: Chance for +Hit Points/Endurance, Power Transfer: Chance to heal self, Performance Shifter: Chance for +Endurance, Impervious Skin: Regeneration (the Status protection portion is a set bonus) -

You have absolutely never slotted Panacea in anything but health, have you? -
No set bonuses check box on TF and Ouro arcs
Major_Decoy replied to 0th Power's topic in Suggestions & Feedback
The Luck of the Gambler +7.5% recharge enhancements are not procs in any sense. They work exactly like set bonuses. They are active in powers that are not active, like set bonuses, they go away when you exemplar below the slottable level of the enhancement, like set bonuses. Procs, on the other hand, remain active only if the power is active and don't care about the level of the enhancement as long as you can still use the power. -
What do you consider the worst power combos?
Major_Decoy replied to shadowrex's topic in General Discussion
Against all odds for stalkers does debuff, and as such can attract aggro, but the debuff (and self-buff) portion suppress while stealthed. -

It does for Stalkers though. -

I just tested this on my Claws/ Energy Aura scrapper, and the taunt aura does suppress when not in combat. You don't need to turn off your Mez protection. -
In the mission where you need to run in, defeat Shen (I think is the boss) and you started getting attacked by a bunch of minions with less health than normal and a noticeably lower to-hit chance, I've tried to keep fighting those minions and they never seemed to run out. Eventually I just decided that I wasn't going to get to the point where I could take the boss on solo and gave up trying to defeat them all.

wai Unbreakable Guard 2 piece set bonus gives wrong END discount.
Major_Decoy replied to AgentRgent's topic in Bug Reports
Oh, and that also conveniently explains the -2.43% too! 1/1.025 = .97560... -
Most ambushes goldside do give experience. The ones in this mission from Bobcat look even con, but they are particularly weak. Edit: And in my experience, they don't run out.

Major_Decoy replied to AgentRgent's topic in Bug Reports
If I recall correctly, the bonuses are multiplicative and not additive. I mean, the math still doesn't work that way, but it does explain some of the weirdness. I remembered how it works. It is additive, but on the denominator, just like recharge reduction. Endurance cost = 1/ (1+ endurance reduction) So 1/ (1+.025+.025+.025+.025) = 1/1.1 = .9090909... which is a reduction of 9.09% (I suspect that the 8 is something of a rounding issue)
