With Hasten added you'd have 225.5%, which is about 30ish % more than you need for perma-PA, if I remember correctly it's like 192.5% or something like that(including perma-Hasten).

Maybe try upping the difficulty to +4/x8 around level 10, solo, un-Exemp'd, doing Contact or Radio missions, then tell us how easy it is? It may be too easy because you've set it to be too easy.

Always depends on what you want to do with it. Almost all of my builds were made with Exemplar in mind, but they do alright on iTrials and 4-Star Aeon runs. Some builds run Scorpion Shield to get 45% to S/L/E(sometimes Ranged/E), because it's just that good and I'm lazy. Being lazy fits my playstyle, and with resistances you have to be sure you have enough health that you don't get one-shotted anyhow, so playing it takes more of my attention. Everybody, even Superman, faceplants every now and then in spite of their builtness.

Fake Nems can't bubble up with zero end. That's the one case I remember for sure.

Kin/Electric Defender It's not really about draining to prevent power usage by the enemies, it's more about the "Shocked!" effect you'll be seeing constantly as you do extra damage to foes with rapidly crashing health bars and zero end. Would Corr be better in this case? Hard to say, but Defenders drain more on every attack, their sustained -Recovery can keep groups' blue bars floored. Plus it's Kin, so it has Fulcrum Shift(aka the "I Win" button), and the Golden Ticket to most any team.

My Fire/Earth permaDom plays like a Scrapper, double damage auras, crunchy melee attacks, lock em down then knock em down. 😁 Doms can easily melee if they build for it, ranged is just safer generally.

I would replace Mass Confusion on Mind Control with a t9 Pet Power which allows the caster to confuse for up to 4 min any Elite Boss or lower, and have it act as your pet. Using all its normal powers as if confused, only you get credit for the damage and xp as if it were your own pet doing the damage. Make certain high Psi enemies, or the mindless(DE?, Zombies) immune.
