  3. It should be considered a snipe. Benefitting from fast snipe would make it actually usable. Even a max-recharge build can only get it to 60-75 seconds recharge, so it's not exactly OP by any means. At the very, absolute least, cutting the animation time in half from 6 to 3 seconds would make it bearable to use.
  4. Putting Overwhelming Force proc into Bonfire alongside Annihilation's -res proc turns it into the absolute best form of CC a blaster can have.

  7. hi i fixed a few things with your build, you are now actually completely immortal and unstoppable as any tank should be. why you are immortal: * soft-capped elemental defenses (not like it matters since everything punching you has -20% tohit) * capped s/l resist (not that it matters since nothing can do any damage to begin with) * every one of your attacks has some form of self-buff or enemy debuff, or both. protips: * always keep Darkest Night up, * taunt ranged enemies to get them up in your face for rise to the challenge * use Shadow Punch at least once every 10 seconds on the biggest thing you see, * use Barrier as an emergency button for when you get hit with def/res debuffs * Cross Punch gives you extra recharge/acc (you're taking it instead of shadow maul because shadow maul is ass) options: * you can probably take the HO out of siphon life and stick it in one of your +def powers for the shield wall proc if you want. don't worry about your acc, that's what perma soul drain is for * if you are really dead-set on having a stealth option, stick celerity proc in superspeed Hero Plan by Mids' Hero Designer 1.962 http://www.cohplanner.com/ Click this DataLink to open the build!   8. I can't think of any video games that have build planners built into them. For City of Heroes, it'd take a heck of a lot of work, so I don't think this is something you'll see any time soon, if ever.
  9. You are free to apply any restrictions and penalties for challenges you impose upon yourself. There doesn't really need to be a game mechanic specifically to enable something that you can already do.
  10. I have a limited understanding of how complex power mechanic works, but I had an idea that might be simple to implement. Casting Mark creates a marker "pet" at your location for X amount of seconds and grants you the Return temporary power. Marker pet has the power Recall Friend and an auto-power that makes it intangible so it doesn't cast on you. When you cast Return, the pet loses its intangibility and casts Recall Friend on you, then dies.

  15. Play one character at a time. You can make this easier by emotionally investing yourself in your character. As a roleplayer, I'm able to form attachments to my character that go just beyond entertainment value, and so it feels more important to me to focus on one or two at a time instead of trying to do everything under the sun as soon as possible.
  16. Wait, you mean it's not intentional to solo the LRSF? On a slightly more serious note: being the bad guy in asymmetrical PVP is something I've done on other MMOs, and in at least one occasion here. It's hella fun. It really makes you feel like you're Batman the Predator.

Unslotted Fly+Afterburner+Swift is 70.7 mph One-slotting level 50 Fly in all three is 79mph (overcap) One-slotted Fly+Swift and two-slotted Afterburner is 84.4 mph Two-slotted Fly, two-slotted Afterburner: 84.9 mph (significant overcap) Two-slotted Fly, three-slotted Afterburner: 87.1 mph (still overcapped) Fastest theoretically possible flight speed is 87.9 mph. This was achieved by four-slotting Afterburner, two-slotting Fly and one-slotting Swift. The absolute most optimal choice here is to one-slot all three with Fly IOs (and maybe throw in a zephyr KB or LOTG in Afterburner). There's no noticeable difference between 79mph and 84.4 mph, or, if you two-slot Afterburner, 84.4 mph and 87.1 mph.
