I think here a lot of people find a lot of power in it. Some other places do it with a global -damage, because it is a lot of power. Which is funny, because +knock wasn't ever intended to be a downside to a power (otherwise, knockback powers would have a damage bonus). 😛 -
If perma dom didn't "refresh" the build up bar, sure. If you use Dom, make it consume the build up bar then with +0 dom build up while Dom buff is active. (or allow you to build it in between so dom is "always ready", though I feel that's worse). But it does. That's why we want to remove its polarizing nature.

See this lovely chart? See how that 45% goes up? That's actually the increases in number of hits taken (out of 1000) at 45, 44, 43 etc % defense. See how 223 to 222% has that HUGE gap? That's dom recharge... HUGE. Difference. So huge, I can't even show you how much % more 30.1 is over 0. Nope, definitely don't understand. Has nothing to do with Perma-Dom being an impossibility, and definitely has nothing to do with nerfing anything.

I give up. You don't understand. It's not a matter of what's possible -- it's a matter of the difference between 0 Cooldown 0.1 + (Time to Build Bar). Do you know the percentage increase .1+(30s) is over 0? Hint: The formula would be (30.1-0/0)*100; guess what number you can't divide by, and for good reason?

It's not the goal - it's the polarizing nature of it. The fact that at 122% recharge you are ... well, you do the math: 123% means 0 break in dom 122% means a break in dom + X seconds to build it back up Maybe @Bopper can figure that out in terms of actuality with a 0 denominator for how much worse off it is math wise.

No, you're backwards. 1% off of perma dom is much worse than 1% off of Defense. It's kinda like being 1s off of Perma Hasten, except with Hasten you can see the bubble go BOOP back to 15 seconds.

What? You are wrong. You are still wrong. You either have perma dom or you don't. You either are or are not. That's not how defense works. Polarizing. Yes/No, not a matter of degree. What? Where? Math? I showed you how 1% is 20% more attacks that you'd take than if you had 45% from 44%. What? My reference with your link is that it clearly states that it may not be worth chasing the last 1-4% for soft cap vs what you have to give up. That is never the case with Perma Dom, because it is polarizing. You do know that if you have Perma dom, you can use it with the same bar you built up. When you don't have Perma Dom, you have to build the bar up. Yes/No; polarizing. Whether you're at 44% or 45% defense, you still have Defense. Whereas if you don't have perma-dom, you DON'T have perma dom. See the difference?

Theyre nice; theyre expensive (7-11 mill if you buy/catalyst them), though, so i excluded them. Definitely won't break the build if you hold off on them. But should have them if you can. If you buy em with merits or whatever, sure thing. -

Basically have a cool build I like with 180-7% recharge, 45% ranged, 45% S/L so hitting everything I need to be happy.. That being said, trying to decide between... well, Ice or Mace... Ice for Sleet w/37% Energy and hibernate for oopsie/end oopsies or Scorpion for 45% Energy and PFF for oopsies/+7.5% recharge

I actually like DCUO -- except for its bland animations, bland effects, awkward movements, boring missions, hit delays, out of sync damage, grinds to even get to do content... okay maybe I don't like DCUO. But I don't hate it. -
LOL i laughed at that episode a lot 🙂 really enjoyed it I randomly saw this show one day in a hotel and just couldnt stop watching it. It was so funny and very well done. Spot on, A+ show.

I enjoyed their take on super powers, at least -- they had some creative ideas -- like the girl who was ashamed of her body but had illusion powers so she walked around as a "hot chick" that you only saw after she was killed, rather than some traditional shapeshifter.

What are you even saying here? you’re literally comparing something that it absolute vs something variable. Even the article you linked is arguing against you.

This is actually straight up wrong and not at all the same. With 44% defense you’ll be hit 6% as opposed to 5% of the time - which means in 100 attacks you’ll get hit 6 times instead of 5 times— that’s a 20% increase in number of hits, but you’re still only being hit SIX times. if you hit perma dom, you never have to build a bar again. If you’re beneath it, you have to rebuild the entire bar. Not nearly the same thing. Maybe if we had 100% ability to cap defense but even then Nope not nearly the same. it is by far the most polarizing number to hit in game - except maybe having 3 protect vs 4 mez protect. Which for most holds/etc is useless at 3 and invaluable at 4.
