  1. I'm not going to disagree, but I think it comes to the sets having a self buff that gets better with enemies versus debuffs, but it does seem one would want enemies around you for the -DMG or -ToHit
  2. Was just about to post this. Went back in and looking at all the sets a little closer. Preemptive Optimization fits exactly what was asked for in terms of Stat Boosting the power. 97.49% Endurance Modification 91.78% Recharge 68.9% Endurance Discount Those stats are better than the one suggested as that power would only reach 68.9 on Recharge and Endurance Discount, if it came with a proc instead of RCH/ENDMOD/ENDRED. And it comes with 2: +END (close to the +Recovery in the suggestion) 3: +HP (same as suggested) 4: +Psi/Tox (Not S/L like suggested but Resists) 5: +Recharge (just a bit less than suggested) 6: Range Defense (Defense, but not melee like suggested) However, for the stats requested, Preemptive fits the bill.
  3. I would think it would follow standard purple set bonuses or Apocalypse bonuses or Confuse bonuses. Not likely to diverge from an already set up combo? 4% Recovery 4% Fear 4% Damage 10% Recharge 5% Pick a Positional Defense Is my guess for how they'd do it, by copying Confuse. But what would the proc be? I'd like +Negative Damage Proc! More Proc damage! Or change it up to a Heal Proc! The best of Heal Procs!
  4. I won't speak for the other non-ACC using abilities, but for Ninjitsu, it's +END Power really just shouldn't use a set. It's a 1 to 2 slot wonder, and I'd either use 2 +5 ENDMOD/RCH IOs or 2 +3 ENDMOD/RCH D'Syncs. Set bonuses can be found elsewhere in that case.
  5. The sets that do have ACC (but no damage) still work in those sets and I believe they have one low level set with no ACC in it. I'm not against the idea, but is the idea different set bonuses? Or thinking it would give better RCH/END Reduction?
  6. Yes! Even if they're close to others, they can be closer to concepts and such.
  7. Something else that may work is alternate animations. So many attacks seem to have the same animation time, yet they don't copy them over to other sets. Energy Melee with some Street Justice animations 🙂 Street Justice with Energy Melee Pom Poms would be love too.
  8. No, but I'd think it'd more handy to have the enemies up close to you than ranged, so they get tagged by the -ToHit and you survive more too.
  9. From what I understand, the sets with taunt auras are the sets that have something about them that gets better as the more enemies around them. WP -ToHit on the enemy and more Regen of the enemies around you (I'm going to guess the -ToHit isn't a factor, just the Regen) Shield +DMG and -DMG (however, I believe this is for the +DMG with the -DMG not being a factor in it) Radiation +RCH, -ToHit and -Def (the -Def isn't likely a factor and probably not the -ToHit either) Invulnerability +Def and +ToHit (like Shield, this is likely due to the +DEF, so you're more protected) Energy Aua +RCH

Street Justice/Electric Armor/Soul Mastery Scrapper Musculature Radial - Degenerative Radial - Assault Hybrid Radial (Passive Only) Rib Cracker > Shin Breaker > Crushing Uppercut > Moonbeam > Shin Breaker > Heavy Blow > Repeat Also had Enflame (6 slotted with Purple Set) going the whole time! 2:05 - 2:15 for 411.9DPS to 434.6 DPS I put Critical Strikes Proc in Shin Breaker with the thinking that it'll increase Crushing Uppercut and Heavy Blow's crit chance. I did have to keep an eye on the blue bar. While no Weave (relying on 75% Resists to S/L/F/C/E) I do have Maneuvers with the Kismet slotted AND Tactics going. Only clicked Energize when actually needing the heal, so it's Recovery was only available if hurt enough. Obviously if I went Core Musculature and Assault Hybrid, I'd get better numbers, but I like to play with the double hit for normal play personally and Radial Alpha gives me the +END MOD. The difference really seems to be a matter of how many times I need to click Energize and Power Sink...risk a heal/end return from Procs instead of clicking. 2:31 without Enflame - 381.8 Assuming I can get better than 2:05 (I might be able to), it's looking like Enflame is giving me an okay increase in DPS (which is really what I wanted to test out)
  14. Are you using IOs? Cold Domination comes with Heat Loss. Fire Armor comes with Consume. That said, look into getting Panacea Proc and Miracle Proc for both of you in Health, Performance Shifter Proc with the Performance Shifter End Mod in Stamina.

  16. I felt it needed a higher -Regen that didn't rely on combining it with Time Crawl.
  17. Does that mean the attacks wouldn't recharge fast enough without the +RCH proc? If they can recharge fast enough without the +RCH Proc, why the need for the attack with it, over the higher DPS?
  18. Okay, looking at the Street Justice portion of this, I have to ask...wouldn't Sweeping Cross be the better choice over Cross Punch? Same animation, same slotting. Yes, Cross Punch can add in a 6th Proc, but Sweeping Cross with an ACC/DMG HO, or even just a DMG/END IO, will put it above Cross Punch in damage. So why is Cross Punch being used over Sweeping Cross?

  21. For a Scrapper... Claws/Stone Scrapper Why? Because Tanks and Brutes can't do this combo. Scrappers can! Also, it can become quite sturdy and when it does start to fail, GEODE!
  22. And I also said, Ice Patch only KDs 5 targets and that other sets do plenty of KD. Claws and Titan Weapons come to mind. Not saying I want the change, just don't think it would be some big detriment to Fury.

  24. Ice Patch still has a limit of 5 targets on the patch. I can only think back to my Ice/Fire Brute's farming missions, but keeping Fury wasn't an issue. Mind you, I'm not saying combine Ice Patch and Force Aura, but there's plenty of sets with lots of KD that keep Fury up.
  25. Brutes build Fury with attacking, so would Ice Patch really be an issue? TW is all about knock down and been plenty of those.
