I agree there should be no garbage primary/secondary powers. I prefer more nuanced choices where a player can choose to take everything or decide to focus on specific aspects of a set. Like a set that does both knocks and stuns where a player can choose to focus on or lean into one or the other through power selections and enhancement slotting. To me, that is more elegant design with the benefit of more variety. If a player wants to lean into a set's knocks and isn't interested as much in the set's stuns, that doesn't make the stuns garbage.

This makes sense however a counter point is that it can TAKE AWAY flexibility, forcing players to take additional or all the powers from the power set to remain effective and not being able take other powers (pools, secondary, and/or epics). I completely support making all powers viable. I do not support forcing existing characters to respec to stay playable. I prefer to avoid power creep. No one said this would be easy. Many sets have more than one control and players can choose if they want to focus on something. In this way players do not HAVE to select all the powers in a set. -

It is tricky keeping it brief and accurate. I get that there can be sometimes situations or exceptions. I am okay with the expectation having some positive exceptions. There should be no negative exceptions or surprises. I appreciate your attempt at making it clear. If you boiled it down and distilled it to basic troo-ths.. If a player doesn't ever respec. I don't have any characters even in their 40s which haven't respec'd much less characters that have gone through a revamp. ymmv. I edited the line to include what you are saying. This as I understand it, this would be a bug. -

Hello Player 1. Thank you for your response. I know this is a busy time. I am happy to make edits in order to be crystal clear and not cause grief. Should this read different? How about: Existing characters do not get to keep previous effects of slotting powers if some enhancement sets have been removed from what a power can use. Note: It is on the player to know these changes as the enhancement may remain slotted but will not work. Example: A power formerly accepted 'Accurate To Hit Debuff' enhancements but no longer does. A 'Cloud Senses - Chance for Neg Energy Dam' enhancement will no longer proc for damage and a 'Siphon Insight - Chance for +ToHit' will no longer provide a chance for +ToHit. If a character has both slotted they do not get to keep the effects. Again happy to change this one. Let me know what you would prefer. At least this is just round one AND free respec... yay Documented testing & a well articulated argument at this juncture could go a long way. Those casually playing Plant Control without uber builds are also affected. I'm a noob with controllers and recently rolled 2 (Arsenal/Radiation, Plant/Storm). I am sad if Plant's look and feel take a hit in addition to performance. What is the middle ground? Keep the 16 and lowering the duration significantly? Confuse already has a trade off with -EXP, doesn't it? Seeds of Confusion Recharge increased to 90s. Scale reduced from scale 20 to scale 12. (Something in between) Target cap lowered from 16 to 10. (Keep 16) Looks interesting.. but what's the point of it being defeated. just an extra meat shield for low level stuff? Spirit Tree Cast time lowered from 3.2s to 1.67s. Recharge reduced from 200s to 120s. Duration reduced from 90s to 60s. Spirit tree can now be attacked. Spirit tree now taunts and has a scaling defense and resist aura. Even after being defeated, spirit tree's regen aura should remain. -

Looks like I was wrong. I read the 'fixed' as applying to the value not across levels. The base regen resistance at level 50 went from 25.95% to 20%. For one build that is 50.84% vs 39.18%. (shown in hidden below) But here your point REQUIRES taking another TWO powers to equal what was lost. On a tight existing build I have Dull Pain but not Revive and do not have room for the second. I will have to choose between dropping Placate and Fast Healing as these are the only two powers without IO bonus enhancements. Placate: which I use very often and recently got a nice buff. Fast Healing (which is ironic) which is also a big loss. In your opinion @Wavicle which of the powers Stalker Regeneration power set is skip-able now? To avoid confusion could we change the language here to something like: Regeneration Fast Healing Now grants an enhance-able 20% regen resistance, fixed across all levels, for all ATs. (Stalker only) Now grants 15% recovery buff and 20% recovery debuff resistance. OR Now grants 20% regen resistance at all levels, for all ATs. (enhance-able) Thanks

Tradeoffs. It is the reality of balancing changes that are more than a small tweak. The devs have the best intentions and it is often not easy. If folks are unfamilar with sweeping changes and 'revamps', tradeoffs can often negate a perceived buff where the benefit really only works for a very specific use case that may not match common play styles. -

Not troo. Existing characters do not get to keep powers that have been removed. Existing characters do not get to keep previous iterations of powers. Existing characters do not get to keep previous slotting [benefits] of powers if some enhancements have been removed from what a power can use. Existing characters [do often] keep powers at previous levels if the level availability changed. [this is lost if a character ever respecs] A character may get lucky and not have powers affected in a way that requires a respec, others will be gimped. A free respec will be provided to effected power sets. @Misterthomas take note. I would LOVE to be wrong. This has been observed during testing and experienced with previous changes. -

But at what cost? one example: <-- That 50.84% is now an un-enhancable 25%. 20%. Enhanced here would be 39.18% (195.9 x 20) Will removal of Dull Pain at level 10 have a real impact on lower level content? What about leveling up? Was Tanker Regeneration so powerful it required reshuffling of powers? Does no changes to Willpower say more than a little bit about the preferences of those making decisions or having the most input? There is a lot going on here.

Keep the suggestions coming. Given the comments, maybe if this was something that could work for all five Origins (Science, Technology, Mutation, Magic, Natural) like an Elementalist. You can come up with it I believe in you!
