as i repeat since years now (dam i m old :x), Bio armor scrappers are the lightweight champions 😛 even able to "main tank" tf in low notoriety tf but for max dif, without support (def buff) you can barely stay in mélée range without gimping your dps by slotting full def or res, making you a average bad blapper. -
and Katana have a solid ST dps with one of the best (very) close multitarget DPS. Divine avalanche is one the best self Lethal and mélée defence provider of the game : allowing set with def and no Defence Debuff resistance to cover this weakness by going off the roof with a divine avalanche spam. Bio is a def/regen/absorb set with a hardcore hole in lethal defense (lethal being the main source of defence debuff) and NO Defence Debuff resistance, on top of being one of the best armor providing + damage.

back in the day, almost no brutes took barrage over Energy Punch cause we had choice on Brutes, barrage is "better" on tanker cause... well, we dont have choice :x Be careful on mid's damage for Energy transfer, on some AT (like Tanker if i remember well) Mid's includes the damage deal to YOU in the DPA of the power making it a scrapper's level of damage.

Here is my old try on invul Staff : sort of immortal thing, Body mastery will give you the resistance invul lacks, Soul mastery will give you the recovery (and regen) invul lacks. Here with Mélée resistance T4 with 1 enemy and Skyspitter lvl 3 combo in Body mastery, for 2 minutes of Super granite : Here the LOWEST bonuses from Ageless Radial debuff resistance : So huge regen / recovery, almost impossible to debuff. But as @sovera said, this build is not even able to solo a rikti pylon. I love the combo of Savage / rad armor for double recharge buff between Frenzy stacks and Beta decay, but Savage mélée on scrapper tend to "eat" critical on sad Damage over time 😕 But Savage remains the second most damaging base damage for scrappers. Once you factor in Criticals, ATO and Procs potential, i m sure savage for scrappers is average low, but it can have the job done, with ease and fun 🙂 Radiation Armor being incredibly tough as a Resistance / absorb / self heal (Oo) armor, a good synergy could be any attack set with self defense buff ! From your list of unplayed powers : - Broadsword : fun but a bit slow, Single target average low / buff lethal and mélée on a spammable ST attack (Parry) : this set need some love, IMHO 😕 - Katana : very strong, very powerfull close multitarget dps and average good ST dps / buff Lethal and mélée on a ST spammable attack (Divine Avalanche) - Staff : the jack of all trade : can do small buff / debuff with a Combo system similar as Street justice but 3 combo tokens attacks provide buff or debuff based on the mastery you click (as bio armor adaptation) very versatile you can either have a very good aoe damage and a ST target dps similar to Katana (in Body mastery) : cherry on top, his self def buff power is a almost spammable CONE (Guarded spin) and this set also have a medium range attack (Serpent's reach / 40' range) So Staff / rad could be the winner here but rad armor options are limited to "hide" the effects 😕 For a Sith i would say Staff / elec armor 😛 but Staff / dark armor could be very potent too and dark armor can (now) be a lot less "effect heavy" than live (IMO). You could even "abuse" Opressive Gloom on Dark armor sustain by some skysplitters with Soul mastery (buffing regen and recovery)

Barrier T4 core used as "DDR panic button" on a S/L and mélée cap Bio scrapper + shadow meld (25ish sec of CD on a very heavy recharge build). Afterburner and / or kinetic dampener can be usefull too 🙂 but Bio scrappers are the king of low notoriety speedrun, they re Lightweight world champions 😛

Your rad² tanker looks amazing and in any other games i would say it's the best road for a tank : cause in "holy trinity" games, there are no endgame content "solo tankable" without extreme supports. Here in CoX, if we look at optimal team builds instead just player builds, IMHO, even offensive tankers are not sure to make the draft : when i see my old SCRAPPER "team tanker build" who down a pylon in an average 80 seconds with a full area rotation and confront fully sloted and that we did all the MO tf in +4 with no tanker or brutes... The only moment we took something else for tanking was for trials and it was some brutes for ST punchvoke with optimal ST dps : the plethora of buff / debuff / incarnates makes any brute immortal so why not using the better solution ? Variety of gameplay is cool, of course and it's the good side of CoX, cause in any examples i gave, a defensive immortal tanker could have been used too, and, i m sure, with great success.

i use @Saikochoro rotation on my DB bio scrapper : Here is the stat with the lowest bonuses of Barrier Core T4 and 1 stack of DNA siphon in OFFENSIVE adaptation. Between Barrier T4, Shadow meld, DNA, Ablating and Parasitive, this scrapper is able (still quite challenging) to farm FIRE farm in +4x8... Running both TW bio and TW fiery with old friends, it means we always have a good kin with enough buff (crab and or cold buff/debuff) to allow any scrappers to "tank" : the result is RSF in less than 16 minutes being a standard. In those quite optimal conditions, i can just certify that both Rend armor / Bio and Rend armor / Fiery can one shot bosses, i just FEEL Fiery armor can one shot "more" 😄 when each AV died in less than 1 minute, Fiery embrace on any AT at cap damage win the "stupid burst" award of the decade.

If by Mélée, you think : AT with mélée attacks, IMHO, at the moment, the most usefull and violent toon could be a Crab with pets, Venom grenade / Shatter armor for top instant spam of debuf resistance + frag grenade for FF recharge sustain under musculature core / ageless core / Reactive dots

With all due respects, IMHO, your list is true for solo 🙂 : any Fiery armor built for TEAMPLAY ONLY AKA full recharge / dmg + Adrenal (thus almost inexistant IO for solo but 1 or 2 panic button as shadow meld, hibernate and tons of juicy temporary power as smoke or etheral) will outdamage any amor with ton of self survival. Savage stalkers can "hold the beer" to STJ stalkers. Stalkers are Top SINGLE TARGET dps in team, Scrappers (with the exception of the tree hiding the forest : Titan Weapons) tends to shine with aoe (but far behind Tankers and Blasters) / survival In team / Multi target content, Shield Armor can be a very powerfull kick ass armor too. EDIT : the best mélée DPS is Gang War² 😄

Fiery armor is direclty tied to his recharge : for damage (Embrace and burn), but for survival : the only source of HP being the heal : no more recharge, means no more heal = faceplant 😉

I use this ranking to have an idea : the source is quite old but from my 123 lvl 50, i almost never feel this spreadsheet too much inaccurate. Well, as all therycrafting, IG testing HAVE to be done 🙂 Just consider that the maths was done with all powers hitting at max of their number of target so : - Katana's golden dragonfly break the numbers (when you hit 3 targets with GD, you can be consider lucky or godlike skilled :p) - same for the awfull breath of fire of fiery mélée. Nice testings, for people in SO level 30ish. All sets are not equal in term of optimisation : a fully build blaster dont need the tiny heal of water to stay alive. I never use a new toy without a full build +5 and at least Veteran level 12/20 with accolades/incarnates buy with transcendent merit. So the "safety" measure is "a bit" blurred when you have a full caped range Beam / TA blaster with bonfire, emp arrow and Glue arrow able to dps at 100+ range, for instance. So.... YMMV for some reason as americans says 😄 -
So why not fiery armor tankers ? Fiery Embrace is far above Offensive adaptation. I used a build very similar to @Camel one with a Fiery / Nrj Tanker and with such build, i can guarantee you toughness and lots of damage.
