Your slotting on IG is wasted. You want Avalanche in there. Add in another 6-slotted Winter set and you have capped Fire Def. I know you have Consume, but .6% difference in End Recovery vs. End Drain seems incredibly low. You also have 6-slotted sets with offering no real benefit to a farming build. It looks like you tried to make an all-around build which can also farm. Make one build for general purpose and one for farming. For farming, your priorities are capped Fire Res/Def, Recharge, and the End to pull it off. Chugging reds will take care of the rest. Your goal is to spam Burn, Atom Smasher, and Ball Lightning with some Judgement when it is up.

I like EA over WP, and I have one of each in Brute form. SR is solid. I only have Scrapper one and at 44. My one recommendation for SR would be to grab the Sorcery pool to get Rune of Protection. Even at base numbers, you are going to get rather solid Res to all, and it is fine with just slotting in the +3% Def Res based IOs in it. This is what I did for my Scrapper. For primaries: Savage. End friendly and helps with recharge. Fury loves DoT so the AoE damage will be really good. Ice. Ice Patch makes this incredibly safe. Damage type is great in pretty much every map. Fire. See Ice but without the mitigation. If you solo, I would grab a Hold or similar mezz type of power in an Epic attack because things like Sappers happen. Energy. Obviously works thematically with EA. One of the best for ST damage. Dark. More specifically for SR as it offers a heal which SR lacks. BA. It wants +Recharge and the End to pull it off. EA offers that.

It might help to explain what you are exactly taking on which is causing so many issues. Simply saying it goes down rather quickly isn't all that helpful. Case in point, I have a Ice/stone build which soloed +4/x8 before hitting level 50, so that meant no 50 +1, and facing actual +5s while solo. There are certain missions I wouldn't dream of dealing with +4/x8 even with Incarnates factored in.

Having leveled up yet another Claws and a BA character for the first time into the 40s, I feel like damage resist and burst damage as factors really do matter. I'm not arguing anything for how high DPS Ice is, but I do know that's a set I can walk into basically any map and not worry about how much my damage is resisted and just how smooth that makes playing the set. Compare this to any lethal based set and how much those sets can turn into watching grass grown depending on the mob and the diff setting you are running on. I love Claws. It is the only melee set I have dinged more than once to 50, and I will soon have done it four times plus I have a Fort, but my word soloing certain mobs at even +3/x8 is an absolute chore. I did dust off my Em/ea Scrapper. Outside of TF's stupid long animation, it feels like this weird partial combo system. I definitely feel like I need to play it enough to get the flow down better. I yearn for a Sonic Melee set which should have quick attacks as there's no reason based on in game powers for that to not happen. It's almost like the OG devs felt like any non-S/L set had to have one inexcusably long animation. Granted, this pattern held up with Rad Melee as well.

There's a number of things which could be done with a Psy based armor which would make it unique. -
Granted, Claws is still tied for 6th as a Scrapper based on a sample of Pylons testing for however much that matters. I've done a couple DB characters and they never last. Claws is just so much smoother of a experience. EDIT: I'm talking non-Stalker experience. I refuse to play Stalker's version of Claws.

One slot Tar Path. 6-Slot Fearsome Stare with Cloud Senses. Slot Night Fall for Damage. One example would be to 5-slot Positron's Blast with skipping the D/R and then sticking a Annihilation: -Res proc for the 6th spot. You could swap in the -Res proc into Howling Twilight as well, and instead for Night Fall do another damage proc or the Ragnarok: Chance for KD for even more mitigation.

I prefer when people attach their build file so I can get a far better look at the build. Case in point, I have no idea what values you are getting for Def, Res, End, etc.

I have 45% Fire Def, and I can tell you there are occasions when my Def suddenly plummets. It might happen once in a tunnel mission, but it is there.

I don't know the Storm side of things, but I would swap out Assault and Repel for things like ID and Vengeance. Those give you a free slot for a LotG and one of the +3% Def IOs.

I was thinking how there are so many sets which do lethal damage as an example, but for exotic types we get one, see Ice, Fire, etc. It would be nice to have additional sets on the same type but with different vibes. The easiest for an energy melee set would be Sonic Melee since it is practically there with the Blaster secondary and it would offer a quick attack energy/smashing damage set. In terms of armors, we need one with a damage aura of Psy damage. -
There are a number of songs which you think about the lyrics come across as stalker like. I know Adel has at least one. Sting made a comment about people who get married and their wedding song is Every Breath You Take. Bah. I should have added the eternal awkward for the holiday season that is Baby It's Cold Outside.

I assume you are having an issue with Trapdoor himself as the rest is Council, and they should be easy enough with using Psy damage although they do have non-humans so those could be an issue. I would make sure to sprinkle in various procs which do non-psy damage for when you want to solo. Another thing would be using Arcane Bolt and/or the vet attack powers as even at that diff setting they should be effective. Psy damage is either fantastic or practically rubbish. It is why if I would to ever play a Psy based character I would have it have a secondary damage set which wasn't Psy or just team a lot. -
This also doesn't factor in things like going Sorcery pool to get Rune of Protection which gives roughly 20% Res as a base and the Might of the Tanker proc which does similar when stacked. Sure, RoP is a click, and its recharge can't be lowered, but we are talking about adding even more mitigation in cased you need it. Unleash Potential also would be an option as it offers +Regen and +Recovery. Those are two things a Shield user would welcome.

I get the Wards being a fill in. I would still like more though. Gold side feels like something the devs started but never finished.

I haven't looked at using Elude on two /sr Scrappers I have. I don't see using it on the sturdier ATs either. My thing was adding in Rune of Protection. It's roughly 20% increase for Res as a base. You stick that on a SR Tanker with the Might of the Tanker proc, rotating in Hybrid Melee, and that's a really difficult Tanker to take down.

As someone who builds it more on the conventional side, I don't really spam Power Drain. I just find the experiment of building it in such a different way than I would helpful as it gives me ideas. I'll likely try to put various builds on test and play around with something like this, but with different ATs as well.

I have a Dark/sr Scrapper for covering another run through red side. Even at a low level I am seeing new stuff. I had some characters going through blue side, and it is interesting to think about how much of a Band-Aid radio missions are for content. There are blue side contacts without arcs. There's at least one which is virtually nothing but timed missions or another which is practically all hunts. This says nothing about how much of these missions are in other zones. Instead of fixing contacts they created radio missions so those old contacts are essentially never really run unless you intentionally or accidently do so. Radio missions didn't add content. It killed a bunch of it. There's so much content which could be added if nothing else was done than to further incorporate hazard zones which seem to be only used for specific content or finding ways to add in content related to the Echo zones. I concede it is likely a lost cause, but adding post Level 20 content to Gold side could be interesting.

Its funny because I am still going around exploring new-to-me content that has been around for a long time, and haven't really felt like I needed an update outside of powersets getting fixed.

For no real reason, I feel like one of the most pressing issues I have seen while playing CoH is getting Kin Melee fixed, so I just hope that's in there somewhere. -
