It seems to me that the Titan Weapon and Bio-armor combination has a similar synergy that Fire and Kinetics had/has on Controllers. Makes it really difficult to balance TW with other sets on the same AT, let alone different ATs. -

It would depend on how much patience you have. I'm fairly certain you can at least get rid of most everything except maybe the AVs/EBs given enough time and tactics (not the power). I could see a demon/traps petless MM, with flight and TP foe, doing some damage in there. -

I'm enjoying my AR/Dev Blaster. But, I'm also not in any hurry to blitz through missions and kill everything right this instant. If I wanted that, I'd play my Fire/En Blaster. -

I have had coding experience. I'm not a professional coder. I know enough to know that what these guys do is, by no means, easy. Especially with the 8 year (or 15 year) old spaghetti code that they inherited. What you are suggesting is essentially a complete re-write of the entire game. I don't think I ever mentioned time in any of my responses to this idea. I mentioned difficulty, feasibility, and return on investment. You might assume that RoI would be a time issue. But, you'd be wrong. RoI could easily be the difficulty of buffing 99% of the power-sets and re-balancing the entire game to the new norm as opposed to the difficulty of a downward adjustment of a single (or a couple) of power-sets. Did you ever think that there was a middle ground that the Devs are balancing around? The sets that perform above that threshold are adjusted downwards. The sets that perform under that threshold the adjust upwards. The NPCs that perform over or under that threshold get adjusted accordingly. The Devs have all the data and the game plan for what they're wanting the game to look like. they know where the adjustments should be made for the game to line up with their plan. -

No, I'm talking about not wanting the volunteers that are working on the game to get burned out and quit because you want them to move the entire world to suit your feelings. You see, in my previous example with the cattle, I neglected to mention that after all the cows were herded together with the one solitary cow (Titan Weapons), the devs then would have to move the river (balance the rest of the game to the new normal) to compensate. Just adding a new difficulty level or 12 wouldn't really work. Everything would have to be adjusted, just because you didn't want TW to be adjusted downward. As I suggested before. Volunteer to do this work yourself to take the load off of the Devs who already have a lot on their plate as it is. Are you willing to put your money where your mouth is? -

I would probably change that "could take years" into "would take years". You could always start the ball rolling and volunteer yourself. In most cases, when it comes to nerfs vs buffs, it all comes down to feasibility and return on Investment. What you're talking about wanting the devs to do, is akin to moving a herd of cattle across a river, one by one, so they'll meet up with a single cow, rather than moving the single cow across the river to meet up with the rest of the herd. The end result is the same. Just the amount of effort put into it differs. And that's just talking about the Power-set balance. -
What are the "workhorse" combos for each AT?

I would say a Grav/Time Controller is pretty solid. Not fast in taking down foes, but able to lock down darn near anything. Also, good buffs for the team and a couple of HoTs. -

Do you understand the amount of work it would take to buff every under-performing power-set rather than nerf a single power-set? Then you want to add even more work on top of that to add more levels of difficulty to the notoriety system. Then, add a colossal amount of work creating and balancing new content. With volunteers doing the work. Just a thought for you to ponder there. -

I would figure that since the HC Devs have stated many times that they are trying to keep the feel of CoH:HC as close to live as possible, then the game should be balanced around SOs. since that was how the live version was balanced. I could be wrong. I could be inferring incorrectly the implication that they put forth. -
I believe several people have tried builds like that back before shutdown. I also know that several people tried builds using only powers that a regular person would have access to. Namely Brawl, and temp weapon powers. Hasten, travel powers and 99% of all power-set powers were not allowed because they were deemed unfit for the "Man build" Going back and reading the OP's post, I didn't see a single mention or even a serious hint of elite builds, other than "And yet, other pool powers (Leadership pool, Hasten, etc) are useful enough that a number of people consider them essential." Just because a number of people consider something essential, doesn't mean that all players that "put some brain-work into their builds" think the same thing. My Grav/Time Controller only uses Hover from the flight pool. Does not have Hasten, doesn't have Leadership, Doesn't have Fighting. Yet, is able to Tank for a team of 3 in missions set for 8. I'm not trying to make a character that can Solo a MSR either. But, I have put some brain-work into that character. She's been doing very well for 47 levels.

In your opinion. Also, that opinion doesn't make you right either. Out of the dozens of characters that I have, I use Leadership on, maybe 4 of them. I haven't picked up the fighting pool on any of them. I have a whopping 1 character that uses Hasten. I have 1 character that uses the Leaping pool. That's because he uses Spring Attack. You're opinion that most characters are confind Leadership, Fighting, Leaping, and Speed pools is flat out wrong. As opposed to some pool powers that are more useful to the character than powers in their own primary and secondary sets?

I have several characters with none of those pool sets. I'm not adverse to using Ninja Run as a pseudo-travel power. Except that you will be forced to choose a pool power by level 24, and again at level 30. You'll simply run out of options in the primary and secondary pools at that point. By the time you've reached level 38, you'll have exhausted all the options in the primary and secondary sets (if you took them all when they were available) and have to resort to pool sets (including epic pools) to fill out the remaining 4 power slots. That leaves you with 6 power slots total that you have to take a pool power to fill. Many people have figured that the build they are working on would benefit more from a pool power than one or more of their primary/secondary powers.

I have a Merc/Emp MM. Unfortunately, I got distracted by other shinies, before they changed the pet AI for them and haven't really gotten back to him. Agent Dispatch is in the low 40s, though. Was difficult to keep the mercs in healing range back then without putting myself and all of them in the middle of the group of bad guys. I had the same problem with a Bots/Kin MM (upper 30s). Currently, I'm playing a Grav/Time Controller. In the process of tricking her out for +mag holds.

You might try either a Sentinal or a Dominator, if you didn't want to go straight up Blaster. Dominator's Icy Assault has a mix of ranged and melee attacks, and they'll get a some of crowd control in Ice control. -
I'm sure a bunch of geeks like you all have seen this before... Strength is being able to crush a tomato. Dexterity is being able to dodge a tomato. Constitution is being able to eat a bad tomato. Intelligence is knowing a tomato is a fruit. Wisdom is knowing not to put a tomato in a fruit salad. Charisma is being able to sell a tomato based fruit salad. ... I think we've found the Bard. Note: the above is not my creation. I found it on the interwebs.
