Hi! I forgot what we were talking about so I quoted it here to remind me. The generally stated goal of having every AT and powerset have a worthy role sounds good to me. I understand the desire to have some sort of balance. I just hope we don't play a never ending game of nerfing one thing and buffing another, just to come back again in the future to nerf the next king of the hill and push the next bottom of the barrel closer to the top. I don't make as many proc monsters as some, but I am worried about what may become of procs. I would suggest some kind of diminishing returns such that one or two procs are essentially left as is but each additional proc after that would have a reduction of either damage or chance.

When you have many players that can solo +4/x8 any additional player is superfluous. There's nothing wrong in my mind to want to be able to solo like that. But having the character that can easily solo +4/8 participate in a team at less than 50 and still have 100% of their powers, including I-Powers (except for the 2nd and 3rd level shift), is beyond absurd and makes the rest of the team completely superfluous while the Uber-character isn't even breaking a sweat. Beyond that, it makes little logical or lore sense for one to have all those powers when specifically "powering down" to help, which is what the exemp system is supposed to represent.

I don't care what you say, I still blame Con Flict.

Here's an idea: What if we limited I-powers only to level 50+ content? It's only a slight limitation from what already exists but it always seemed odd to me to see a character T4 in all incarnate powers in level 45-49 stuff.

1. Start new hero 2. Get all the P2W freebies ( I also have inf in email to by all the transports and other goodies) 3. Start Matthew Habashy - Stay in the first area beyond the required completion and get to level 4 or 5, then train and finish arc ASAP. Should be between level 7-10 now 4. Go to King's Row and talk to Detective and run radios until you get to the Safeguard to earn a free travel power. 5. Option play: You could start the newer Skull's Arcs with Shauna Stockwell and Eagle Eye, Find a low level TF Team, or go to Striga if 20+.

I think increasing the aggro cap a bit would be OK. Maybe even desirable. Eliminating the aggro cap is a bad idea.

Yeah, that already exists in Alignment missions (https://hcwiki.cityofheroes.dev/wiki/Alignment_Mission) It's just that Null the Gull eliminated the need to run them, but you can if you like that approach, and I certainly encourage anyone who hasn't to run those arcs just for the sake of getting new content! Dr. Graves "Hearts of Darkness" arc would be the equivalent to Shining Stars. Also worthy of playing if you haven't. It's one of the few arcs that actually had a plot twist I didn't see from a mile away.

If you had test server /commands to insta-50, insta-slot, insta-accolade, then yeah a no transfer rule would be required.
