I have no problems whatsoever with you or anyone being able to design and play characters that can solo +4/x8 content, but I do have a problem identifying any character who can't as "non-viable" because I also have no problems whatsoever with people street sweeping from level 1 to 50 with TOs/DOs/SOs only. Everyone should be able to play as they wish within the confines of the game without a judgment on whether their play-style is worthy. -

Oh! That could be interesting. The higher the magnitude (single or stacked), the more attacks you get locked out of, going in reverse order as they are in your primary/secondary. So at level 50 you would get locked out of your T9 attack first but you have your other powers, unless you have more mez hitting you and then you keep going up the list. At level 1 you are left with brawl. It might be too late for this game to implement that, but I like the sound of it. -

You assume facts not in evidence. The devs have not stated those are OK. They just haven't nerfed them . . . YET! Which is why I want to know what they consider overpowered and am kinda worried that the only response was Jimmy stating avoiding an entire part of the game, or words to that affect. But as others have pointed out all armor sets negate mez, force field and sonic negate mez, Perma-Domination negates mez, etc. And that's not to mention all the other parts of the game that are negated by one thing or another (-kb IOs, softcap defense, and so forth). And that is my problem. It's not that they are changing Rune of Protection. I only have it on a few characters and I don't think the proposed change will affect them much. But I do have a problem with them changing a power because it's "overpowered" . . . because if ROP is overpowered . . . let the nerf wars begin! -

Here's a modest proposal that's not exactly about Rune of Protection, but certainly related. What if we gave the epic resist armors each a mez protection component? For example, Mind Over Body grants Confuse protection, Dark Embrace protects against fear, Charged Armor for sleeps, etc. It lets players choose based on resistances AND mez, still leaves some mez to be covered by other powers, teammates, or inspirations, and makes losing uptime on Rune less painful -
It's not consumed, but it only lasts 3.25 seconds. It's possible to get two attacks in that window, depending on the attack.

I have to agree with Scary (but not Scariest) Sai and Blackbird71. I think many of us understand and appreciate that overperforming things might eventually get tuned down and underperforming things might hopefully be tuned up. And players generally prefer the boosts and dislike the nerfs. But it would be helpful to know what is considered "overpowered"? How is that defined or measured? I have a handful of characters with Rune. Most of my guys don't have it because I prefer certain powers from other pools and I can only have so many. While I consider all of my characters powerful, I don't find any of them to be overpowerful. But maybe I'm not seeing it the way you are seeing it. How do I know if I'm overpowered?- 417 replies

We would be well advised to discuss the power in question rather than each others posts and positions. People can like or dislike changes for all sorts of reasons.

I don't like the reduction in duration, but I do like that the resistance is available whether the power is used proactively or reactively.

You want to have Critical Strikes proc (+50% chance to crit) in whatever attack in your rotation/attack chain you use just before your heavy hitter. The +50% chance to crit does not last long so you want to make sure you put it before a big damage attack for maximum affect. So for your Spine scrapper, what ever power you use before Ripper. If that would kill your build for some reason then just before Impale, your next biggest attack. Where you put the Scrapper's Strike doesn't matter as much, IMO. I generally put it in T1 or T2 just because I like slotting my ATOs early while I'm still leveling to enjoy the set bonuses on the way up. I would probably slot ripper with 5 slots of Hecatomb and an extra damage proc.

The solution to most problems in this game is to find like-minded people who enjoy playing the way you do. -
Nerf players? NO! Buff enemies? YES! We need some new incarnate enemies and I would love to see just how mean Battalion could be. I would hope that they have some tricks that makes having a variety of ATs and power sets beneficial, but not required. I acknowledge this is hard. But I remember when Khan/Baracuda first came out. While they tried to make having a variety of ATs feel needed, requiring them ruined the TF for many. I think we should also add the difficulty levels available for TFs and Ouro and give them some benefit beyond a badge. A badge will get many players to run it at least once to get the badge. After that only a select few diehards will do it, unless their is some reward for doing so -- a random ATO, an extra merit, some bonus I-salvage, a few points more XP. You think the game is too easy? Run with Enemies Buffed and Players Debuffed, or enhancements have no effect. The tables turn quickly then.

When I lead TFs, I call them "medium speed." I'm not trying to set a record, but I do expect to use transports and stealth missions where possible. However, I also tell the gang to feel free to follow me or pretend its a steamroll. So long as 3 or more participate in the steamroll it seems to work fine. It still goes very fast but there's a lot more XP gain and everyone feels like they are contributing. I also think that if you like to play a certain way, you should play your way and seek like minded individuals to play with. -
This still exists if you look at Overwhelming Force in the /AH. Multiple levels of an Attuned piece.

Good guess, but no. An attuned air burst is always 10-50. It will never convert to any other Targeted AoE regardless of how many tries. Again, I don't think this is broken or needs fixing, but if it's going to be changed, don't forget Exploit Weakness in Snipes and any others there might be. However, when you convert an attuned Air Burst it by rarity you might get an IO that has a different range and therefore a chance at a better conversion.
