If I'm reading this correctly, the OP, and at least a few other people, are complaining about a QOL change that doesn't have to be utilized... If you really want to, you can still take your powers at the levels you used to.
I... don't understand the problem.
Are you comparing Arctic Air, a primary power to WoC, an ancillary power?
WoC can be useful but really needs you to stay in melee for the confuse to stick and is best when your set has another confuse power in it to stack.
Not sure if this is a bug or if its intentional. I just logged on to see just how "mini" the mini mode costume power was and... my cape stayed at full size even though I was mini-fied.
My two favorite Beam characters that I've played are Beam/Traps Corr and Beam/Invulnerability Sentinel. Here are their builds.

I'm assuming you meant blaster and can, in which case... They really can't stand on their own without a heavily IO'd build, which you can also do with Controllers and Dominators
I always chuckle when this happens, especially since (for me at least) when it does happen, it leads you to the doors to the AE balcony instead of the ground level entrance.
I mean, if you wanted to just have it work for when the toggle is off, sure that would likely be easier, but my interpretation of the OP was that they wanted it to be on their back whenever they weren't in combat.
There are 2 technical hurdles I see with this
1. If you had a weapon as your attack set they would need a way to prevent both from being on your back. I think this is a limit of what they can currently do
2. Shields are always drawn when you have the toggles activated, so the devs would have to put in some kind of "in combat" detection and then figure out how to have players be able to choose between "always drawn" and "redraw-able"
That depends on play style. Procs are generally used to increase damage on lower damage ATs, so if you're ok with slightly lower damage, then you should be good.
Martial Arts has Storm Kick, which provides 10% defense to all but Psi, it's hard to pass up on that. Especially if the page 5 feature of being able to choose your tier 2 secondary power at level 1 sticks.
I've got a few /kin melee toons, but not an Invulnerability/kin. I personally like kinetic melee. I think the reason it is considered underperforming is animation times are long for the damage the powers do. I don't think that is something that is fixable by just slotting procs.
If we could see a couple of powers get their animation time reduced a bit, it would be a strong set.
Between the PBAoE in MA and Cross Punch, you can actually get pretty acceptable AoE damage on MA. Here's my planned build for mine, I based it off of my Inv/SS tank which is similarly AoE impaired.

Currently he's level 17 and has been really fun so far. The only IO I've slotted at this point is the Energy Font proc in Arctic Air. It's pretty impressive how well that works in there.
Between Arctic Air, Cold Snap, and Ice Slick, I feel like I've got a good amount of AoE control, especially since I'm such a low level. I'm really looking forward to seeing how he plays out.
