There are a couple of powers that have two effects like High Pain Tolerance and Rise to the Challenge. Do most people slot for one thing or franken slot?

Because there is a city in the Midwest that is continually threatened by a silver backed gorilla and is protected by a man who can run faster than the speed of light.

I can humbly suggest that you stack in a good mix of res and def.  The two +def to all IOs?  Get them.  The two +res to all(the scaling res one gives +3 or +5 res no matter what)?  Get them.  Get a good mix of res, def, and healing and WP becomes damn near immortal.  My TW/WP brute is the guy who literally tells the rest of the team to go ahead on the escorts, that I got the ambush.  And 8 or 9 times out of 10, I DO.

I recommend slotting RttC with health to improve it's regen. It provides a -3.75% tohit debuff, slotted aggressively about -5.5%. It's not a massive improvement and only works on enemies within an 8' radius. So ranged attackers likely won't have the -tohit debuff.

 

I recommend slotting High Pain Tolerance for *just enough* health to cap your HP (+180%, 2410 HP). The rest slotted for damage resist/set bonuses. Maybe IO HPT last, slot your build to see how much HP is needed to cap and then slot HPT accordingly.

Remember also that RttC accepts -tohit enhancements.  This is a good place to drop a Dark Watcher's Despair recharge slow proc.  Frankenslotting is the way to go there IMO.

In my builds I usually focus more on Sets in my Attacks.  Or Def/Resist toggles.  Ive done several WP characters into vet levels but I have not done WP at the "purpled to the nines" level

 

HPT I usually slot so I get 2x50+5 enhancement values for Resist and Heal (4 slots total)  (While leveling I don't bother adding slots in there, I just put a Gen Heal IO) 

 

In RTTC The slow proc works all right.  I usually cant spare the slot.   I've never found that slotting it for -to hit was needed.  Generally RTTC I just have 2x Heal IO's (Boosted when I can) and 1 End Redux.   Back before Boosted IO's I did 3xHeal and 1xEnd Redux.  I used to also slot a taunt IO in my WP tanker back when it had a wimpy taunt aura.   RTTC is very powerful, I always wanted it to be Enhanced for heal into the 90+ range at 50.

WP in the general sense is an awesome set. 

 

I have found that by the time I have 50% S/L Resist, 30% S/L Def and RTTC at 90%+ I am basically just as survivable as a SR Character at the DEF softcap 

 

You do get the Alpha rolling health bar waves that are part of playing WP but you learn to let go of the anxiety and just hit whatever AOE you have that has a knockdown.

Does Reactive Defenses’ Scaling Resist give +resistance at full health? The Homecoming wiki says it doesn’t.

 

I could get some free resistance in some of my builds if some of the +res is always active.

It starts at 3% from what I can tell.

Went digging to see where the values came from.  And at first I thought I might have done a big loop, i.e. led right back to some posts by @Haijinx 😜 but further reading in the thread led to a post by @Caulderone with the nitty gritty on scaling resist IO 🙂

It starts at 3% at full health and scales linearly to 13% the moment before death. Source is personal testing in May on a DM/SR Brute watching HP and the buff in combat attributes while turning toggles on and off to adjust my HP while a Pylon shot at me.
