I guess generally the answer is always FIre/* 😆

Overall I think blappy secondaries benefit from primaries that have good pbaoe (or targeted aoe you can cast near/around yourself), which Fire has (as do others) but of course FIre brings the damage and dead enemies can't hurt you.   I'd probably avoid primaries with cones.  Water could be good if you really want more mitigation (but dead enemies can't hurt you either).  Nothing really wrong with Rad or even Psi, per se, but I like the quick animations and targeted AOE of Fire.  DP/Dark as mentioned would likely be stylish but so is DP/Martial, at that point you just should find what's fun.

I main a Dark/Dark.  I really enjoy it. I am starting to play like a Blaster and not a Brute lol. Still not blapping though. I bop on for soul drain, T9 Blackstar and then head for the hills.  I have 4 cones to hose the unwashed masses and of course nice long range ST

My rad/dark blaster is about 40 and is lots of fun.  Not as punchy punchy (or as well defended) as my dark/atomic was, but my ranged damage feels *much* higher.

I skipped neutrino bolt and electron haze from the primary (considering dropping neutron bomb) and skipped Death Shroud and Suck Maul from the secondary.

Who run Bartertown?
