I think Super Strength on scrapper is delayed because of Rage and some fun procs combinations.

Epics are about giving a character things they don't have access up to that point. Sents already have snipes in their primary.

On Topic, if they ever port Super Strength to Scrappers, I plan to move on to rabble rouse for Stalker Super Strength, with the "Flex" emotes as the build up animation for "Assassin's Fist" 🙂

I get ya. I really do. It's mechanically a pretty boring set (to me) and Rage definitely needs to be tuned. With that said, proliferation is always good.

 

Yea, it does really amazing DPS for tankers/brutes...but a Rage crash is annoying as all get out. Throw that one on a Scrapper? Yeesh. I have a lot of issues with how horrible DM's DPS is, but at least mechanically it doesn't have that crap going on.

Those are my reasons at least.

 

Given top Scrapper powersets which are shared to not make it to the top of the Brute list, not sure how safe it is to conclude SS would be great on Scrapper.

No, I do not really think it is. Brutes would not be in sad shape they are now if more things were uniquely theirs. At the very least I would amend the comment above to:

 

With that said, proliferation is always good for an AT which is enjoys niche protection.

It just seems to me a set that has basically on AoE and a huge -20% defense, - 99% damage debuff, -25% endurance when rage drops would not be something that a scrapper would want.

I wonder if it is  that peope still think that rage is like it was back when if you double stacked it you wouldnt get the huge crash??

I really don't get all the poo-pooing about Rage. My main has been an Invul/SS Tank since 2004. The Rage crash isn't nearly as big an issue as everyone makes it out to be. Do I wish it (and all other penalties) were removed? Of course, but seriously, it's not that big a deal (it's only 10 seconds) and there are plenty of ways to mitigate it if you need to.

You'd still get all that sans the -20 -DEF when double stacked. That crash, even before the complete eff you the -20 DEF nerf was there, is the reason I don't like playing the set. If you take away Rage, SS just feels like pre-vamp EM (ie. really bad).

 

Rage and Soul Drain (from Dark Melee) both need serious tweaking. Rage makes SS OP when stacking starts and Soul Drain needs editing to make DM not completely suck #s wise.

Exactly without Rage SS is not very good. And this is coming from someone with multiple SS Tanks and Brutes.

What about Soul Drain do you not like?

 

While I know it is an end-game build, I do have my build set to almost perma (~3 sec downtime) which is an always on 60% Damage/12% ToHit buff without any downside. Actually, it has a minor upside in giving the enemy target(s) -5% ToHit. It only gets better as you saturate it with more targets - which unless you're AV hunting, you're usually drowning in a target rich environment.

It needs to be Autohit for one. And it needs to give at least 1x stack of the buff even if nothing is around (if one thing is around you still only get 1x stack...just saying if SD is activated you get 1x regardless). And the DMG buff % needs to be doubled up to 5x stacks at least. Cause DM is real crap DPS unless you get 10x stack of the buff, and that's just to get middle of the road with the other sets (yes, I've tested this). Change Soul Drain and the set does OK DPS. It has real fun mechanics (one of my favorite sets to play). The damage just really really dips off when you don't have a full stack of SD going on, It's really noticeable.
