I know for Accuracy, Damage, etc. the level matters because it loses power and becomes worthless after a certain number of levels, but does the same apply to the special enhancements like that one? Would a level 30 enhancement of that type still be viable all the way to level 50 or would it have to be replaced?

A level 30 enhancement will always provide the same values no matter what level you are, with the tradeoff being the actual enhancement values change depending on the level of an enhancement. In this specific example, the Luck of the Gambler: Defense/Increased Global Recharge Speed has two separate effects: It enhances the defense values of any defense power it's slotted in. This value changes with the level of the enhancement. So, for example, a level 30 LotG will provide about 13.1% defense enhancement value, which does not change as you level up. A level 50 LotG provides about 15.9% defense enhancement value. Purple sets are different and benefit from boosters, but I'm not overly bothered so generally buy them attuned as well. ATOs and Winter Sets are always attuned. You can't get a non-attuned one. The catalyst makes them superior. Unless you mean you buy them Superior, but then you can't slot them until 50. For most procs and globals, the level doesn't matter. They'll do that same thing at level 10 as level 50 as level 50+5 EXCEPT if that proc has something else it does, like the LoTG +7.5 ALSO has a bit of defense enhancement and level and +5ing does improve that portion of it. If you get it attuned, you can slot it early and have the defense scale up as you level and then switch to +5 at 50 and donate the attuned to your next project, or just leave it.

Also, the Event IO sets (Overwhelming Force and Cupid's Crush) are attuned-only, but do not have a superior version to upgrade to.

If you have a proc slotted in a level 49 power and you exemplar down to level 32, you will lose that power, and therefor that proc. Globals don't care if the power they're slotted in is active. If you have a global slotted in a level 49 power and you exemplar down to level 32 (and it's attuned and the minimum level is 35 or lower) then you will get the bonus as long as that enhancement is slotted in your active build. 1

Now, it is very true, that For Purples, generally I'm doing a whole set, so I will leave them hexagonal, so that the set matches, and I can boost them. But if I'm putting just the Damage Proc and nothing else in a power? Or a Panacea proc but not most of the set into a power? Then I will buy them attuned. I cannot abide having a mix of circles AND hexagons in the very same power. .
