After reading this part, the only thing I wondered was whether I should skip the rest of your post. How anyone who has played Cold Domination, would recommend skipping this power, whether at low level or high, is beyond my comprehension. I do not understand how you could come to this conclusion. It's such a great power! Infrigidate (Ranged Foe -Speed, -Recharge, -DEF, -DMG (Fire)) It has a 1 second cast time and a base 15 second recharge time (across all archetypes with access to the Cold Domination powerset) and it's duration is 20 seconds, so it can be permanently cast to debuff the target. And based on those recharge and activation numbers, it's the poster child for procs too. This Cold Domination Level 1 power has access to 7 procs in total! This is due to the Invention Origin 'Set Categories' that the power can slot - Defense Debuff, Accurate Defense Debuff, and Slow Movement all being proc-abundant sets. Note: Proc-per-min (PPM) Achilles Heel: Chance for Resistance Debuff (3.5 PPM) Touch of Lady Grey: Chance for Negative Energy Damage (3.5 PPM) Shield Breaker: Chance for Lethal Damage (3.5 PPM) Analyze Weakness: Chance for +To Hit (2 PPM) Impeded Swiftness: Chance for Smashing Damage (3.5 PPM) Ice Mistral's Torement: Chance for Cold Damage (3.5 PPM) Pacing of the Turtle: Chance for Recharge Slow (3.5 PPM) That means if proc'd for Damage (4 Damage procs), it can out damage the other primary T1 power most Masterminds have the option to take. In addition to the proc potential, Infrigidate is dropping your target's defense by 18.75% or more (if enhanced), their Fire Damage by -22.5% Strength (which compliments your Henchmen's resilience with the 7.5% Fire Resistance that Ice Shield provides!), and slows your target's Run Speed by -350% all for 20 seconds! Infrigidate is an incredibly versatile power that is a definite must take choice for anyone playing the Cold Domination powerset.

Prismatic Aether: Items and Prices
Glacier Peak replied to DarionLeonidas's topic in Suggestions & Feedback
Prestige costumes are entirely cosmetic, thus have no bearing on gameplay. They're meant to be something that players strive for over a period of time, not an instant gratification (though that option exists for those with enough inf). Random drop rates at any level for mission completion are high enough, as are the rewards for weekly strike targets, advanced difficulty content, and the conversion rate from Monstrous Aether to Prismatic Aether. And lastly, the market rate fluctuations are healthy and demonstrates real-time supply and demand in game. If there were no Prismatic Aethers on the market, I would say that could be an indication of weak supply, but it could also be hoarding. Since there are plenty on the market (likely due to the annual Halloween event Elite Bosses dropping them for their badges), I don't support changing Prismatic Aether drop rates. -
Add Number to Winter Event Badge(s)
Glacier Peak replied to Glacier Peak's topic in Suggestions & Feedback
It seems my suggestion fell on blind eyes. Seeing that the past three years annual winter event log in badge used the same badge art every year, maybe take another look at my suggestion for 2024? -
I was struggling to solo him the other day and someone was nice enough to join me. I like that there's something out there that's challenging, even though it's designed for teams or larger.

They were called Inspirations back then and still are now.

Added this, thank you.

The Freedom Phalanx: why the hatred?
Glacier Peak replied to Techwright's topic in General Discussion
I thought the book was okay. I like the Web of Arachnos better though. But to the thread question - I liked the characters before they were used as forum personas. Kind of like how Positron had a helmet on, then he took it off and it changed the character. -
Oh this is a humorous post! I see you were going with the same troll logic as @Diantane. Very funny indeed, mainly because Kinetic Corruptors can already hit damage cap by themselves, (let alone with five other Corruptors) and Cold Domination has some of the best debuffs in the entire game - meaning enemies will take even more damage.

Displaying first appearance of character?

The connection that City of Heroes has that other MMOs don't is comic books. Comic books have dates of issue. -
There's already plenty of ways to spend in game currency.

Ha just reread your post and saw this part - we've got plenty of reasons to stay on Indomitable, but I won't derail the thread any more than saying that while XP is nice, folks tend to stay on the shard because it's laid back and there's no drama.

Nah don't change anything. There's no universal proc rate design for ATOs and I don't want to get stuck with worse numbers because of a desire for uniformity. Defender base values are going to make that heal bigger, but 100 HP over 10 seconds is not going to save anyone who can't just pop a respite.

Also, Windfall stacks with the already increased rewards in the Labyrinth.

The Labyrinth of the Fog raid is the best league reward content now if measured by Reward Merit and Levels gained per hour. I made 126 Reward Merits in 27 minutes on Indomitable doing the raid last night (Fogs, then Minotaur, then Achyls+GMs). I made even more within the hour before the Minotaur reset thanks to all the GM spawns that continued after we defeated Achyls. There was prep time involved though so someone can skewer my data.

I used Whitecap to teleport to an Obelisk in the CoP trial. Then the shield went up and I was stuck inside it.

Let the TRAM/Helicopter system go to all non hazard zones
Glacier Peak replied to DrRocket's topic in Suggestions & Feedback
Just use the options already available to go there (based on your example): Ouroboros Use the Mission Teleporter if you already have a mission in Peregrine Island A base teleporter beacon Use your travel power to take the tram to Talos Island then move to the Ferry to Peregrine Island Use the Long Range Teleporter Use the LFG tab and queue "Who Will Die" Part 5/7 to TP to Glacia From Atlas go to the Rikti War Zone then click the Peregrine Island portal Use the TUNNEL System portals in any zone Use the Free Fire Zone Transport flyer to go to Peregrine Island Swim all the way north from Talos Island -
Added, thank you!

Whether these are bugs or intended behavior, I do not know. Updated to include other Archetype versions of the powerset. Feel free to pass any knowledge along, love the powerset! 1. Soothing Wave Question: Should the healing to target provided by Soothing Wave count towards the Healing Badges? (If so, it is currently not). 2. Whitecap Question: If the Target Type for Whitecap is "Enemies" why can I use it when I have an ally targeted? Question: Whitecap can't be cast on Halloween Event Banners, even though they are clearly marked as enemies and take damage. Is this intended behavior? (Though you can cast it on a nearby ally to apply the debuff). Answer from @Player-1 "As for Whitecap specifically, it and Savage Leap share the same issues with targeting due to certain targets having their true position being somewhere off the map. We are looking into ways around this as its a very specific interaction." 3. Tide Pool Question: Is there a reason why Tide Pool can be cast on the ground, but not in the air? All other Location AoE powers can be cast on any surface or target within range (i.e. Whirpool, Sleet, Blizzard, Ice Storm, etc., can all be cast in the air). Question: Tide Pool animation does not fire consistently - why is that? 4. Shifting Tides Question: Are the "% chance for" in Shifting Tides (Corruptor) supposed to say 0%? Answer: The chance increases per stack. At 0 stacks it's 0%. But it sounds like one of those wonky display things. 5. Barrier Reef Question: Why does the enhancement screen for the power not show Absorb enhancement value when a Heal IO is slotted? It shows Heal value though. 6. Power of the Depths Question: Does the +Range from this power increase the radius of itself if made perma? Answer: No, but it will increase other powers range. That's all so far. Again, I don't know if these are bugs or intended behavior, so feel free to comment.
