The actual change will almost make no difference in actual gameplay.
People annoyed by the nerf will be unable to see that.
They will only see a 75% max dmg reduction.
Some will see the Brute dmg cap reduction from 775 to 700 as a big nerf.
But as many have said most won't notice in actual play.
Since perception is what usually dictates subjective responses .... the nerf is a nerf is a nerf.
People will see Tanks buffed, Brutes nerfed.
Whether or not its constructive to dwell on or not, It won't go over well.
The no jump thing is detrimental to play it should be removed.
No jump powers at the same time as granite is okay though. No fly, no superspeed.
The rech, spd AND dmg penalties are too harsh. Pick one to keep, the rest should go.
It also frees up some of your build.
For example, if you know Dull pain will shoot you over the HP cap.
Then maybe you should not grab the 7.5% hp unique, or run sets for their hp bonus.
I think it helps to remember we do have a quirky unbalanced game that does not work anything like the original design.
That is going to naturally tug at some people's sense of balance.
The alternative to quirky can be mechanically bland though.
Look at something like Champions Online or SWTOR.
Oh I don't know she had a hard job, trying to come up with an alternative that reduced the problem she perceived but not anger too many people in the process.
Trying to predict other people's reactions and what they might find acceptable is tough.
