Some things I've noted Resurrect--> just give it the base slot. Even with massive global recharge you aren't going to get the recharge low enough to use it on several folks at a time unless your team is very patient. Clear Mind --> kind of the opposite of Resurrect. The base recharge is 4 sec. You'll have enough recharge already to knock it down plenty so extra slots for recharge aren't needed. Personally I'd use 3 slots in Maneuvers and Weave. Use a freed up slot to get the Steadfast 3% defense unique added in (unless I missed its presence). Between adding the unique and using boosters you should add defense overall to the build. Consider Membranes in Fortitude, they are practically designed for Fort adding defense, to hit and recharge to the power. Fort can hold a LotG +recharge as well. I see only 4 in the build ... unless I overlooked the 5th. Have to run but I'll look at the build more later.

Absolutely. If an Emp/Fire can solo a +4/x8 ITF pretty sure anything can be made to solo. Although my Ice/Sonic controller was just about as impossibly slow and painful as it gets for solo work. -
IIRC from Live Triage Beacon did stack with itself.

No reason you can't or shouldn't do a more team focused build for a second build. As an /SR scrapper I'd still go for the softcap. And for other scrapper pri/sec's I'd still be looking to build very solidly for survival. Unless we're talking about a static team I wouldn't sacrifice survival and hope the support was there to beef up my build in areas that are normally strengths.

If I followed Luminara even a little bit they were saying, in many ways, that it doesn't really matter if they are overpowered or not because changing them doesn't really change the underlying issue the suggested changes are trying to solve. It's just "changing the goal posts. Not even ...". Instead CoX needs to challenge players by changing design not by just giving foes more of what they already have but in other ways beyond being sacks of hit points. Something they think CoX is much more capable of than most MMO's without resorting to a CoX2.

I believe you can acquire a Power Analyzer from the P2W vendor which should reveal things in the same manner as Surveillance.

I think my issue with things here stems from a lack of clarity on what exactly is being discussed. Is the topic being discussed the set bonuses or the enhancement values of the individual IO's within the set of the power in question. My understanding is if the enhancements generating the set bonuses level values are no more than 3 greater than the your current combat level then you get the set bonuses even if the power itself was chosen at a much higher level. (Excluding things like purple sets etc.). Easy enough to test I would think. Hop onto the test server, put some level 10 kb protection IO's in powers taken at levels 44, 47 and 49, get at least 3 slotted up. Then exemp down to level 40 and piss off something like a Fake Nemesis and see if he still knocks your butt across the docks. If those lvl 10's are working you shouldn't get knocked anywhere even if he caves in your skull for being a +4 Boss.

As it's not a new power set I'd probably check Mids' . It should indicate if the power does not stack from the same user

No worries I think we are all on the same page (now): Rommy's stun is mag 20, Clarion's protection, at least initially, is well above the 20 needed to protect against the stun and stacking 2 Clear Mind or similar powers is sufficient protect (as will breaking LoS)

Not by any means a TA expert but Glue Arrow first? How resisted by +3/+4 mobs is its -speed in 'holding' them in place for things like RoA?

Well my knowledge is prior to the proc changes but it could refill the end bar back on Live (if my 7y old memories are correct). If we could invoke Werner ... I'm thinking he'd know for a certainty both post and pre proc changes.

Yes, at least prior to he proc changes, ToE returned +end based on the number of targets hit. Putting it in Dark Regen was a very good idea for DA users. Can't say I knew the exact mechanics but it definitely and significantly solved DA's endurance issues.

I believe it is around mag 20. Doubling up on Clear Mind (@lvl 50) with my Empaths protected even squishies with no Mez protection as far as I can recall. What's Clarion's initial protection value?

Yes it should, though doing so would have been outside my comfort zone at the time. I'd probably still have either another custom target bind or macro to edit on the fly for either a new previously unencountered annoyance or unique target.

This. I had a whole bunch of premade macros for targetting specific foes including Sappers, DE quartz, DE cairns, Surgeons and "custom". Custom being the one I would edit on the fly for anything unusual and mission specific. I'd just swap which ones I needed from a tray full of them to one of my main trays for the current mission.

Illusion/'anything' you get around lack of heal (or needing to use it) primarily by Perma PA ... the pets get the aggro. Stay clear of AoE's including cones with making sure to be out of the line fire for stuff aimed at pets. Defense is always useful as well for instances of ambush type adds. -

Earth's Salt Crystals applies the defdebuff like most of Earth's powers. I believe this is true of several other sleeps. Purple sleep sets are very cheap for purple sets ... especially back on Live. Something vaguely amusing about sleeping a mob just prior to the team's real alpha ... and seeing a mob or two just zZzZz'ing right through the carnage for a brief second or two. -
And you can of course change what it's bound to there as well. Just be cautious with your key choice. Back on Live a long, long, long time ago I was changing my r key to target nearest foe but needed to rebind my autorun. I thought selecting the "p" key would be ideal. It was well away from things on the other side of the keyboard. But a short time later facing minions of igneous I asked in team chat, "should we pull ... " and promptly zipped off in the direction of the mob with predictable results. I rebound the "p" after the team cleaned up my mess. Oops.

Can't hop in game to try it but Roll the camera out so your field of view includes foes behind you. You should be able to either retarget quickly via bind or more easily manually retarget. Are you chasing runners when this happens? Otherwise the closely packed mobs are more a party problem than your problem (or even a HC/GM game issue).
