This should get stickied that this is NOT the best place to put ATO2 in EM. Anyways, here's my take on the build.

I really like you're outlook on this conversation. My austistic a** got hung up on data collection, so I sadly do know what is numerically the "best" at ST DPS in a vacuum, but I absolutely feel this way. Ice Melee, for example, is pretty middle of the pack in terms of ST DPS...but it is super safe to level very early on due to Ice Patch, and the soft-CC AOE it provides is really funny. It's just fun. Same for DM, which is at the end of the pack in terms of ST DPS but, hoo boy is it fun to play to me. TW is still really good ST DPS if done right, but I will definitely admit I haven't leveled TW since the changes. EM levels pretty safely to me. It might not be able to handle extremely large packs like IM/Claws can (post shockwave for claws) but it can really do some nasty frontloaded damage early on. High HP targets become something I crave when on the set. LT and lower become trash even more to me. The only two melee sets I don't have multiple drives to 50 experience with are Savage and Psi Melee. I never got in to Savage Melee and only done Psi Melee once.

An EM/Fire Brute really can crank out really good ST and AOE DPS. Something to keep in mind though, EM/Rad WILL do better ST DPS and be hardier. *I totally forgot I have a EM/FA Brute until I read @Sovera's post.

Something else to think about is the OTHER Ageless that has Debuff protection.

Maybe you'll get some ideas. With this much recharge you will NOT need both SP and Smite. DM and SR are both pretty End friendly. This WILL do some AOE. Take note how Dark Consumption and Soul Drain are slotted. You can get even more AOE if you take the Mu Mastery Epic Pool. I very much disagree with Siphon Life being slotted for heals, but hey, you do you. No clue which Destiny you plan on taking, but if you do Ageless: Recovery you won't have End issues 45+ ever again. Obviously, take Muscle Alpha. ToF has a Accuracy modifier of 1.0. It needs ACC in it to hit. Don't get it twisted. Regen is priority last in terms of survivability. Def>Res>HP>-----Regen If you have 110HP with 1hp/s and get hit for 101 you live. If you have 100HP with 10hp/s and get hit for 101 you're dead. You regen nothing when dead.

Shadow Maul is bad. Touch of Fear is good. You can proc bomb ToF and have a high recharge AOE that also does some CC. Siphon Life is for damage. Slot it that way. Practiced Brawler will be refreshed before it expires even with zero slotting. I'm curious what your global ACC is with FA OFF. FA eats a LOT of EPS. Curious if it's really worth it.

As someone who has solo-ed all the TFs/SFs in the game (except Barracuda and the new ITF) I can confidently say I will never do LGTF solo again because of the Hamidon fight. My hat off to you. I know that TF isn't easy when solo as a scrapper. -
@ScarySai shared a hilarious idea of putting the Avalanche KD proc in Rad Therapy. Yes, it is indeed hilarious.

You're going to have a hard time finding a better combo that you want outside of Claws/EA for a scrapper. Stone is stupidly good damage (it's just as good as Bio) and survivability (wayyyyy better then Bio). If you team a lot with members that can lock mobs down, or they have a good taunt aura, you will be hard pressed not to love this armor. Visually, you can't get rid of ALL the Stone stuff. This matters, a lot to some folks (me). Also, Stone doesn't have a taunt aura. Yes, this is a deal breaker for some, but not all. Basically, you can't go wrong with any pairing since Claws is just...amazing. Do note, the set does NOT have a lot of front-loaded damage. I've done Claws with Regen (eww, gross), Bio, Electric, Stone, Rad, and EA. The only one of those I abandoned was the */regen. And that was my first 50. Trying to comprehend better what you are saying...it seems like Rad or Bio would be up your alley. EA, when set up REALLY well, can be pretty hands off. Bio and Rad can both be clicky enough to remind you that the secondary is there. 😛 Rad is definitely the more survivable of the two, and it also does give a boost to damage via Meltdown.

The best set is the one you enjoy playing the most. Numerically, DM is a horrible set. Is it fun as all get out to me? You betcha. I love me some DM.

I'm not contributing. I just want to say I really love this combo. Done EM with Bio, SD, and EA too. Slap a Achille's in Beta Decay and a FOTG in Rad Therapy? Life is good. I love the fact you can slot Rad Therapy to not just do -HP/s on a target, you can hit them with -RES too. And use it to slap a mob with some nasty AOE early on. And since it's base recharge is so long, the procs all have a really high chance of almost always going off.

As fun as it is to do this sometimes, it's why I am a Claws > other sets kind of guy. I call it "corpse blasting". Same thing.

Oh, that's definitely not what I'm trying to convey. I've actually put a lot of thought in to this. I suspect why some of the more heavy S/L damage sets run away in DPS is because of the fact they can slap procs in them with varying damage types. You'd be surprised. Then again, a lot of people think regen is good and that DM is top tier DPS.

wtf is a *.mbd file? So, you can set the enemy level up to +4 in mid's. I try to aim for about 95% chance to hit, so I set it to +3 (since my goal is to play 50+1 at a minimum). That normally means around 39% global acc and a kismet, or the 7.5% to-hit bonus if in Offensive with a Bio Armor character. The -DEF from beta decay helps out MASSIVELY since -DEF is, unless I understood it incorrectly, a 1:1 to basically give you a better chance to hit. So if a target is taking the full -DEF from BD that's pretty much another 15% chance to-hit. That's pretty huge. This is for FM/RAD. As you can see, I've just got it set to +3 which is what I normally will square off against. Tohit is definitely more valuable than ACC, I forget the exact ratio off the top of my head. Basically, you can't hit, you can't crit. Until you hit the global ACC you need, set bonuses like the 9% in Oblit, or 15% in the 3pc of ATO2, are extremely valuable. Off the top of my head, Adjusted Targeting is another really good 5pc that gives recharge and 9% ACC on the way to it. I know with the way I like to build Rad Armor, I try to 3 slot Beta Decay. One -RES proc and two -TOHIT debuff IOs that are +5ed. *I totally forgot Fire Sword also does -DEF now. I know you want to slap an -RES proc in that for sure.

Ummm....ok. Not sure if you're laughing cause you think this is absurd. But factually, EM is definitely not the best at ST for scrappers (is it REALLY good in that department, most definitely yes). There has been data collected about this from MULTIPLE sources, including one in this thread. And myself. Ston is one of the few people I will listen to when it comes to dealing DPS in this game. I know that they and I can just look at a number, the AT and combo, and make some real fast guesses how it was built. What buffs they used. If it's an average or a best run. Etc. So yea. EM is not the best at ST. But it's fun and really good at it.

ATO1 (Scrapper Strike): Well, the ATO1 is a passive global and the 5pc for that set is something I like, a lot. As much as I love the Oblit set, to get what I mostly want out of a set, it only costs 5 instead of 6 slots. I can get more damage out of the other attacks and I really want the 5pc Bonus and everything that comes with it. Recharge and S/L? Yes please! And I personally don't value AOE as crazy much as some folks, so i'm not likely to proc bomb attacks normally for AOE, and I get the ATO1 proc with all that too..FSS is just a natural fit for me. I've done FM/SD and FM/BIO. It goes there on both and its a great spot for how I build. Now getting silly and proc bombing powers NOT meant to murder a room...I just find hilarious. I've been playing this game since launch and I've never seen an AOE situation shut down a team. I've seen a single high HP target do it..a LOT. Ground Zero: The Obliteration set is just amazing to me. And Ground Zero was an easy fit there. Even on a very high recharge build, GZ isn't up a crazy amount to me, but those set bonuses from Oblit are (almost) always there. It IS funny getting the Healing badges on accident as a scrapper cause of this power. But, if I have to NOT take a power in Rad Armor, this is always it. I'm hoping this statement helps you know how I value things. Rad Therapy: Actually, there is a mechanical reason I do this, on top of the fact it can be a VERY exemp friendly AOE when low level. You can slap a PVP -RES in it. And Rad Therapy has a pretty high base recharge. So that proc has a good chance to go off every time you use it. Combined with the fact Rad Therapy does a...-150% regen? You can really put some hurt on a hard target. And since the rest of Rad Therapy is bombed out, whatever that target is will also take some damage. I'd be shocked if Fire/Rad isn't one of the fastest high hp killers in the game. Fire/Bio low minutes. Fire/SD mid minute. And Rad is more DPS as a secondary than shield. You've got a very amazing pairing. Also, TAKE MELTDOWN.

Look at it in a different way. Build Up's duration is 10s for 100% dmg. Meltdown is 41 % for a 60s duration. You might get four BUs in a minute with a VERY high recharge build. That's still really good. I think that's roughly 80% boost for the minute assuming BU is used on cooldown? Now add the DMG buff from Meltdown. That goes up to 122% for the minute. That's...a lot. That will more than double all your damage for a minute. Whereas if you only use BU you are only adding about 80% to all you damage for a minute. That and Meltdown does other really great things. But if you're really shifting your mindset to the damage side you can add another 10% running assault. And another building Assault Hybrid. It's PASSIVE boost is 10% more damage. So you can be cranking out roughly 142% damage (not counting procs) when Meltdown is active. Take Meltdown. Also, lol. @InvaderStych said the same thing just different.

Meltdown is a MUST have. I've done Rad Armor a LOT. From a damage perspective, you want Meltdown up as often as possible. It gives a really good % boost when active. @InvaderStych is 1000% right with they they say about it. Here's a first pass. Hopefully you get some ideas. Oh, Rad Therapy has a 3.0 multiplier for ACC instead of the more common 1.0 for stuff. And it being proc bombed like that is actually some really good AOE, especially early on if you Cat the non-PVP/VRare procs. Also, this is defense soft cap assuming your target gets all of the -TOHIT debuff in Beta Decay. This WILL dump out DPS.

Scrapper. Not sure of any cons compared to how it plays vs other ATs. Tanker gets more AOE in terms of damage. Other than that, it is a VERY large DPS difference. Put the ATO2 in ET. It statistically is better there. Don't worry about HP doing ET a lot. Yes, don't forget about it, but it isn't a factor. The AOE on EM isn't horrible, but it isn't good. The AOE isn't why someone grows to love the set. For scrappers, ET doesn't crit. It instantly refreshes.

I was one of those guys. I still remember it starting out as a competition and (thank deity) it evolved to a collection of data. There were definitely a noticeable few that treated it like a competition (the guy that had the best melee pylon time with a SS/FIRE brute for example....refused to share his build). The current iteration of that thread is REALLY nice IMO. It feels like a sharing of data. blueruckus still stands out to me pre-shutdown days as one of those people. blue had a low 50s pylon time. That person had zero issue sharing the build they were using (VEAT crabstermind btw). blue knew it didn't matter if the build was copied slot for slot, if the player was boo-boo it didn't matter. @nihilii reminded me of that with his comment. Claws in it's spot for the data collection here doesn't surprise me one bit. I did do a double-take at the Savage Melee thing. I've only played the set at 50 for a few hours. I honestly forget the set exists most of the time. -
As someone who has a DM/BIO/SOUL that does more AOE than most AT combos known for AOE, I feel pretty confident saying that Shadow Maul is very skippable (I'll put 1B inf on that). I've tried putting the ATO2 proc in Midnight Grasp but holy cow. MG has a very long animation time and the ATO2 proc,, if it goes off there, is activated way to soon (ATBE (AttackTimeBeforeEffect)) in the attacks animation to get real benefit from it. ArcanaTime is 2.244s and the proc is activated .533s in to the attack. So now you have (2.244-.533=1.711...3.25-1.711=1.539) 1.539 of use from the proc. Now, look at putting it in Siphon Life. It has a AT of 2.112s and a ATBE .833s. When it goes off here you will have 1.971s of the proc to use. In the game of milliseconds this is a massive deal. I definitely agree with @Uun about taking both Shadow Punch and Smite may be a bit superfluous. I'm a Smite person myself. Proc bomb Touch of Fear. Slot Soul Drain (I like to slap the ATO1 set here) and Dark Consumption for damage (Obliteration set is my fav here). Grats on the pairing. DM/ENA sounds legit.
