It can take this long if one of the parties aren't in any kind of rush whatsoever. NCSoft has nothing to gain or lose, so they are in no rush whatsoever.

I disagree it would improve the game.
The level shifts exist and I think it was a great way to increase the level power players had who invested in the system. We can't pretend they don't. Folks know about them, have seen them in action, etc. And were a key point of the incarnate system at launch years back till now.
I would prefer if the devs spend the time on more incarnate content.
DA is mean to be incarnate content. Level shifts should work in all places that have incarnate content.
New content is the way you increase retention, not simply doing window dressing on things folks have done thousands of times.

That's seems overly complicated. I would just leave them as is and build higher level incarnate content. /shrug
And yes you can unslot them. Better than kludgy changes.
If the idea is on retention then new content areas would be better than taking things away. DA is meant to be incarnate content. As folks level up they need new content for that new level of power. That's just the way games with progression work.
DA content is meant to be incarnate content. It would make no sense limiting them there. You should just build higher level content with Incarnate shifts in mind.
I'd pretty much done 95% of the content on live with multi alts the hard way. I don't enjoy the lower level content after having seen it the 10203203th time. So I would not mind if this was implemented.
You're looking for a game that doesn't exist anymore. IOs and Incarnate abilities is something that won't be going away. At this point its ingrained into what COH is. That's not a bad thing. But it does make it harder for those who long for the old days. There are other servers out there that still have the old school feel though.
WOW just finished making this build. And it's insane. Glad to have a Kin that can farm. Next I'm going to work on a farming blaster. This toon should help me get there. 😄
The new EM isn’t OP compared to other sets that folks have pointed out. I actually find its changes refreshing despite the gimmicks and added aoe (I don’t think it needed either but hey what’s done is done).
Meh, this sounds like opening the door to trouble, when future designers have to think of pre-whatever issue powers versus post whatever issue powers.
I don't think we need to make the game more complex for the ones doing the actual design/coding, than it is.
Ehhhhhh, arguable. I don't think it needed more AOE or special mechanics. But the change has been made. It's fine for certain sets to be single target (or AOE) specialists.
Yeah not really. It's possible to play a completely ranged blaster if you choose to. That's always been true. For all of my blaster on live and HC they DO NOT close to melee. Ever. And they do just fine. It's really NOT required.
