Use the 400 merits to buy CONVERTORS sell those on the black market/auction house, or use them to convert cheap enhancements to the ones you want. I think this is correct (math): 10 merits gets 30 convertors. 100 merits gets 300 convertors. 300 convertors are worth 300 x 70,000= 21,000,000 More efficient could be to buy cheap enhancements and use the convertors to get what you want. Example: Need a Gaussian's Synchronized Fire-Control? Buy a Adjusted Targeting Use a convertor to change the Adjusted Targeting to another Category: ToHit (spot to do this shown in below image as Category: Healing) Bingo Gaussian's Synchronized Fire-Control (cost 2 convertors) Reference: https://hcwiki.cityofheroes.dev/wiki/Enhancement_Sets Convert menu on enhancement tray.

Yep that's what arena does. There's also a camera drone for viewing by non-combatants... I think I'm remembering correctly. Have not done arena in some time.

I have many completed characters "Fully IO'd" with no winter, pvp, or purple sets (other than a fire proc or a unique). I have less than a handful of over the top builds that include winter, pvp, or purple sets.

"Fully IO'd" could be pretty subjective.

@JulioThom33_2 Yep you nailed it. Procs OR Bonuses. It can be some bonuses and 1 proc. This tends to be the way it works out until a build gets super dialed in.

Love seeing Unrelenting & Unleash Potential used together with Link Minds and the focus on boosting holds & stuns (very under appreciated). Well Done! @oedipus_tex Gravity Control / Psionic Assault has always had a pull on me. Lift, Propel and Worm Hole are some of the most fun powers in the game. Add Drain Psyche and Psychic Shockwave and I'M IN. Skipping many of the powers works, they just aren't needed on higher end builds. Note: It does become very average if you play down to lower level content.

Rune of Protection then One with the Shield is about 3 minutes of additional protection and 2.5 minutes without. Not an awful way to go. However.. one of Dark's strengths is the -tohit which could fill some defense gaps. It could be challenging to apply that to ranged targets. Just some food for thought. I bet if you tried a little harder on build 2 you could cover ranged.
