I know you are quoting Peregrine but indulge me a couple comments: Make a new power set = zero limitations I am not disagreeing with what you are saying merely pointing out the obvious least impactful path for radical changes. What about the players that play a character now and regularly? Is it okay to "find their favorite powers completely unrecognizable"? At what point should the wishes of people who don't play existing sets trump the wishes of those that do play the existing sets? Just food for thought.

  4. Players may want to hold off on doing respecs. (as changes look to still be happening) Separately: Hopefully those who have had existing characters impacted by Issue 28, Page 2 have received their Respec tokens. With additional changes one would expect additional tokens to be provided. (..but if it was forgotten with the primary release, it is likely to be forgotten with supplemental patches or deemed unnecessary)

  6. And this works well in general if the changes are 1:1. If that mutually exclusivity isn't actually exclusive it is problematic and potentially a false choice. (play our way and benefit, or don't and self gimp) I do think the team has also done a pretty good job where a power is removed but the functionality remains somewhere. Revive formerly in Regeneration (this patch) and Stun formerly in Energy Melee (previous patch) were incorporated somewhere into the remaining set. @arcane@ZemX "Is there a particular change you have in mind that you perceive as breaking the rule?" The Cottage Rule is a general guideline not Law. This is not intended to be an exhaustive list, but examples. Some listed should be okay others may have over reached. One good tell, in my opinion, on whether something is bumping into the Cottage Rule guideline is if a player is going have to respec.

Issue 28, Page 2 - New potential Cottage Rule impacts Powers & Gameplay Adjustments New Control Mechanic: Deep Sleep Controller & Tanker Inherent Changes Armor Powerset Balancing Pass Balance Tweaks & Fixes Being able to control T9 pets or having T9 crashes removed obviously do not have Cottage Rule concerns. Other changes might bump into Cottage Rule territory while a few might fly in the face of this guideline and without good reason impact Dev-Player trust.
  9. Interesting suggestion. (it might need some refinement which it seems you'd be okay with) If character's power set has been changed a flag or notification seems to be a reasonable request. Why? Does a player need to read all the patch note to know if their character has been changed/gimped/broken? Some players might miss a page or two. Patch notes without the related discussions can be a bit cryptic. ..more reasons Should this be a priority dev item? My opinion, no, but I can see why someone would ask for it and how it might help those who are not participating in Betas and reading patches. What are you 100?! Examples: Ouroboros > Mercy (There is access to Atlas Park but not Mercy Island) Alternate animation for xyz Not necessarily: ACME gadgets Power Sets complete with "Bop!" "Bam!" "Biff!" Whips Clown MMs

  14. I looked through the Sentinel builds recently and nothing ground breaking. Mostly leaning into finding +Heal (4 slotting Numis). Traditionally +Rech was number one for me with Regen and Resist second and the Debuff resist for slows if possible. Now, for Scrappers, I might be likely to maximize MaxHP and Regen numbers while still looking for +Rech. Additional Resists could come from other means to let IO set bonuses help with priorities and offense. Chasing defense is still a trap. Regen is going to get hit, this is still the way. Brutes and Tankers may lean a bit more into capping or overcapping Resists as they may more easily cap MaxHP. Scrapper HP Cap ~2400 with ~150HP/s Regen and any significant Resistance is gonna be very tough and Scrappy.
  15. Having to consider normal leveling, normal builds, level 50s, fully optimized 50s with accolades and then also incarnates and min/maxing. Not an easy assignment. Let's call the lower end: Normal leveling, normal builds, level 50s. The higher end being: Optimized 50s with accolades and incarnates. (we'll just drop min/max from balance consideration) What we see too often is the lower end (new players and casual players) bearing the brunt of having to 'balance' the higher end of the spectrum. [soapbox] I've always appreciated a game teaching players as they level up. Elegantly introducing new powers, capabilities, and advantages while also revealing new challenges, visual clues, hints, triggers, and alternate solutions. Blending learning with natural game play to where it may not be obvious and combining that with a good variety of capabilities can result in high replay-ability. City of Villains/Heroes has some secret sauce. Opinions may vary on what that entails. [end soapbox]
  16. Totally fair. I appreciate your response. Your first example "just regular lvl 50 IOs" includes accolades. Removing them can increase the gap.
  17. I'd take this response as "we're trying". A list of the worst would likely be needed as typically is subjective. This release included addressing Controller and Tanker inherents as well as an Armor Power Set balancing pass among other power 'balancing'. So for Armors we are to understand the worst included: Dark Armor, Electric Armor, Regeneration while Energy Aura and Radiation Armor were over performing. In the future, based on current and past "fixes", players could expect the Homecoming team to take more liberties with lagging powersets. Expect tear down and revamped solutions while overperforming / meta sets receive lighter tweaks.
  18. So for the majority of the game.. I just want to confirm what you are saying. I understand the play-style that basically skips to 50, makes a dialed in build, and starts from there. It is just a fairly narrow experience that is not reflective of new player, leveling up, limited resources, or less dialed in builds.
