  1. If whirlwind is going to be changed, just slightly reduce the endurance cost. Otherwise it's a great power, especially when you proc it out with KB to KD and a FF: recharge proc.
  2. You mean people don't like using Office? I guess it's pretty bad that I've used Microsoft Planner to sort out which characters I have for priority to 50, and Excel for tracking accolade related badges.

Increased damage cap scale (especially in human), suppression of toggles on form swap instead of detoggle, build in some mez protection in human form, maybe even access to hero side ancillary power pools to counter VEATS access to patron power pools. Bring back shadow cysts, void Hunters, unresistable quantum damage. All these would also be useful for warshades too.
  4. Yes. Procs like that will effect the caster. The caveat though because it's not a toggle or auto power, the power needs to be used at least once every 120 seconds, so if your solo, hopefully you aren't a mind controller and can buff your pet to keep up the proc on you.
  5. Honestly @Snarky due to those enemies an IO with unique End Drain protection would be ideal. That all said I have a Numina/Miracle/Panacea Proc slotted on about 90% of my 50 lvl 50s. There's maybe 4-5 that only dedicate 2 slots to those. I do ensure I have a Preventative Medicine proc in all my toons as that absorb is great. Some Regen toons even get the Regenerative Tissue proc, but non regen toons don't really benefit enough from it.
  6. I like the third option there @Coyote, but wonder about NPC resistances to debuffs. Since Electric characters already have a ToHit Check on their attacks, then have to overcome the NPC's endurance, recovery, and potential resistance to end drain, before we get to the simulated exhaust of applying a resistance debuff or any debuff for that matter. Then the NPC resists that debuff further based on their own resistances or purple patch esque abilities. It sounds like awfully a lot of hurdles to jump over. Maybe the potential Exhausted effect would have a debuff to recovery as well, to help keep the enemy drained?

  8. Blapping really became popular in the PvP community as soon as PvP existed in the game, so quite a bit before definace 1.0. It spilled out into PvE after it became all.the rage in PvP.

If the there's say a team of 8 Incarnates fully IO'd you're right for regular content anyways, but there's ample opportunity to team with non- optimized heroes that might be leveling up through content, or using SO's since that's what the game is meant to be balanced around in which this could help immensely.
  10. If mobs attacks did cost more than 1 endurance then yes, endurance drain would be more useful. The issue being there is that they would have to alter the cost of every NPC power cost in the game. Which would seem to be a lot of work. I'm willing to bet that the live devs thought it would be more efficient to just leave the power costs for NPC at a default of 1 across the board in order to save time.
  11. Well considering that Sorcery came out first, then after it was done Force of Will did, and now Experimentation is in Beta, I'm going to go out on a limb here and make the assumption that if you wait, the other origin power pools get finished eventually.

My first character after beta was an elec/elec blaster, and it made it to lvl 14 over the course of a couple months of playing at launch before I shelved it for an Empath defender and an Invuln Tank (back when we had to take to as Invuln but that's besides the point). Since then I've had all at 50 rad/Elec, kin/Elec, Elec/SD, Elec/Cold, Elec/Psi. So I have a bit of experience with Electric Blasts, Manipulation, Melee, Assault. I really like the concept of using electricity but since the game has come out it's almost universally agreed on that electric based powers are usually power tier because of how sapping works. When we get sapped, we can't do anything except brawl or pop cabs, as our abilities cost a decent amount of endurance to to use. NPC's attacks on the other hand typically only need 1 endurance to attack. Which causes issue in sapping. Pair that with what seems like lower overall damage and you have a fairly substandard character. But what if....we changed how electric based characters worked so that as our target loses endurance, we gain bonus damage? That would help alleviate the notion that electric based powers do less damage while still preserving the vision of draining our enemies of their endurance. It makes sense that they would take more damage in that they'd be weary after losing their energy. So what about the following: Target Endurance @ 25-50%, electric powers do 5% bonus damage that scales to 10% when the Target's endurance is @ 1-24%, and another 2.5% if it's at 0%? The numbers can be played around as these are place holders, but would significantly help electric characters out while preserving the vision to sap a target.

Honestly with the work that @Cipher and crew are doing with the online build viewer that they want to be accessible from game that, if might be easier to implement something like a dynamic Respec in the form of moving a slot around if their project could potentially allow input from the player owning the character. The idea of allowing it to import mids builds and could auto slot available enhancements based on the build would also be a really great QoL function.
  15. Honestly I'd argue the most important aspect of blapping is the joust. Mobility is your most important skill, and learning how to hit a target with a total focus but land 20 feet away on the jump so your outside the"kill zone" of any strong follow up melee attacks is important. It's not like you're just standing there letting things hit you in the face. Jousting is the skill that typically sets you apart from being a blaster that has debt badges and those of us that don't.
  16. I made a damn close to softcapped beam/em going for the extremes of the range spectrum. I have amazing melee but also the longest range possible in the game. It's a new concept toon but last night it was hover tanking AVs, shooting things across the map so far the game doesn't render the effect even on max settings for me, but also smashing things in the face with bonesmasher, total focus and a proc'd out power thrust. The only drawback is the set doesn't have much for AoE but that's how I built it for concept. It is still fun Superspeed jousting mobs landing out of melee and immediately firing a shot from where I land.
  17. While I do agree that TW/Bio is sickening how strong it is, if I had to make a TW character with ice armor, I would go for a scrapper still because I think Icy Bastion is worlds more useful than hibernate.
  18. You make a good point in that the scope of something like that would be a significant time investment, and then the ramifications of players with existing powers.
  19. I was more or less thinking things like storm elementals, ghosts or robots. Essentially NPC only that could have a flag or built-in resistance to such an effect. I wasn't thinking about someone walking around with a blindfold on their character to protect themselves.
  20. Enemies without eyes should be immune to flash arrow as well.
  21. Overall it looks like it has some potential but I think it might underperform in a couple areas due to the random nature of chains. I really like the Amp Up power as it seems akin to my suggestion relating to an Amplification support powerset awhile back. Discharge looks interesting, but since it's a spender of static, I think we have an interesting opportunity here to have a scaling effect on the enemies it targets based on how many stacks of static there are. I would honestly rather than restoring endurance based on the number of stacks you have, have it debuff the Target's recovery/regen based on the number of stacks. I think that would keep the power relatively in line with the overall vision for the set but also help appease the masses asking for some more offensive application. I would also take the opportunity to add some resistance to end drain on insulating circuit, as that being able to offer some protection for allies to end drain would be fairly unique. Like I said though it has some potential.
  22. The cottage rule was something the developers from Cryptic later Paragon Studio set up, when they weren't out the door so did any necessity to cling to archaic rules. That said I would argue the best rule from a utilitarian approach would be following the weight of public opinion regarding changes.

  24. Not at home, but I was thinking about Adrenal Booster stacked with Hasten, and a high recharge build. How long is the duration on Adrenal Booster? And what mag recharge bonus does it give? If it's 30 seconds/ 30 %, I don't think perma Adrenal Booster is on the table, but 45 seconds and up I think it could be based on perma hasten builds. I am at work so I'm unable to boot up Pineapple Pizza for about 7 hours to test.
