Lets talk - The negative part of the Double XP Buff.
SeraphimKensai replied to Zewks's topic in Suggestions & Feedback
Over the course of leveling naturally 1-50, you'll make maybe about ~3 million (it's been awhile since I leveled up naturally) influence/infamy/information. The recipe and salvage drops you'll get could be sold for approximately ~25-50 million on the AH, maybe more depending on RNG. Here's the kicker when the game first came out brand new players often had DO's and SO's go red because they couldn't afford brand new enhancements as they leveled, generic IOs made that much better for truly new people. The influence loss of the double XP booster is a nominal fee for it's benefit. I think the real issue you have is how to get newer players to play the market and learn how to do so. As when one does that influence becomes a bit of a joke as a number of us have taken lvl 1 characters popped inner inspiration sold those inspirations and then used that as seed money to flip in the AH to get up to the influence cap while still at lvl 1. The double XP booster was put in by Jimmy as a gesture of goodwill to give people a means to rebuild their characters from the original servers faster than otherwise possible given that 2xp weekends did happen on live. When the SCORE servers rebranded to Homecoming, they scrubbed all the old characters as they were tied to people's financial data for the old subscription system of live. That way people could get back to where they were on the live servers in a more timely manner. It's intended use seems to have devolved more to being standard use for people rolling new alts they never had. -
I suppose you could definitely farm with a scrapper, I mean I'll occasionally use my MF Triform Perma Eclipse Warshade just for the lulz. You can adjust your difficulty level up to the point you can handle it.

Welcome back. You can play an easy toon sure, but hell now's the time to light the fires and hone in that rad defender. Radiation Emission works well enough with Dark Blast in that literally everything you do to an enemy is debuffing them in some way or another. What difficulty are you playing on? +0*1, or something upwards to +4*8? Are you solo or on a team? On a Rad defender I would build for a blend of range and recharge if you're going to IO it. Reasoning dark blast has 3 cones, all rads heavy debuffs are targeted aoes, choking cloud and emp pulse work in melee but you can adjust where you are to avoid being in melee (as you want range to maximize your dark blast cones potential). If not IOd yet I'd suggest 2 EndRdx SOs in rad infection and Enervating Field. You want plenty of recharge and accuracy in lingering rad, and often recharge is enough for now in AM so you can slot out some other powers. Control the engagement, you could take stealth or use superspeed and it's phasing ability, or teleporting around to maximize your range (when your ready for binds and macros let us know). Gloom and moonbeam are your single target heavy hitters. Life Drain and Radiant Aura should keep you topped off. As you get slotted things will hit you less and less as that tohitdebuff adds up. Tldr: tough it out it gets better.

Welcome to another week. This week we delve into a bit of a subculture/subgame within the game base building. Do you make your own base or use a sg or a friend's? Do you just use a base for a teleporter room and to store your loot, or do you use it for other purposes? What about base tours, are there any amazing bases that you want to bring up? If so who built it if you know? What are your thoughts on base PvP? Or potentially bringing back base raids? What features would you like to see bases used for in the future? Any big needs in the base editor? Feel free to add pictures or base codes and servers if you'd like people to check out your bases.

Kismet is standard slotting for me as well, and depending on the character I'll take tactics as well. Otherwise I ride off the natural acc from my slotting choices and any incidental acc gained from set bonuses. If a power doesn't seem to hit well enough I'll slot more acc, but that's hardly the issue even at +4.
-
Without too much thought: Force Field/Energy/Power Mastery with Flight, Force of Will, Leadership, and Hasten. Otherwise you could go Illusion/force field controller for more "energy constructs".
-
Personally I'd say a damage cap of 775% and Fury 1.0 was better than the current iteration of fury.

This is true for characters that don't have an aim or build up power. The reason is in aim or buildup since they have a base recharge of 90 seconds, you'll have a 90% proc rate for the gaussian proc. In tactics, its useful on a MM or characters that essentially only get used in large leagues due to guassians ability to proc increases based on the number of allows affected by tactics. So if you are a solo blaster, it's hardly going to be going off in tactics.

Tanker/Brute Widow Summon Doesnt Show Slow Debuff Enhancement
SeraphimKensai replied to Monos King's topic in Bug Reports
It's honestly kinda buggy that veats get a blood widow from soul mastery and scrappers/stalkers get a night widow imo. Your seeing the ability to slot tohitdebuff likely because the night widows have access to smoke grenade. Since veats get blood widows they don't have smoke grenade nor any powers that do tohitdebuff. A slow enhancement would work to slot that aspect of their powers if you could slot it. Question if you slot a dam/mez Hami and use a power analyzer do you see a increase in the slow on a target the widow attacks? -
That was the strangest news story when it broke. When I heard it on the radio I didn't believe it at first. At least they were creative in how they cheated. Now I imagine any big stakes poker game will have to scan people's rear ends for potential cheating.

Welcome to another week on today's program our topic involves NPC Factions within the game. What factions are your favorite to play against? What factions do you hate playing against? Which factions have the best lore? What about factions where the lore is lacking? What if any tweaks would you have for a faction group? What about interactions of faction groups with each other, ie. faction v. faction alignment? What do you think about various versions of the factions whether they are blue side, red, gold? Do you see a difference? As usual thanks.

No experience with it as a scrapper but I do have an incarnate fire/rad stalker that I made on a lark last summer as a clone of my rad/fire blaster. I'm in the school of thought that I like proc bombing ground zero/rad therapy. It's perhaps more useful on a stalker as opposed to a scrapper when comparing for most primary sets AoE potential. Fire melee on a scrapper isn't any different than on a stalker, so you might consider proc bombing as well. I built mine with a focus on melee defense to help mitigate some incoming dps, to give it's resistances and absorbs an easier time than if I was a tank. You're mileage may vary, I'm also popping into hide all the time. Both sets can work well together and seem to be related thematically at least. You can looks through a number of other builds on the forums using each set and get an idea. Try stuff out on test to keep it cheap, and then once you know it works build it out on the production servers. Good luck.

My latest toon is a fire/ea/leviathan troller. Smokes a group, runs in with faraday cage, then fire cages, bonfires and water spout. Then it uses foldspace to refill the murder dome. The imps are mostly fodder but they hold up with EA's chains fairly well.

That could of my one of my kins. I have one that I couldn't fit speed boost in the build. However, if it was me though I was probably busy laying waste to everything in my path and the ITF lasted about 9 minutes.

Well if you can root it and get Windows running on the phone you might have a shot to get it working. On another note: It is possible to run the game via virtual desktop and play it on a headset. That said it's not optimized and choppy even with WiFi 6. It's basically just playing on a movie theater screen.

I'm more willing to help you make your own build then just hand you one, so here's some tips... Depends what you're ultimately looking to do with it. Typically with Poison you need only 3 powers from the primary as mandatory picks, and a potential fourth if you have say 5 or so slots to proc bomb it. Envenom/Weaken/Venomous Gas each work well enough using 2 slots a piece in my opinion of 4 50+3 Lysos and 2 50+3 Enzymes. Irradiate has a base 20 second recharge so it's right around the length of time that you'll see it firing off procs. I'd slot say 4 damage procs, an Achilles proc, and fury gladiator proc. Defenders get insanely high buff/debuff values so you're able to get a significant chunk of defense from maneuvers, weave, and cj/hover. With reasonable IO slotting you'll have m/r/a up to 30-35% defenses fairly easy. Your poison debuffs though will effectively softcap you to at least non-incarnate content by debuffing tohit. Throw power boost and clarion special on top of that and that would be some insane numbers. Good luck.

I really like elec armor personally. My elec/ice tanker was my goldside 1-50 toon that worked really well with great resistances, heal/end management, and mitigation with ice patch and power sink. I've never really been the biggest fan of kinetic melee, although I leveled a WP brute up with it to get a feel for it. Keeping Energized up as much as possible helps quite a bit with the endurance. I also recommend Cardiac for resistance based tanks that need more to reach your target resistances. Keep on tanking on.

I have 4 poison toons each a different AT. My poison defender is a poison/rad defender. Any poison toons aside of a poison MM should be built to withstand the horrors of melee combat in my opinion. With radiation you have irradiate, neutron bomb, and atomic blast which are effective in melee for aoes that really pair well with poison. Your debuffs will really neuter things around you so there's not much damage coming in and mez prot used to be essential (still kinda is) as venomous gas would get toggle dropped but now with suppression it works out better overall. Poison does use quite a bit of endurance so planning for that is useful. But yes you can build a poison defender to tank AVs, mine has provoke for just such occasion.

I will agree that soul drain is great, but I wouldn't necessarily put soul as the end all be all of Dominators' epic pools. Ice is amazing as a dominator epic pool. Although you're making a fire/psi (make that they work great), I'd also suggest an Illusion/Savage as you originally wanted to try savage. It's a combo that is highly mobile and pops in an out of fights and is really fun to play.

I didn't know that you considered me a friend.

Since reward merits to ATOs or Winters have the same cost, why not have the packs have the same cost and equalize their pricing over time on the market. Since the Hero/Villain packs can have multiple ATOs in then I think the 10 million price is realistically reasonable. The same is true with Winter Packs. Keeping the price to 10 mil would prevent the price of resold IOs from them from bottoming it out, but also give a reasonable bubble for some to play the market.

Black Dwarf Antagonize - accuracy needed?
SeraphimKensai replied to Scientist's topic in Peacebringer & Warshade
https://cod.uberguy.net/html/power.html?power=warshade_defensive.umbral_aura.black_dwarf_antagonize&at=warshade Acc is used in PvP for Antagonize, but not needed in PvE.
