  1. I should be more specific: the LAST part of it. Defeat the Ravenwing Cabal. THAT part is bullshit. Everything before that is fine.
  2. This mission is so stupidly, unfairly difficult. It is NOT properly balanced. It is Incarnate level difficulty at level 40. Fix this absolute pain in this ass trash mission.
  3. Check the Parking Garage underneath the fountain plaza.
  4. Opportunity bar should build when you attack, hit or miss. Opportunity bar should not decay, only build and get spent. Opportunity bar should be spent upon activation of Opportunity, so that it can be built up again while active.
  5. That's why it's balanced. Because it's a paper thin god mode that can be easily stripped away AND it's basically available to everyone, with varying degrees of investment.

  7. Defense is less consistent. It is also impacted by enemy rank and level more heavily than res. They are balanced, it’s just more complex a balance than “x=y”.

  10. Ah, yes, of course. With Defense that makes sense. Not with Resistance, since there is a hard cap we can reach. But hell, this game is full of weird stuff that makes no damn sense, so maybe there's a cushion for Res too. I have no idea.
  11. To me the existence of unresistable resistance debuffs is no more problematic for resistance sets than is the existence of auto hit damage and debuffs for defense sets. The idea that def and res sets are wildly out of balance simply does not reflect my game experience.
  12. no, the same does not apply to Defense. that’s why ddr was added. In fact I don't know that's how it works on res either. Resistance beyond the cap continues to help because it adds to Resistance Debuff Resistance. I don't know that either Res or Def beyond the cap provides a "cushion". Is that how it works? Someone here knows. @macskull @Bionic_Flea?
  13. If you're capped at 40 then ALL ally Defense buffs are wasted beyond that.
  14. That's not how it works. If you have 75% resist and you get hit by a -20% debuff, you resist 75% of the debuff. Your new resistance should be 70%.
  15. Every damage resistance power in the game. Damage resistance resists damage resistance debuffs.
  16. However, the res scrapper can easily add a big chunk of defense, while the def scrapper has much less access to additional res. You are asserting a need for def and res to be mathematically matched at their respective caps that has not been demonstrated to be necessary. Perhaps it FEELS to you like there should be more direct parity, but in practice neither resistance based nor defense based scrappers (not to mention squishier ATs) are actually being constantly outperformed at the highest levels (or lower), so far as I am aware. I think you would first need to demonstrate otherwise for the suggestion to really be taken seriously.
  17. Perhaps those should be lowered to like 100-150? For the purpose of making it easier for the devs to build new difficult content. Perhaps it's not necessary.
  18. For sure. I would not support AT specific Def Hard caps unless (A) that cap was around 60 or 65 and (B) the game was fully redesigned with these caps in mind.
  19. I think you’re taking him too literally. You could have a successful scrapper with only 40% defense… If, if, that isn’t all they have. If you had 40% defense and also some damage resistance and healing, I think you’ll be fine.
  20. Because you’re conflating two different things. Saying that in order to play the highest difficulty content you have to have a build using the best loot and saying that there’s only one kind of build you can use are two different things. You could build your character in many different ways, but if you’re building it with just vendor trash enhancements then you shouldn’t expect to be able to easily complete the hardest content in the game.

  24. Again, it is explicitly clear in the story. Ramiel says: "Look, in the future you're crazy powerful and can solo AVs, go find the Well. Oh, the Well has moved, guess you'll have to get there the long way." The long way is the Incarnate system we have. Now of course I agree that the actual level of power in that mission is excessively over the top, but it's an illustration. So, you're right, it's an exaggeration, but that was definitely always the intended direction, that players can become super super powerful.
