If you want an absolutely easy-mode fun toon, go Super Reflexes / Dark Melee. With SR you take all the toggles and 3-slot them with Defense Buff. Take the passives and 2-slot them with Defense. Combat Jumping gets 2 Def Buffs.  Your defense is just a fraction under soft-cap and nearly every attack will miss you, easy as pie. 2-slot Practiced Brawler with Recharge and set it to Auto. At 28 you get Soul Drain and 6-slot it with Gaussian's Sync'd Fire Control and you're at 46.79% Defense to all positions and ready to take on the world. (or take Maneuvers and 3-slot it with Defense).

Now you get to take every power in Dark Melee and slot them up for acc/dam/rech or with your favorite sets and spend all your time punching everything you see.

 

It'll be great solo, easy and cheap to build, and will do just fine while leveling up.

 

With all the other combos being suggested you have to take a bunch of pool powers and buy tons of expensive sets. Lots of Superior versions you can't even slot until 50. All the resist sets are super expensive to make durable, and the Hybrid sets with half defense / half resist are tricky to build. 

 

SR/DM is easy peasy lemon squeezy, fun and easy, and later you can rebuild it as expensive as you want in order to get more recharge, resists, etc. But with either just one set (Gaussians) or one pool power (Maneuvers) you're at max defense and ready to fight.

Simple to drive, good to solo and team, strong ST & AoE damage without any real endurance issues, plus cheap to kit out with IOs early on?

 

I'd say Willpower/Claws - covers just about everything the OP is asking for. It can get overwhelmed in higher content like +4/x8 without sets and incarnates, but for a newer leveling player?

 

Easy mode. (Just make sure to slot a KB 2 KD in Shockwave, relatively cheap IO)

I consider Invulnerability to be the most hands off of all of them. 

 

Invuln Framework is definitely a great build guide. For people that want to play content to level, I recommend swapping in at least one more attack in the early levels just to keep a smooth attack chain going. You can respec that extra attack out once you get the bigger hitters.

Apologies for the necro, but I was asked for my Rad/Staff build in game and this is where I last posted it sooo... an update of sorts from earlier in the thread.  This build relies a little bit on Staff's Sky Splitter +res(All) bonus when in Form of Body stance as well as the Might of the Tanker ATO to boost resists.  I also gave up slotting defense as I found the lack of DDR meant any defense I put in was stripped anyway in the really tough fights which is the only place I ever need it.  Instead I focused on addressing all the incoming status debuffs like toHit and slows.  Not getting slowed is a big deal for Rad Armor in order to keep refreshing Particle Shielding or using the heal when needed.  There are still a few rare cases where endurance drains can cause me trouble... so I've considered giving up a dmg proc in Rad Therapy for Theft of Essence end proc.  Something to think on.

I still think WP is good for a first timer, but I tried Kat and in a solo situation. The fact that Kat is lethal damage can make for rather boring soloing. I still love StJ, but the AoEs are small. Ice melee has been great with Ice Patch. Rad Armor with the Threat of Essence proc makes it super end friendly. Needless to say my Rad/ice has been super smooth to solo up to 29 so far, and that's not with optimal slotting.

Shield Defense/Super Strength.

 

There's probably better builds mechanically? But rocking the "captain america special" is a great way to play. All your powers are super staight forward, like, there's ZERO complications with this combo, everything you expect is directly on the tin. It's simple and cheap to slot, all you really care about is reducing your stamina costs and pumping your damage, which you can do just fine with SOs.

 

It's very simple, its very cool, its very stylish, is very effective. These are the four things I would say are key for new players, since I, as an inexperienced player, value these things most. I find that having this sorta "core fundamentals" character helps teach you as a player what to expect while leveling in general, and is a great springboard for other, more dramatic or complex ideas.

Not kidding. If someone asked for the toughest set I'd answer something else, but best powerset for a new tanker? Fire Armor. Fast recharging heal, endurance clicky, early Burn to kill things dead before they hurt back.

 

Couple it with Ice Melee and you can start a fight with Ice Patch and kill things as they flop. With two Build-up mechanics + damage aura + Burn it's all the tankiness of a Tanker with nearly the damage of a Scrapper.

 

Like this! Fire Armor/Ice Melee is a REALLY powerful combo. You effectively become that kid from home alone, making your enemies slip on ice and getting multiple cocussions while you light them on fire. You can slot ALL kinds of things in those sets, like, there's three AoE toggles for damage in between them? You can slap a Perfect Zinger: Psi damage into one of them, Ice Mistral, Impeded Swiftness, there's probably a few "chance for imobilize" or "chance for hold" you could tick in them maybe, and just turn the area around you into a terrifying AoE hell from which there is no escape. You can put a -res in there maybe? I dunno. I havent made one, Im having too much fun with my SD/SS tanker to start leveling one...

My vote for secondary goes to martial arts. It is simple and does decent damage. While it only has one AoE it is a decent AoE with a good cc. Most importantly storm kick gives +10% defense to all so reaching defense goals is super easy. 
 

As far as secondaries go: I personally believe shield to be the best tanker armor. Paired with ma it is beyond ridiculous. It is honestly fairly low maintenance as well. You only have two click: the cc protection and shield charge. I don’t really count shield charge as a defense click as it is an attack. I know some hate the click mez protection, but it actually works out well for shield because it allows for double stacking to get very high defense debuff resistance.
 

If you want a purely set and forget secondary though I’d suggest pairing MA with willpower.  Willpower requires no active maintenance and has good layered mitigation. Rise to the challenge is awesome and MA helps with defense. 
 

TL;DR:  Shield/MA for max power and Willpower/MA for max smoothness.

I would probably vote for Rad/SS  or /WM or pretty much any secondary really. Some CC in the secondary is always helpful.

 

RadA has good resists mostly and those it is low in are not so common. It has very good endurance recovery, especially with a Theft of essence proc. It has regen and good heals/absorb. 

 

Shield is great but takes a bit more building i think. Rad is good even on SO's and can do a MoITF with buffed mobs when built well.

Staff is fun. It has TONS of AoE, so you'll see LOTS and LOTS of orange numbers flying. As mentioned before, Guarded Spin, Innocuous Strikes, and Eye of the Storm are MUST haves.

I have numerous Staff tanks and brutes. I really enjoy it.

I have played a variety of tankers with my Ice/Ice/Ice being my favorite.

Finally rolled an Inv/SS a few months and just wow.

Doing Stone on a Brute, but it works well enough I see no reason for it to not be newbie friendly for a new player. Honestly, outside of things like Dark and Fire needing KB protection, I think just about any primary works.
