As far as we can gather it was meant to be a lead in to further arcs involving the Skulls and the Petrovics, BAB and Deadlock and so on, but the game was shut down and they were never made.

Well, YOU don't become a villain.  These "personal story" things got sprinkled around at some point to flesh out a story not involving the player character. 

 

I'm not really a fan of them either because you get put in someone else's skin, they have crap for powers, typically get to jog around the mission at non-sprint speed, etc.  

 

I'd rather watch a cutscene, tbh.

I think the personal story missions are a neat insight into things going with some of the major NPCs.

 

And they are all worth a badge to play through.

 

On the bad side, most of them are pretty clunky to play through.

Because red side is best side.

 

If I got to beat up Manticore instead it would be the best mission in the game.

It's a mixed bag for me. The Heather Townsend one felt half assed I'm particular. They could have had some ghosts representing her survivors guilt or something. Why TF is she looking at two boxes instead? Pretty much all the other DA ones are really good IMO. The Praetor Duncan one made me like her as a character quite a bit.
