Nearly all of those get tired at plot relevant times. Not that those character from non COX universes are actually relevant. -

We do the examples every time under some weird assumption that COH lives by Marvel and DC rules. It is instead its own internally consistent comic universe. Also its a game, so its required to be more structured. Also Rage is only a game mechanic, its not necessary for the character to actually be angry to use it. In your head canon your character can be thinking about flowers, rainbows and butterflies and gain increased strength for 2 minutes. -

The damage of all powers is currently based on recharge, with a handful of exceptions. So IDK sounds radical to change that at this point. -

Imagine how powerful click rage would be on stalkers if the ATO recharged Rage. Quadruple rage? Septuple rage. -

Yes. There are plenty of Super Strong characters that are more Scrapper than Tanker. Even some that are closer the Blaster. I was more thinking the original City of Heroes divisions between Tanker type Melee sets and Scrapper type melee sets. Those days are over. Have been over forever. -
Its true you can make a good ranger as a blaster. If thats what you want. But really I see the "blapper" as the default setting. And pffft safety.

The bonus rage needs applied would vary a lot based on the recharge values of jab, punch and haymaker. On tankers and brutes these three powers have HALF the recharge of comparable powers in other melee sets that started out tanker (stone melee being the easiest to directly compare) This was great at low levels of recharge, but these days it makes full powered rage and even a fair amount of double rage necessary. But scrappers could get those three on 3/6/9 or 4/8/12 allowing a lower power rage to work. -

Yeah. But the single rage cluck and toggle both seem like non starters for brutes and tanks. Maybe Scrappers could get their own sort of rage. -
Blasters have the best Melee attacks in COH. So it makes sense to Melee with them. The right question is "why not melee?"

If you do any reading of Dr. Lawrence Krauss without quantum events the Unervise never would have started. So they are needed.

I think the whole thematic feel based on AT sailed years before the Sunset. So don't see it as anything more some kind of nostalgic appeal at this point -
The original two runs of X23 were good. Likewise the run on xforce that included x23 was good, if dark. After that the character becomes flanderized. The original run of Runaways was really good. She Hulk when they reintroduced her own title was good until she became a bounty hunter, then it got dumb. Moon Night getting his on title again in the early 2000s was great. Though jarring if you preferred the 1980s take on the character. Ultimate Spider Man was excellent until around that flood event then it got dumb. The first year or so of The Ultimates was really good, and shows where a lot of the ideas for the movie Avengers came from.

Without fixing Rage I don't see SS moving to scrappers. Rage fixes are the most notorious topic in COX history. The amount of inertia when it comes to rage couldn't be moved by someone with nearly infinite super strength. -

Stalkers would get build up. They always get build up. Which means jab punch and haymaker would need longer recharges, higher end cost, more damage. Otherwise SS would be too feeble for Stalkers. -
But so is Rooted really. Of course with tanker numbers and IOs you can make a non granite stone tank work. But the same investment will build you a better ANY other kind of tank. Its okay. Someone has to suck the most. That is Stone Armor's job. It just has this impossibly awesome Tier 9, toughness wise. With all those drawbacks.

Scrapper Energy melee power order and 'lack' of combos

This is hardly unique. A lot of melee sets have progression issues. -
I'm thinking of doing an inul/em and using that guassians in invincibility some of us were talking about a couple months ago. But then I wonder about doing a EM/invul scrapper instead lol.

True. But you can be nigh unkillable and solo 54x8 stuff with ease at a much lower level of sturdy than needed for the challenge. My stalker never dies at 54 against unbuffed non incarnate enemies but I was smooshed in that challenge.

I probably play less hours most weeks than most casual players since my work schedule is demented. 200 million is a lot for a leveling up player maybe. But for a 50+ incarnate? Its nothing. Its not even horrible if you dont have an incarnate. Just do the weekly task force every week and you'll have it with very little actual playtime. Just convert merits to converters and sell them. There's no maintenance fees or anything like that in this game. If you are in a hurry do it with multiple characters. Though that itself is a bit of a trap. 200 million is nothing times 1. 200 million times 10+ characters is a lot. If you have limited playtime and you want an expensive build, either learn to market, or ditch the altitis. I don't have the patience to market, so I work on one character at a time
