SR is very good on brutes though.
My personal favorite SR brute was claws.
SS is good too since scrappers don't get that set. But with the current Rage situation might be rough on SR brutes.
If you plan on exemping a lot in the 15 to 30 level range brute is better due to the level progression for SR being different. Due to the AOE toggle and taunt aura.
Otherwise Scrapper will probably outshine the brute due to higher damage and more than enough survivability.
There was an effort for a time in Marvel Comics to standardize these things in that universe. Back when comics cost 60 cents each and there were 30+ concurrent titles.
But that fell apart too.
Your point is indisputable in my opinion. The revolving door of writers make any consistancy impossible.
Dragonball isn't actually a comic book setting in the traditional sense.
So this is a cross genre as well as a cross universe contest.
Making it double meaningless who would win.
Both are in the boring invincible hero camp though.
I remember Rolemaster and Merps that was a well produced set of books. Especially all the campaign supplements for Merps. I owned quite a few of their offerings but was hard to get people to play.
James Bond was a good game, we actually did play that one for a while.
We played the heck out of Star Trek though, so a bit of the opposite. Used to set the basement up like the bridge of the Enterprise.
You will notice that this thread is over a year old. It got Necrobumped a little while back. So the chance they are going to remove the crash entirely seems unlikely.
The Uniques really are not that expensive in the current Homecoming economy. Run a few Task Forces, convert the Merits into converters and sell them and you will be able to afford them. Or a few solo arcs etc.
Otherwise perhaps try Street Justice. It feels "strong" with no rage crash. The Moves are pretty much Standard Comic Book Fighting(tm).
You wouldn't need many "set IOs" to boost your "basic IO build" to the point it was just as survivable as the overlapping Rage glitch on live gave you.
Suggestions-
Add in the two 3% Defense Uniques into two Resist Powers
Pick up a couple of Kinetic Combat or a few Smashing Haymaker sets
Add in the two +Resist Uniques into two Def Powers
I'm pretty sure making TW seem like it actually has competition from other sets is the point.

The recharge reduction during momentum is clever. It addresses the clunky feel on SOs somewhat, but it hurts the high priced io builds ...
