    I'm good with the slower pace of content releases on HC given the volunteer staff and the aging nature of the game. Quality over quantity. I can't comment on other servers because I have not tried them.

    Ice powers are popular, what can we say? I suggest hitting the good ole trusty thesaurus anytime I want names that are taken. A quick search for the term you want will suggest alternatives.

    I've never seen it proc off of Ice Storm or Blizzard. Those sort of kind of count as pets so I believe the pets aren't inheriting the chance for psi damage. The other issue is that targets must be held in order to gain the bonus damage to it. If the target isn't mezzed somehow then it doesn't effect it. When it works you should see it pop up "Waylay" and list the extra damage portion.

    This is all true. My sound effects volume is set to 10% and it's still louder than all the other apps on my PC.

    For the record Mr. Rogers was never in the Armed Services. Captain Kangaroo (Bob Keeshan) was but never left stateside before the war ended.

    There's nothing wrong with a little transparency but everyone should really be keeping their hands to themselves.

    I don't know if that particular magazine is available in the base editor without checking but it's just a room decoration. It shows up on desks everywhere.

    As long as it's not required that I ever set foot in a PvP zone I am completely indifferent.

    I like the street south of the Police HQ. A lot of the time the problem is people keep the Lost cleared out and other spawns take over.

    You need to try it from the Powers window. The tray or buff icon doesn't have the option. The Powers window might not either. Some temp powers aren't deletable.

    He'll offer the Story Arc sooner or later. I had to run what felt like half the list last time I ran it. A lot of his list is actually a series of min-arcs so if you take one he'll only offer those missions until you complete them.
