I am going to cast two votes. One for new players who havent quite found their way. I can recall taking acrobatics on my SR scrapper because I figured he would do flips and stuff. He didn't. 😞 I also recall spending an hour trying to slot my first ranged SIO and wondering why it didn't work. This was on a blaster. Why didn't it work? Fireball is obviously a ranged power isn't it? Stupid broken game. Eventually I learned the error of my ways. The other vote is for long time returning players that are mucking around with concepts. Sure the power choices arent optimal but they make sense with the character conception.

You can email it to your global to be picked up by any alt. Same with enhancements, inspirations, and merits.

Hmmm. Isn't there a limit as to how long you can store stuff in email? Maybe you are creeping up on that.

Do I need to fi ish the DA arc on the character I want to run it on?

Fire/time controller would actually be pretty fun. Lock stuff down in burning cages, slow whatever is still mobile and let the imps feast. So much control and so much damage. Hmmmm. Now I need a name and a costume. Do we have any cool robes yet? Dont have to flow but seems to me the last time I looked the options were pretty limited. Granted that was 8ish years ago so times might of changed.

Yes you do need to buy a new set of enhancements for the second build. The third one as well if you really wanted to be pimped out for the next Posi 1. Now how you get the third one I don't recall. Suspect it has something to do with becoming an Incarnate though.
