Sorry but any brute will solo regular content just fine. That may not be the answer you want but it is the truth. /Stone is probably the worst armor to pick due to granite taking away from damage and recharge but it still does fine solo.

Ice / Ice Blaster question about Ice Storm and Proc

Nope, you are still wrong. Cast rain of fire on 4 mobs. 3 of them were hit with the immobilize proc. Edit... Got home, went on the test server. Slotted blizzard with 4 damage procs. Cast it on a small group of clockwork in Boomtown. Blizzard only has cold and lethal. The procs are Fire, Energy, Negative and Smashing. Here is the combat log excluding lethal and cold damage Blizzard: You blast Prototype Oscillator for 394.62 points of bonus energy damage! Blizzard: You blast Prototype Oscillator for 394.62 points of bonus negative energy damage! Blizzard: You hit Tesla Knight for 535.44 points of bonus Fire damage! Blizzard: You blast Tesla Knight for 358.74 points of bonus negative energy damage! They died to fast to get a great reading so moved on to Creys and decided to test it on something a bit harder to kill and give the power the full number of ticks. Blizzard: You blast Warhulk for 157.84 points of bonus energy damage! Blizzard: You hit Warhulk for 235.59 points of bonus Fire damage! tons of cold lethal ticks then... Blizzard: You hit Warhulk for 235.59 points of bonus Fire damage! Blizzard: Your target takes 181.52 points of bonus smashing damage! Tried it on something else In the middle... Blizzard: You blast Chief Soldier for 157.84 points of bonus negative energy damage! Test results were the same for Ice Storm (although you can only fit 3 damage procs instead of 4). Do they proc often in rain powers? No. Is it worth slotting with mostly procs? No. If you have a proc due to wanting to get the set bonus will it still go off from time to time? Yes and in some rare cases more than once per cast. In rare cases as well I got 0 procs. -
You are welcome. When someone posts a build I try to not mess with the powers and only change the slotting to be more efficient.

One thing to note, the set bonuses from Winter sets, Purple sets PVP sets and ATOs stay with you even if you don't have access to the power they are slotted in. Attuning does the same thing but only to the minimum level of the set. Also LotG recharge counts as a set bonus of its own so if you attune it, you will get the recharge bonus all the way down to 22 even if you don't have access to the power it is slotted in. Once again, Attuning allows you to use the set bonuses even if you do not have access to the power they are slotted in as long as you are high enough level to use the set that is giving you the set bonus. So feel free to attune that Steadfast Protection and throw it in the resist shield you didn't pick until 49. You will still get that 3% defense all the way to level 7. Regular IOs, PVP and Purples you are best off boosting no matter what. Set IOs it really depends on what content you do most. If you are like me and like to run the TF of the week and help out lower levels a lot then attune everything else with a set bonus. If you just do end game content and almost never drop down in level then boosting is the way to go.

The build from zenijos10 figures in Power Boost and the full numbers from stealth to be soft capped. Neither of these are realistic as Power Boost is not perma and you lose some of the defense once you start attacking. So while in combat it would be at 37% ranged defense and 42.7 while Power Boost is running. It also ignores the OP request to use fly. As far as stealth goes, it depends on what your goal is. If you want to skip everything and not be seen then you will need either super speed with Celerity or actual stealth with Celerity. If your goal is to just not be seen until you are ready to attack and you are OK with hovering over stuff to skip it then just Celerity in sprint will do without having to dedicate a power pool and power pick for it. Defense is better (most of the time) than resist if you have to pick between one or the other. It is better to not get hit than to get hit for less damage. However when a defense debuff does make its way past it will make it easier for others to get through as well. Generally speaking, mobs have a 50% chance to hit you and will always have a 5% chance no matter what. So once you get to 45% you will only get hit 5% of the time again speaking generally. On a blaster, the majority of the attacks against you will be from range so you want your ranged defense to be at or near that 45% mark. Smashing and Lethal are, at the least, a part of much of the damage in the game so having high defense against those is handy as well for those AoE grenades that get tossed your way. That is where Scorpion Shield helps. It also adds handy set bonuses for LotG recharge. You could pick either Soul or Mu for higher S/L resists but you would lose a little recharge. Those are the only ones that give your damage/resist shield with 1 power pick. Those do require you to be on villain side and run the patron arc to unlock them. Most times if you need help with those give a shout out and someone will join. Now here is something Water/Energy that fits all the requirements of the OP. You can play at range and the only melee attack is forced at lvl one and would be used for knocking stuff away from you. Soft capped ranged defense (without Power Boost) if you go with Agility Core and well beyond when you do use Power Boost. It also will exemplar down well for doing the TF of the week or if you feel like doing all the flashbacks in the game. It is also a great combo as if you do get hit, you have the ability to hit Power Boost which will up your defense and with Dehydrate in your attack chain you will be healing a little all the time in addition to having another small heal in Energize. For those time you feel like running to the end of a mission you have some stealth in Celerity and Afterburner will help you not run into wall while flying and give enough extra defense that if you do get seen you will not likely be getting hit often. Just remember to turn it off before you start attacking as you can only use powers that affect yourself while it is on. Also I see you used 2 slot in fly to push you over the 45% ranged cap. However, fly speed is already at the max it could be unslotted so you are better off including the -KB in there instead of both being fly speed. If you go Agility, that will give you a bit more recharge plus allow you to only have the -KB IO in fly and free up a slot elsewhere as well. Or you can keep it there (and have Agility Core) and you would be over enough to drop Aqua Bolt and take Steam Spray and throw the other ATO set in there and get global 10% recharge and still be at 45%. Water Burst I would get rid of the extra damage proc and go with +recharge from force feedback. This will bring up your heavy hitters up even faster and likely get you to perma hasten if used regularly. You also have an insane amount of +accuracy which is not really needed when you have tactics 6 slotted and have accuracy in all your attacks. I would swap out the extra LotG sets (not the recharge of course) for Reactive Defense for more S/L resist and more HP or if you are married to the +Regen you could go with Shield Wall for even more HP and still have the +Regen. Ice / Ice Blaster question about Ice Storm and Proc

In my Rain of Fire I have 6 slotted Superior Frozen Blast including a chance to immobilize. It only seems to go off on the initial strike but I will normally see 2 or 3 mobs with chunks of ice around them out of a full spawn at x8. So while it may not be an effective use of the proc (I have mine more for the set bonus) they do go off. -
Decent budget build. Managed to cap out fire defense without spending too much. Kinda weak on the recharge but that will come once you farm up a bit and can afford the more expensive sets.

Pretty much any random primary along with /Fire can farm fire farms. Much of the damage comes from Fiery Embrace, Burn and patron AoEs. You could be an effective farmer with Energy/Fire if you really wanted to, its just that most everything will be faster.

I use ball lightning on wandering packs to grab their aggro and the other AoEs to take down the stuff close. If I am down to 1 or 2 bosses, then I move to the next group and the bosses will follow. Granted there are still some groups that never get close but once fully tricked out (and with macros for combining and using reds) you should be able to get under the 5 min mark regularly at +4x8 with bosses.

Not seeing the text and only observing the chat bubble could make what the OP posted far more offensive than not filtering. "Wait, you are going to do what to their throat?" Forget the game but there was one that bleeped out even mildly bad words like turd and any word containing that combination of letters. "So hey guys, thanks for joining the guild. We do raids on ******" (Sa-turd-ay). LotRO decided that the word klan was offensive (understandable) which made buying a trip to Buckland bring up a prompt "You have purchased a ride to ******" Also made giving directions a bit difficult. -
My biggest issue there was not the recharge, it was that it would bring me below 45% defense to S/L/F/C. Not much lower but even 2.5% means I am getting hit 50% more often (roughly). On a Brute I would not mind but with lower resists and under 1700 HP I would rather stay above the soft cap for those without inspirations. So I decided to see if I could squeeze any more defense so I could swap out the Alpha slot. Since I found my end bar hardly even moves, I found an extra slot from Stamina and put more defense in Combat Jumping and swapped out Mako's for Touch of death and poof, 45% or better to S/L/F/C/E. Still of course the Psi and Negative holes but that is what lucks are for. Now to figure out which interface helps kill AVs faster. I know -Regen and -HP both help but not sure which will have the greatest effect on those targets if I decide to do something crazy and try to solo TFs. My (maybe) final build. There is such a thing as too much recovery and this would be a prime example. You have so much invested on recovery you neglected your defenses. Acrobatics is also overkill on WP as you already have mag 10 knockback protection and the same for holds. High Pain Tolerance boosts HP with heal slotted and the resist bonus is minimal so HP should be your focus there. Focused accuracy is also one that should almost never be used as it gives worse results than Tactics for twice the endurance cost. 1 slot for Kismet unique plus Tactics for the times you are hit with to hit debuffs is normally plenty. Also the numbers for Physical Perfection are not that great but they do work great as a mule for unique IOs with slotting in Health for higher regen. I would also recommend getting all the +HP and +Endurance accolades. I would recommend Spiritual for your Alpha slot as the increase in healing will also increase your HP (and indirectly regen). Here is something with all those thing in mind. Higher defenses 40% plus to most everything as long a you use storm kick at least once every 10 seconds with Rise to the Challenge pushing to you getting hit 5% of the time vs most things. In addition it has higher resists, more HP (nearly 400 more), more recharge and more regen at a cost of less recovery and higher end drain from toggles, but still very manageable and short of mobs that get lucky hits with -end and/or -recovery you should never run low. I have that one in my heal on fire brutes and it normally goes off when my hp starts getting low before I use the heal. So can confirm it is working the way it says it should.

Yes it would work better as a brute made to take the damage however IIRC there was a nerf to AE farms (soon after it came out) with only bosses in the group causing them to be less efficient compared to groups with bosses, lt and minions.

Of the healing unique IOs only the absorb one does not require you to use the power in order for it to work. All others should be put in something that is always on like health.

I did read the entire post. You are complaining about a non existent problem and demanding the problem be fixed by having everything handed to you is my take on what you are saying. There have been plenty of times I needed that 1 winter IO that has 0 for sale to complete my build. What I did was put in a bid for a price that I thought was reasonable based on my desire to have it and previous selling points and I went to bed. When I came back the next day my purchase went through. I could have also used 100 merits instead had I been impatient as I have plenty of those but that would be less cost effective.- 138 replies

I just paid 6,555,555 for a crafted LotG. If they were 12 mil plus on the weekend, please explain how runaway inflation allowed me to buy it for just over half that price.
