For eg.: https://cod.uberguy.net/html/powerset.html?pset=praetorianresistance.boss_officer If you look at his powers, you'll see a list and then can click the power for more info. His aimed shot has a base accuracy of 1.05 and Overcharged Shot has a base of 0.9. So even within NPCs different attacks can have different tohit. And this particular critter also has "Leadership", which is essentially like Tactics on a player. So he and all his allies will have bonus tohit. From the Wiki article here we get: (https://homecoming.wiki/wiki/Attack_Mechanics) Further down you will also see: And then at the very bottom you have charts showing the differences based on rank and level. But then you also have to take into account any player defense and any debuffs placed on the player. So it can get pretty complicated!

From looking at my combat logs and talking to others in game, Storm Cell procs well but Cat5 and Chain Lightning do not. -

Or buy with merits. Steadfast is only 20 reward merits for the recipe in the ATM or Merit vendor. -

It's OK. It could be better. Just a little bit better and it would be excellent, even if not the fastest most damaging set. -

The problem is time to clear. That can be solved by more damage, faster activation, less DoT and more up front damage, or a combination of those. -

I agree that Storm blast, as a whole, takes too long to take down mobs. With most of the other blast sets if you hit aim/build up or equivalent and then your T9, then the minions are gone, possibly the Lts. too, leaving just the harder targets to finish off. I am talking about solo and at 50+ with a completed build. In a team of well-made characters by the time I cast Storm Cell most of the group is dead. If I don't follow up with another blast Storm Cell is just a debuff and adds no damage. If I follow up with Cat5 a few bosses will take Damage over Time in the single digits and I'll need to fire several more attacks to kill them off. In other words, it takes me about twice as long solo to clear a group as it does with other blast sets. However, I find that Storm blast seems safer than some others as the combination of -tohit, knocks, and fear keeps critters off my back. Does the set "work" as it is? Sure, it can get the job done and it's pretty to look at. But it seems like it takes too long to build up. Without Storm Cell, the other powers don't seem to do enough damage and you lose a lot of the mitigation. I think the set needs a little bit more. Maybe faster activation; maybe a bit of delayed damage from Storm Cell independent of the Lightning triggered by other attacks; maybe make Intensify boost damage a little more or last a little longer. At least, that's my opinion after having played a Storm/Storm Corrupter to 50+3 along with playing every other blast set to 50+3 in one AT or another and usually several times over. -

Yes, I remember reading that in the beta forums. I also paid attention this morning and, after we finished a mob, he followed me to the next group but just surrounded me until I started attacking and some critters moved forward. My next experiment is to see if tactics gives Cell better vision. It should, but you never know until you try.

But Six, why do you break things in order to fix them?

From what I can tell, it starts in the place you set it and generally stays there but will move slightly to cover critters that may have moved out. When that group is clear it appears to follow me until it sees a new enemy. I may have to hop past a group for the Cell to see them as my stealth is only partial and I can't get super close. However, unless the groups are fairly close and the battles fairly quick, I will more often than not summon a new one at the next group.

I didn't have time to test the Storm blast changes before now, although I did try to follow the feedback threads. But I did roll a storm/storm corr last night and got him to just shy of 30 running DFBs and the TFC task forces. It seems to be about middle of the road to me. It does not appear to be "OMG it's terrible" or "OMG it's the best" at least the way I am playing it. Regarding testing in general: I sympathize with folks who tried something out, voiced concerns, and those concerns weren't addressed. I have certainly been in that group before and it's not pleasant. But I also realize that just because things don't change the way I want them to doesn't necessarily mean that I was ignored. Rather, the devs may disagree or may want to see it in the wild with many players trying out crazy combos before seeing whether a change really needs to be made. I have also been one whose suggestions have been taken a time or two and been accused of being some kind of insider or teacher's pet or something. *Shrug* As my wife tells me, I'm always wrong so I should just get used to it. But I prefer to rage, rage against the dying of the light. -
Here's a quick reshuffling of stuff. Regarding endurance: You had Personal Force Field on. You can't attack with that on. You had both Whirlwind and Repulsion field on. Both use a ton of endurance for a toggle. And using them both may lead to stacking KB, even with the KB to KD IO, and the last thing you want is to knock things away from your bombs. I substituted those for Grant Invisibility and Repulsion Bomb. But if you want those back, I would only take one and I would slot some endurance reduction on top of the KB to KD. I shuffled some slots around so that you would get the benefits earlier . . . or at all. For example, the Kismet +tohit only works when toggled and you can't attack in PFF, so you would never get the advantage. So I moved it up to Combat Jumping so that you get it much earlier and in a toggle that costs almost no endurance. I would probably do other stuff, but no time now.

Maybe they have other things like the Halloween event that can be a source of Aethers. If nothing else, at least there will be an annual event where folks can pump up their Aether stash. But I would hope for more. OH! Could we add a chance for Aethers to drop in Super Packs? That would add another source of Aethers and another Inf sink. Some would use them, some store them, and others would sell. -

I just had a crazy idea, but not sure that it's codable in this system. Could you make a stun (or any mez really) that is more powerful at lower levels and less powerful at higher levels? That way it is more helpful at lower levels where just having a single extra opponent can be life or death vs later levels where you have multiple ways of either eliminating the opponent faster, better personal survivability, or other forms of mitigation.
