  1. I would need to understand why Halloween ? Is it that you want the badges for completeness and hate having to wait until October to get them ? Because I am looking at the rewards and its just temp costumes and badges. Ignore the Trick or Treat element. Maybe just make it something specific to Croatoa zone. Meaning a mission in Croatoa has a chance of spawning a ToT group. The biggest issue is mobs will be hitting you as you zone into a hot door and you could end up being dead. I would make it at the completion of the mission, upon killing the boss or clicking the glowy. Or lets change it all up and add the following; During Halloween regular door missions upon completion give you a chance to get a Halloween reward. Let say 10% chance Maybe have a booster that can randomly drop that can up the percentage chance of getting a Halloween reward. Adds another 10% chance So now if you want to do missions, you can and you get a chance to do ToT as well to get credit towards the badges instead of standing at that hotel clicking doors for hours.

"least sophisticated consumer" is related to Debt collection so you already pointed me to what type of work you do for a bank.. You are not an attorney. Worked in law enforcement for 25 years.. I work with corporate counsel every day on either regulatory issues and civil liability issues and criminal issues. Let see, I am deemed a Computer Forensic Expert in all 5 boroughs in New York in superior court, I am deemed a expert in basic electronics in Manhattan Superior court, I am deemed an expert in Optics related to binoculars in Kings County Superior court.. I have testified well over 1000 times in court and as recently as of 12 days ago on a attempted Homicide case.. I testified for my current employment in court. The words you are looking for are Beyond a reasonable doubt and preponderance of the evidence. Beyond a reasonable doubt is related to criminal cases, to prove beyond a reasonable doubt that in fact a crime was committed. preponderance of the evidence is basically I heard both sides of the story, both produced evidence, but which do I believe more.. The" reasonable person standard " is related to the court making a decision on something.. What would a reasonable person do. ETC.. But non criminal cases are Preponderance of the evidence. Which means the evidence just has to lean in either direction. Example construction worker falls off a scaffold with a permeant injury law suit. One side brings up that the scaffold was placed incorrectly not within specs required and thus caused the injury. Other side looks to deflect these statements with their own evidence. Maybe bring up the person has alcohol issues and was drunk based on witness testimony.. EG the boss as he is the one paying the insurance. Or the injured person has training and failed to follow the proper guidelines. But at the end the Jury or the Judge in the case of a bench trail ( which means there is no jury because one side or the other requested it, this is big in criminal sexual assault cases and child exploitation cases. As they know the jury will get emotional in making a decision in these types of cases.) will decide based on evidence brought forth by both sides which is more believable. Thus preponderance of the evidence . Beyond a reasonable doubt means I have to say and articulate to a jury or judge that the person arrested in fact committed the crime. I have to prove beyond a reasonable doubt that the person in the court room committed this crime that it was not someone else. Example bad guy uses stolen credit card to order stuff online to his home. I get evidence of IP address from online vendor. I get evidence of who had this IP address at the time of the crime from the internet provider. I get who pays the bill. The residence address. I go to the home. For sake of debate and to make the point.. Only one person lives there. The bad guy.. I scan the WIFI range while there to see no unsecure connections. I get a search warrant. I enter the location. I interview the bad guy.. I look at his router and physically connect to his router and see it is secure and no open WIFI.. I ask him about his WIFI connect.. He attest it has been secure since the day he got it.. As he doesn't know exactly why we are there.. I pull his hard drive and do a quick preview of the hard drive and internet history I do a keyword search for the items in question purchased with the stolen credit card. I find them. I do a search for the credit card number to see if it is in the computer.. I find it in a folder called stolen credit cards.. I find tons of other stolen CC numbers.. We do a search of the apartment and find the stolen items. I also find ebay listings of where he is reselling these stolen items for less than new price.. Back at the office I find out who all these stolen credits belong to and make calls to discover this bad guy does with a bunch of credit cards. This is MO.. Buys stuff with stolen credit cards and resells for income.. There you go Beyond a reasonable doubt in this instance has been proven, mostly through subpoena evidence and computer forensic evidence. But at the end of the day this has nothing to do with hiring someone to do contract work for a not-for-profit. Again I helped run one for 10 years. But I appreciate your attempted schooling..
  3. I disagree with the "However, most of the posters above have already pointed out why this isn't likely to happen." because their perception is incorrect and not based on facts. The common theme is paying an outside source for a one off is violating the not-for-profit, which is totally incorrect. As I mentioned in a previous post. A volunteer could do the work and get paid, but they would have to resign officially from volunteering and not be able to volunteer for 12 months following the work as there has to be some separation. it would set a bad precedent and make future potential volunteers not want to do so unless THEY get paid Maybe it is me but I am pretty sure the wording in red contradicts each other. I get your the GM.. But doesn't mean you are right. Further it is either you are working full time job and volunteering on the side or are out of college with some good skills and are looking to break into the gaming work force and this is great resume building. Even from a technical standpoint it is a great resume builder. If you were maintaining the servers and looking for a job within my bank it would make a good impression. Just shows skills and also volunteering is a plus. You know.. When I joined the bank, I really thought someone before me in certain parts of the bank had already thought of some processes around security.. I mean some of this stuff was really basic.. Until questions were asked and we were like WTF ? I mean we really thought what was being asked was super obvious.. But it wasn't.. So that being said.. If someone on staff wants to get paid they should already realize, they can't in a not-for-profit. Again that is the whole point of this thread and my original post.. Lets assume I know something about not-for-profit.. Let assume we all know you cannot draw a salary or show an income.. Thus why I said in my initial post which somehow repeatedly keeps getting lost, that you are hiring an outside source or person to do the heavy lifting on a specific task. They are not employee, they are contracted out.. There is a BIG DIFFERENCE.. Just find it very strange that people read something, then make up their own interpretation and adding notion and ideas I clearly express preemptively knowing this would occur and still post a response on something I never said or conveyed.. I am no longer defending the idea, but instead defending what you think I might have said was the idea, when I clearly didn't.. It really become difficult having a legitimate discussion when I say the sky is blue and posters are responding why am I saying the sky is red and why would I want a red sky.. Peace out..   4. No.. The perception is not a fact in law.. You can perceive all you want, laws are based around facts.. Nothing more.. Not emotions, not gut feelings.. Overall I am sure the lawyers for NCSoft would know this as well. Anyone who works in corporate will tell you it is all about Reputation. Loosing Reputation can be a bigger financial loss then the actual crime. Even if going after the threat actor is the right thing to do. Because the spin around the incident can be worse. EG how did they let this low level employee have so much access to this data? Does this billion dollar company have proper access control or are they really lacking that much access control? So going after a not-for-profit for hiring a artist to make graphics for a power is super highly unlikely especially since this artist is not working for the not-for-profit on a daily basis in maintaining the business. Again everyone is somehow making 2 categories.. Maintaining the game in the real world is different then having a one off artist make a graphical customization in the game. It is not.. Service is Service regardless if it is the hosting provider for this domain for this website or an artist getting paid for a specific purpose.
  5. EG means example.. I just used Mastermind Pet Customization because it is many understand in the use of the example and it "APPEARS" to be one of the more complex customizations. If I used we need more Assault rifle choices or Titan Weapon customizations it wouldn't be so impactful. Replace Mastermind Pet Customization with character costume customization if it sits better with you concept wise. Overall I am thinking the hard to tackle, time consuming work. They might have fleshed out the mechanics on how to make the customization but art behind it might be time consuming.
  6. We did have requirements for running these "clubs" We did have to file various documents city and state and file documents with internal affairs. I don't know in the sense, hiring someone to maintain your server on a monthly which spans into a year doesn't seem so different if not more of a hired employee than someone you use on a one off to do some art work/ animation for a month or so or how ever it long it takes to do the work. Mind you the artist is not being paid to do various tasks but one specific one, EG create animation and art work for Mastermind Pet customization, again just using that as an example. But I don't think it matters what you pay someone to do as long as it is not a permeant work. We had to or were suggested as another example to look for minority run businesses when possible. When we couldn't or had some issue as the work or service we needed had to be specific, we would write a letter expressing why we needed to get this specific person and then show other legit business we contacts that could not provide the service and why. EG need 100 shirts for slain officer with all proceeds of sales going to widow/family of officer. This business though not minority owned was able to do the work at a reduced cost or free. Whereas Business A was charging 10 dollars and Business B was charging 7 dollars. So in this sense if there is a requirement or restriction of having someone do multiple work during the year. Than you would alternate the work. Artist A for this and Artist B for that. Imagine now Artist C knows Artist A. Imagine Artist C isn't as good as Artist A and knows it. There would be nothing wrong if we paid Artist C and Artist A actually sub-contracted Artist A to help do the work. EG further, Hey bud I got this work. You did it before, I want to learn and improve my skills can you teach me and help me do this and I will split this with you 50/50. For the sake of the debate they are close friends. So Artist C gets paid for the work and hands money over to Artist A. Even if we knew this, there would be nothing underhanded being done on our end. The whole not-for-profit is a sense of community.. So having help someone improve a skill fits within these bounds. I would have friends that would call me and ask me do you know anyone who is a female and a minority that runs a business, because I have to buy 1000 cases of writeable CDs but it has to go through a female or minority owned business. I can even give them the site and contact (which was CDW) for where to order from and have it shipped directly to us ( police department) if they mark it up 2 dollars a case they can make 2k with just placing an order. The cool thing was that CDW understood and was willing to front the order as they knew the city was good for the funds and would write up the bill from the subcontractor and then send the profit to the sub-contractor. So the sub-contractor didn't have to fork over for example 6k. Again they understood small business might not have that kind of funds. Again I think the issue here is many are thinking that services rendered for something in game is different than paying someone to maintain a server to host the game.. It is not. The simple rule of thumb is anyone on staff that runs the daily operation for not-for-profit making any sort of income or drawing any form of salary. If the answer is yes then you have an issue. Server company, Lawyer, email service, AV protection, Artist do not run the daily operations.. I can see an issue for example if you have VOLUNTEER artist that does work and now says wow I would live to get paid to do this, I really could use the money.. So paying the volunteer and then keeping that volunteer would be an issue. What would need to be done is the volunteer would have to give a letter of resignation and then can get paid but could not volunteer for 12 months after getting paid. Because then someone within the organization made a profit for the year. Again not-for-profit has no requirements to zero out the books every 30 days, it is a yearly thing. It's all about the Government getting taxes.. Nothing more and nothing less unfortunately.
  7. Aside from the profit model arguments, there are a few other problems. One, we don't have all the tools the original developers had. Sure, you can say "I want a new robot model," and hire someone who can create it and send a 3d model over. Now make it compatible with the game... We've gotten to where we can extract things and mix and match a bit. Creating completely from scratch, though? And two, this shouldn't become a plutocracy. If people really want (say) pet customization, but I can throw another $500 in and want frilly tutus exclusive to the "huge" body type, why should I go to the front of the line or have any more weight thrown to what I want? No, let's step well wide of this little minefield. Look I am sure they can figure out the process on what the requirements are for lets say models. I never said he/she who pays the most gets what they want.. I never said you get to choose what you want based on your cash donations.. I clearly said the Developers determine what is possible. You are adding your own words and thoughts and making them my own.. Stick to the facts.. Maybe what you thought was of most importance is dead last based on the OPTIONS/CHOICES the developers gave you.. Again NOT YOUR specific wants and needs. Nothing says you must pay for the 4 items above the thing you are interested in. Again it is not mandatory. It VOLUNTARY.. Could they run servers on something else, could they get donated old servers ? Sure they could.. Could they not use AV or pay for it or any backup process, sure they could... Is the server company, the lawyer an employee ? Do they have to pay taxes on this stuff ? No.. I help run a club in the police department, Every precinct has a club. They maintain the soda machines, the snack machines, they run picnics, parties.. ETC.. All tax exempt .. Just like this is.. They are not making a profit. They are paying someone else for services rendered.. Just like they paid the lawyer and the server company.. I never said anything about rushing anything.. Where did you get I was asking for some sort of Power Leveling service.. You don't know who is paying.. I never said pay for this thing to get it.. I think you are adding words and thoughts I never said or conveyed. They mention what is possible and then they have the community vote.. Each individual player that plays does not always pay. Thus it donations.. So a non paying player gets to vote on ideas the Developers have that can be done but would take extra long time. Never did I say or post that someone Paying or being able to verify to pay gets more weight than someone who does not.. If the top vote was I want magic wands.. But you don't care about magic wands. Then don't click the option box that says I will DONATE funds to have magic wands outsourced. You make your donations as usual and it goes to server cost as usual. This is not-for-profit.. This is donations.. They are NOT making any money on this.. Just like they are not making any money on the server bill they pay.. They are hiring someone to maintain servers for them. They are paying for AV service, They are paying for email service, They are paying for digital documentation signing, They are paying a Lawyer.. How is paying for an Artist any different ? If you head is wrapped around, it is part of the game or a service for the game.. Then again I tell you so is the Server.. I can tell you and anyone else who thinks paying an artist is out of scope, is incorrect.. No it isn't.. You are incorrect. They are outsourcing the server, They are outsourcing services like DocuSign. Email service.. But I am pretty sure IF they were in doubt, they could just ask as they have communication with them and again They were giving permission to mention NCSoft.. I don't think NC Soft would bite there heads off. Its adults running a business, not some backyard kid stuff. You need to get your head out of the weeds of thinking if there is a benefit to actual game play there is some profit or benefit which breaks a not-for-profit. That is ridiculous. It is amazing how some people add words that don't exist and then take a stance on those non existent words and call them facts for a debate or disagreement. You might as well just call me racist and then debate or chastise me for being a racist. I am 100% positive my post does not say Pay money and YOU get to choose what you want.. I am 100% positive my post does not say make a profit.. Further you do not have to zero out your account at the end of the month.. By the end of the Fiscal year you have to be zero. It would be unreasonable to run anything not-for-profit and have to zero out the balance every 30 days.. They just choose to do so because this model affords them the ability to do so. I am sure the server company gave them a pitch, You know if you take as little as a 12 month contract I can save you 10% off your monthly bill. But a contract would require a down payment. Which they don't have, unless out of the kindness if their own hearts they go, I will pay the agreed down payment because I got it like that. So they pay the higher cost because it just simpler for bookkeeping. I don't mind debating.. But don't add phantom wording and then say this is my stance.. That isn't fair.
  8. I am thinking would it be feasible to ALLOW players to play for customizations that could be expedited by outside sources at a cost. Example Devs have Mastermind Pet Customization down on technical element, but there is artwork that needs to be done or effects.. They have someone in mind but this person just can't volunteer to do this work, they need to work and make money to pay the bills. Or maybe having just one volunteer doing this work isn't enough and you know outsourcing would help expedite the process. That being said, I would imagine there is an over flow of cash on donation day that is dropped once the cap is met. What if there was a check box that a player could click that would say by checking this box I wish to donate funds to help pay for outside services. The check box is there so it gives players the option to pay to get something faster in game.. Again maybe you are not into Mastermind Pet Customization, but I am.. So I am willing to donate to get something I see value in much quicker in game. I completely understand this cannot turn a profit and you cannot in any way have the appearance of drawing a salary. But just like paying for legal fees and such, hiring an outside artist, coder, or whatever does not seem to be breaking these guidelines. I can also see where once a person is paid they could never decide to be a volunteer and then decide to jump off being a volunteer and decide to get paid to do art work or animation again. As that would look like being intentional to make an income. Maybe have a voting system on 5 top ideas of what is looking to be added in game. Again for example. Here are 5 ideas we are looking to implement in game. Please put them in order of interest to you. MM pet customization New power set based around whips New assorted weapons for all power sets Alternate power animations for these power sets. - Energy Blast from various body parts ( EG chest beam) and weapons ( shoulder mounted cannon). Addition of Wands and Staves to various power sets. EG Energy Blast from wand or staff tip. People make their choices and then you produce those results. I guess my concern would be, is there an issue of carrying over money in a situation like this. EG MM Pet Customization wins.. That is going to cost 10k to get the artwork done. Server cost are 5k on average monthly, but the total including the overage is maybe tops 8k. So doing the quick math at 3k over, it will take 4 months to obtain 10k ( 3k, 3k,3k, 1k). Or you can just make partial payments until it is paid in full. I don't see this being controversial, you are just allowing players who can pay, to pay for extras that they would like to see in game maybe sooner than later and ONLY by clicking a box in agreement is this being done.
  9. I'm confused, how does a team wipe ? Unless everyone has made some agreement NOT to use invention sets, how can a team wipe. At most you need maybe 2 players capped on a regular mission and maybe 3 or 4 capped on TF or SF. Everyone else is just extra DPS.. You think it just might be a build issue ?

  11. Your short on defenses if you want to be defense capped. Your Force Field Generator (FFG) is not going to display correctly so you need to just add whatever FFG is giving you to your defenses when looking at view total. If you want to understand defenses then read my signature. Nutshell you need to have defenses at 30 because FFG on average gives you about 15% and 45% is the magic number. You can be 43% Here is my build.. it is a bit old as I can see I can do better by making a few changes and probably get a bit more DPS out of it with some procs.. ETC.. But I went Tankermind approach, thus the Provoke.. I just provoke between dropping Traps and Trip mine. Oppressive Gloom it cut down the attacks so I can drop Trip mines a bit more successfully.   12. My understanding is since the Devs have the backing of NcSoft to some degree, they want to do everything right. Meaning no kluge or gimmicky way, like using character costume slots. They want to make it look professional. My further understanding is they actually have someone from the old game on board as well. My personal belief and conspiracy is NcSoft is looking on and maybe agreed to do something if they can maintain a server and a player base. So they are trying to do this as professional as possible. In the end, this game has a lot of history. There are gaming engines out there. There is no real super hero competitor around. Champions started out well and fell apart.. I would imagine they probably look at the donation overfill. Meaning they ask for 5k and get 8k in donations each month, of course they do not accept the extra 3k. But they know what they could potentially can get. I think it will come, but no time soon.. I always said get someone to do the work and give players the option to pay for that. Basically maintenance is 5k but to do the Mastermind pet customization art it is going to cost us 10k. You have the option of donating to maintenance and customization. So if you click the box anything you donate will go to customization AFTER the maintenance is paid. When they get the EXTRA 10k, then they can get the work done.

  14. This is what I am just playing around with in MIDs definitely could use some work.. I was working around Full Auto and recharge. Full Auto can get down to 13 seconds.. You could get rid of Snipe and put in Oppressive Gloom as it works well enough on minions.. It would help you drop Trip Mines a bit more easily. But Mid is not displaying FFG defense numbers so just add 16.7 to all defense numbers so you are pretty close to full defense cap. A few points short in AOE will not bother you.   15. I made a Semi Petless ( Assault Bot only ) Robot / Trick Arrow but when I seen how good the Assault bot was doing solo I figured let me go full build. I thought was amazing. Also Trick Arrow makes me feel like I am in the fight as well. I also did the same with Beat Trick Arrow. Trick Arrow is very nice.. Oil Slick is fun.. The Nature hold is GREAT ! Yea it's a toggle PBAOE, but it really does HOLD.. I also have Oppressive Gloom on the build. Sometimes I run both toggles as belt and suspenders when I open up on a fight where groups of mobs are close together and I expect double aggro. Otherwise I keep OG on standby in case I get hit with something that detoggles the hold, then I turn on OG quickly as Entangling Aura is recharging. Then switch once its back on. OG works well also but not as good as Entangling Aura.
  16. You make an excellent point.. I do the same.. Then maybe just some sort of -def/resistance benefit to all attacks. So the DPS can possibly be seen ramping up over time. Again how big is this benefit against regular mobs?
  17. I guess my question is, what are you trying to do or achieve here with the build. Not pitting build against each other. But my build is doing more DPS, Has quicker recharge and Defense capped all around. Your defenses get even less when HOB is turned off. So thus the question above..
  18. I have to say anything Trick Arrow is great.. Trick Arrow is just that good and some people don't realize it. I have several Petless masterminds that are Trick Arrow and they are great fun to play doing 3/8 setting. I had to create a secondary build with full pets and as you can imagine really massive.

  23. Many complain about Assault Rifle DPS output because it does Smash and Lethal damage which is the most common DPS in the game and can be resisted quiet well. I noticed recently, (which I have to admit I didn't see before) that Full Auto has a special that says if you are lucky you might get extra damage. Burst seems to have a secondary effect of -Def to target I was wondering if adding a secondary or a special to all AR powers might increase its DPS value. Maybe something stacking. Or something that stacks and then is triggered by Full Auto I am thinking along the lines of Pack Mentality in Mastermind Beast Mastery line. Just basically using your powers over time increases your damage and maybe you have the option of firing off Full Auto for some big damage that would consume your stacks. Or just add -Def and /or -Resistance or EVEN BOTH to every AR power of varying degrees. Basically your bullets are whittling away the enemies defenses and resistances over time. For regular mobs not much would be noticed, but during EB and AV fights this would be much more noticeable. Or maybe this benefit of -Def/-Res is team wide.
  24. Just a build I reworked to add procs into it I had procs in Trip Mine but after some testing noticed they were not going off. I put in a bug report Another issue I had was Endurance. I was bottoming out a lot even with Musculature, yes could have went with Cardiac, but wanted the extra DPS as this is AR. End result I re-slotted Ignite and Trip Mine the way I did and things are better. The BU proc in Seeker Drones works 100% of the time, but it goes off the moment you deploy the Seeker Drones. My load out is as follows; Drop Triage Beacon & Acid Mortar Caltrops at max distance from where I dropped Triage & Mortar Step up in Caltrops and drop Trip Mine Eat a few inspirations ( Accuracy, damage, resist ) Take another Step up so Trip Mine is behind me Deploy Seeker Drones at targets to absorb Alpha, Fire off Full Auto. Mobs come in goal is to get some mobs on me before backing up over Trip Mine. Trip Mine goes off. Fire off Flamethrower Poison Trap for hold when more mobs on me. Another Trip Mine followed by Caltrops for slow and Ignite. I will admit Corruptor is probably better DPS wise. I solo so I get the damage bonus from Defenders Vigilance trait. DP Traps feels much better synergy wise as Hail of Bullets is PBAOE, which many of Traps powers are as well.
