Illusion : Flash -> Stun instead of hold

Hold is objectively a more powerful control effect than stun. It's also a much easier effect to stack up. Swapping holds for stuns would be nerfing the set. -
No "probably" about it. The OG devs literally gave it just enough effect to show up on the buff bar where an actual inherent should be. The boost it offers is so trivial it's more of an insult than a power.

It should be noted that even if someone wants to leave their area, it may not be feasible to do so. Moving is NOT cheap. It's not easy to acquire housing and employment in another town at the best of times; trying to do so when you can't afford the gas to get over there is out of the question.

The rent's gotta be dirt cheap; midrange prices anywhere else become outright gouging when there's always a chance a couple superpowered loons are gonna come crashing through the window and fight it out on your sofa. (Not that landlords don't categorically gouge renters anyway, but that's a different can of worms.)

Resists don't matter when your HP is so low any hit will kill you regardless. That's one of the reasons mastermind pets are so fragile.

Note that a couple Bio Armor powers STILL force that effect out. Which is why I refuse to use the set.

If a specific visual effect is making people physically ill, there should be an option to turn that off. Period. That's Design 101. "It's not a problem for me, therefore it's not a problem for anyone" is NOT a valid argument.

Terra Volta is a nuclear reactor on steroids. Anyone who takes THAT out is also going to get at least half the city, including most of the solar-equipped buildings.

Or you have a physical disability that precludes using more than a handful of keys on the keyboard when playing, and are sick to death of people claiming that adding extra keys somehow makes things easier. Seriously, you have no goddamn idea what you're talking about.

Might want to start with making MM pets consistently obey the Goto command. As-is, they ignore it completely if there's anything on their aggro table.

If you have Tactics, that's a good place for Gaussian's Synchronized Fire Control; one of the pieces randomly fires off Build-Up effects while the toggle is running (MOAR DAMAGE), in addition to the set as a whole just having good bonuses all round.
